Book excerpt: In the past decade, no individual act of violence has killed more people in the United States than the mass shooting. This well-researched, forcefully argued book answers some of the most pressing questions facing our society: Why do people go on killing sprees? Are gun-free zones magnets for deadly rampages? What can we do to curb the carnage of this disturbing form of firearm violence? Contrary to conventional wisdom, the author shows that gun possession often prods aggrieved, mentally unstable individuals to go on shooting sprees; these attacks largely occur in places where guns are not prohibited by law; and sensible gun-control measures like the federal Assault Weapons Ban—which helped drastically reduce rampage violence when it was in effect—are instrumental to keeping Americans safe from mass shootings in the future. To stem gun massacres, the author proposes several original policy prescriptions, ranging from the enactment of sensible firearm safety reforms to an overhaul of how the justice system investigates potential active-shooter threats and prosecutes violent crimes. Calling attention to the growing problem of mass shootings, Rampage Nation demonstrates that this unique form of gun violence is more than just a criminal justice offense or public health scourge. It is a threat to American security.

Book excerpt: Gun Facts debunks common myths about gun control. It is intended as a reference guide for journalists, activists, politicians, and other people interested in restoring honesty to the debate about guns, crime, and the 2nd Amendment. Divided into chapters based on gun control topics (assault weapons, ballistic finger printing, firearm availability, etc.), finding information is quick and easy. Each chapter lists common gun control myths, then lists a number of documented and cited facts (with nearly 500 detailed footnotes). Thus when a neighbor, editor or politician repeats some sound bite about firearm control policy, you can quickly find that myth then rebuke with real information.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Available in PDF, EPUB and Kindle. Book excerpt: For years proposals for gun control and the ownership of firearms have been among the most contentious issues in American politics. For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy. Given the importance of this issue, there is a pressing need for a clear and unbiased assessment of the existing portfolio of data and research. Firearms and Violence uses conventional standards of science to examine three major themes - firearms and violence, the quality of research, and the quality of data available. The book assesses the strengths and limitations of current databases, examining current research studies on firearm use and the efforts to reduce unjustified firearm use and suggests ways in which they can be improved.

Book excerpt: The newly updated 3rd edition of Legally Armed: Carry Gun Law Guide educates you on nationwide carry laws, highlighting common points of law for each state and the District of Columbia. The opening chapters give a general overview of concealed carry. You'll learn how to interact with law enforcement when carrying concealed, how to handle and store your guns, and the best ways to travel with a firearm. The meat of the book spells out concealed carry laws state by state. Does your state issue permits? Does it recognize permits from other states? Are there restrictions for owning firearms? Selected excerpts from each state's gun laws give additional guidance, and contact information for state authorities are a resource for follow-up questions. For a quick at-a-glance reference, each state is ranked by a "Firearm Friendly" letter grade (from A+ down to F) to indicate the general lenience of its gun laws.
