The expansion in the scope of secondary education, due to the causes above noted, and the con sequent increase in high school electives, have brought about a steadily growing invasion of the do main occupied by the subjects studied in accordance with the requirements of college entrance, with the result that their formerly unchallenged preponderance in the secondary curriculum is already a thing of the past as far as the high schools are concerned; While the colleges, in order to secure what they believe to be due recognition for preparatory subjects, have felt it their duty to adopt a position which the secondary schools have been swift to resent. The contention of the colleges is, in the main, that the secondary schools are giving undue attention to electives, to the detri ment of the solidarity of the old Quadrivium the secondary schools evidently suspect that the colleges are seeking to dominate the whole scheme of secondary education, with the selfish object of making it pre paratory, even subservient, to college work. The sit uation is mutually unsatisfactory and the conditions, unless speedily changed, are likely to result detri mentally to both parties, and to the injury of the na tional system of education. Nothing is more neces sary to intellectual progress than harmony and good understanding between the universities and theb sec ondary schools; and when a condition arises which appears likely to disturb that harmony, it is the duty of both parties to seek for the cause of that condition and, if possible, remove it. Book excerpt: Excerpt from The Regional Project in Secondary Education: Evaluation of a Program Cooperative Curriculum Development The decision of the people of the United States that all youth shall have opportunity for a high school education has posed many problems, none more critical than those pertaining to curriculum and instruction. Progress has been made in identifying the aims and purposes of public high schools; less progress, in determining the means of achieving these goals. Much relevant research has been done, not alone by professional educators, but also by those in related disciplines such as psychology and educational sociology. Yet, research findings and expert opinions, incomplete and imperfect as they are, are not affecting high school practices to the extent that they should. In some high schools, teachers are still trying to do for all American youth what was done fifty years ago to equip them for college and university. In other high schools, changes in curriculum and instruction have been made, but programs are not well coordinated, graduates of average ability are not adequately prepared either for effective living at once or for further study in higher institutions, slow students drop out from sheer neglect, and few brilliant students are challenged in accordance with their potentialities. Obviously, modifications in curriculum and in instruction are called for, and improvement is certainly possible. The method of improvement by administrative dictate and fiat has been wholly unsuccessful. The most promising procedure seems to be one in which teachers cooperate with their administrative superiors and with outside experts to develop a more fruitful curriculum. In such cooperative enterprises teachers enjoy the benefits of widely differing viewpoints, have a part in arriving at decisions as to content and method, and assume responsibility for carrying these decisions into effective action. Many such cooperative projects have been attempted; but in few of them has there been careful evaluation of the results. In the present monograph the author describes fully and assesses a program of cooperative curriculum development in a number of California high schools. While in the initial plans no provisions were made to collect evidence for a final evaluation, certain items in the operational plan have been used as evaluative criteria, in order to assay the changes which occurred in participating schools. Thus through Fred it was discovered that Bobby was the leader of a gang which had as one of its purposes: How to make swearing easy. These boys held regular and irregular meetings in a little covered bridge near the pastor's house. There they exercised in their self-chosen art. During this time he has had excellent opportunities to observe the struggle of beginning teachers in their attempts to interpret courses of study. He has frequently had occasion to listen to expressions of discouragement from teachers of experience, both trained and untrained, who were attempting to follow courses of study that failed to give a clear statement of the subject matter to be taught and the method of teaching it. Often he has found such teachers to have recourse to courses of study of other systems in spite of the fact that the fundamental plan of such courses might not be in harmony with that of the system to which it was being adapted. The present study is an attempt to show how such courses of study may be made of greater service to teachers in their task of making instruction materials meaningful, of bringing about organization of knowledge on part of children. The assumptions in the discussion of this problem are as follows, (1) The course of study of a school system is a plan of action for the teachers of the system; it must therefore indicate clearly what is to be taught and how such materials are to be made real experiences on part of children. (2) The object of teaching must be the organization of experiences by children with a view of making them available for further use and, for this reason, helps given teachers on "how to teach" must concern themselves largely with the problem of how children's experiences are to become organized. I am greatly indebted to Professor Frank M. McMurry for helpful suggestions and criticisms in making the study; to the works of Professors Dewey and I. E. Miller for a statement of the psychology of thinking; to Dr. William H. This book seeks to challenge education policy makers, test developers, and educators who discourage the assignment of appropriately difficult works to high school students and make construction of a coherent literature curriculum impossible. It first traces the history of the literature curriculum in our middle schools and high schools and shows how it has been diminished and distorted in the past half-century. It then offers examples of coherent literature curricula and spells out the cognitive principles upon which coherence is based. Finally, it suggests what English teachers in our public schools could do to develop a literature curriculum that gives all their students an adequate basis for participation in an English-speaking civic culture.

An introductory chapter presents a brief account of the early high schools. It furnishes a background for a treatment of the develop ment of curricula in the geographical area indicated in the title. The monograph is divided into three Parts. Parts I and II are devoted to the period 1860 - 1900. Part III covers the period 1900 1918. Part I contains a treatment of subjects and their organiza tion into curricula. Part II is devoted to the subject matter of the various fields and subjects. Part III deals with subjects and subject matter, a chapter being devoted to each. A few authorities are cited but tabulations and discussions are for the most part based upon data secured from original sources. These sources are chiefly published courses of study and textbooks. Some of the material was made available for use by the libraries of the University of Chicago, the University of Illinois, Oberlin College, and Cornell College. A considerable portion of it, however, was widely scattered, particularly the published courses of study, and had to be collected from the schools throughout the area. In selecting curricula for purposes of display and tabulation, an effort was made to secure those which would fairly represent prevailing practices. Small schools have somewhat less proportional representation than medium size and large ones for the reason that copies of curricula used in the small school have in many cases not been preserved. Textbooks for reference have been selected on the basis of their general use as shown by lists displayed in published courses of study. The high school principal has a responsibility for the economy and efficiency of his school organization. Care and economy mean more funds for education. We might raise salaries on what is now wasted. In industry, with rising labor costs has come greater attention to individual economies. The school cannot escape the tendency. Does the high school principal know whether or not he is getting full efficiency from his organization? Is the work evenly divided? Are teachers overworked or underworked? Are pupil divisions evenly constructed? Are program difficulties solved? The high school principal needs in his equipment the engineers capacity. He is an educational engineer. The high school program, indeed, is an engineering problem. No system of making a high school program on the trial-and-error method is defensible. From mathematical reasons it must be faulty.
