According to demand-based accounts, the introduction of temporary contracts has helped to generate and maintain a secondary segment in the Spanish labour market, in which specific product market conditions generate a need for highly flexible contracts to perform low-skilled tasks. In contrast to this view, the paper argues that partial deregulation has also had important segmenting consequences amongst Spanish professionals, despite the high levels of asset specificity and monitoring costs involved in their job tasks. Drawing on the analysis of the Spanish Labour Force Survey for the period 1987-1997, the paper presents empirical evidence that shows how, when introduced in a context of high unemployment and high dismissal costs for the permanent workforce, temporary contracts can generate a process of polarization of employment chances within both manual and professional occupations. The segmenting consequences of partial deregulation have, therefore, been more severe, pervasive and pernicious than it is acknowledged by demand-based accounts.

For this purpose, we apply multiple-spell duration techniques to a longitudinal dataset of temporary workers obtained from Social Security registers. Our main findings are as follows. First, the transitions from a temporary contract into unemployment and into another temporary contract are very high when compared with transitions into permanent employment. Second, the entry into permanent employment although slightly increasing with tenure at the temporary contract is very low; the only exception is that of semi-skilled and unskilled individuals, who are particularly likely to enter into permanent employment at the 24th and the 36th month of tenure (respectively). Third, we find that there exists a substantial proportion of workers with unobservable characteristics that make them show high exit rates from temporary employment and, at the same time, a rapid exit from unemployment while the remaining individuals exit from unemployment more slowly, particularly those who are receiving unemployment benefits.

Book excerpt: The dual character of the Spanish labor market, with permanent workers on the one hand and less favored peripheral workers on the other, became more pronounced following the deregulation of temporary employment. This paper uses the Spanish Labor Force Survey to assess whether, as predicted by labor market segmentation theories, temporary employment is non-transitional (permanent) and involuntary. An analysis of the rates and dynamics of transitions into and out of temporary employment across different groups of working-age respondents shows that much of Spanish temporary employment is involuntary, and temporary workers have limited opportunities for advancement. The evidence points to the need for public policy to address problems posed by the trap that temporary employment has apparently become for growing numbers of workers.

Book excerpt: The great capacity of tourism to provide employment, especially between groups of workers with a more difficult insertion in the labour market, is one of its most well-known positive aspects. However Tourism employment is often described as low skilled, which is associated with average lower wages, higher percentage of fixed-term contracts, and longer working day than other industries. Nevertheless, this is not true for all tourism activities. Although this description could be close for hotels and restaurants labour market, it is completely different for land transport, travel agencies and tour operators activities. This could be related with the fact that each characteristic tourism industry provides a different percentage of his output to tourists, as it is shown in the Spanish Tourism Satellite Account. Given that, the aim of this paper is to analyse what factors can determine the incidence of temporary employment in Tourism activities in Spain and to discuss regional differences. As result, our first step is to identify the labour market characteristics of the different tourism activities. These results are clear influenced by the particularities of the different activities (labour market of transport activities is very different from hotels and restaurants activities) and not by a tourism characteristic. Thus, the second step is to analyse how tourism influence in the labour-market conditions after controlling for the particularities of the different tourism activities. In this case, we focus in just one characteristic of the labour market very associated with low-quality jobs; the share of workers with fixed-term jobs. Although Spain is one of the countries with the highest arrivals of tourists, those are not equally distributed by regions. This allows us to identify the degree of specialization of each region in tourism, and to analyse its impact in the share of workers with fixed-term contracts. Results show that the highest tourism specialization of the region decreases the share of workers with fixed-term contracts, after isolating the particularities of the different tourism activities. It seems that this low-quality characteristic disappear with the development of the sector in some regions.

We use longitudinal survey data from individuals to estimate a competing risks model with multi-spells for Spain. The model includes correlated unobserved determinants in the transition rates to deal with selectivity. We find that workers with higher levels of education have a stronger probability of finding a permanent job. In contrast, low-educated workers have a stronger probability of ending in unemployment or another temporary contract. Furthermore, we show the importance of employment protection in affecting the threshold level above which workers gain access to a permanent contract.
