Moreover, it emphasises on the iteration between space, socio-technical systems and regimes. Thanks to these changes, developing countries can now increase their participation in global value chains (GVCs) and thus become more competitive in agriculture, manufacturing and services. This is a paradigm shift from the 20th century when countries had to build the entire supply chain domestically to become competitive internationally. For policymakers, the focus is on boosting domestic value added and improving access to resources and technology while advancing development goals. However, participating in global value chains does not automatically improve living standards and social conditions in a country. This requires not only improving the quality and quantity of production factors and redressing market failures, but also engineering equitable distributions of opportunities and outcomes - including employment, wages, work conditions, economic rights, gender equality, economic security, and protecting the environment. The internationalization of production processes helps with very few of these development challenges. Following this perspective, Making Global Value Chains Work for Development offers a strategic framework, analytical tools, and policy options to address this challenge. The book conceptualizes GVCs and makes it easier for policymakers and practitioners to discuss them and their implications for development. It shows why GVCs require fresh thinking; it serves as a repository of analytical tools; and it proposes a strategic framework to guide policymakers in identifying the key objectives of GVC participation and in selecting suitable economic strategies to achieve them.

Book excerpt: In Strategic Coupling, Henry Wai-chung Yeung examines economic development and state-firm relations in East Asia, focusing in particular on South Korea, Taiwan, and Singapore. As a result of the massive changes of the last twenty-five years, new explanations must be found for the economic success and industrial transformation in the region. State-assisted startups and incubator firms in East Asia have become major players in the manufacture of products with a global reach: Taiwan’s Hon Hai Precision has assembled more than 500 million iPhones, for instance, and South Korea’s Samsung provides the iPhone’s semiconductor chips and retina displays. Drawing on extensive interviews with top executives and senior government officials, Yeung argues that since the late 1980s, many East Asian firms have outgrown their home states, and are no longer dependent on state support; as a result the developmental state has lost much of its capacity to steer and direct industrialization. We cannot read the performance of national firms as a direct outcome of state action. Yeung calls for a thorough renovation of the still-dominant view that states are the primary engine of industrial transformation. He stresses action by national firms and traces various global production networks to incorporate both firm-specific activities and the international political economy. He identifies two sets of dynamics in these national-global articulations known as strategic coupling: coevolution in the confluence of state, firm, and global production networks, and the various strategies pursued by East Asian firms to attain competitive positions in the global marketplace.

In this interconnected world system, a new form of economic organization has emerged: Global Production Networks (GPNs). This brings together a wide array of economic actors, most notably capitalist firms, state institutions, labour unions, consumers and non-government organizations, in the transnational production of economic value. National and sub-national economic development in this highly interdependent global economy can no longer be conceived of, and understood within, the distinct territorial boundaries of individual countries and regions. Instead, global production networks are organizational platforms through which actors in these different national or regional economies compete and cooperate for a larger share of the creation, transformation, and capture of value through transnational economic activity. They are also vehicles for transferring the value captured between different places. Book excerpt: As certification is proving ever more popular as a particular manifestation of economic, social and environmental upgrading activities, this paper seeks to explore the socio-economic, commercial and environmental priorities which shape stakeholder certification choices in global production networks (GPNs), and the implications which upgrading intentions entail for smallholders' development outcomes. The paper argues that there is a need to problematize firstly the diverging socio-economic, environmental and commercial priorities which different stakeholders associate with the implementation of sustainability standards, and secondly to unpack the assumed automatism of upgrading activities entailing benefits for producers at the local level. The paper introduces a malleable approach, the 'constellation of priorities', that enables systematic assessment of drivers across stakeholders, thus providing agency to all GPN participants. The paper presents two agricultural global production networks as case-studies, the production of fresh fruit and vegetables in Kenya and the cocoa sector in Nicaragua. The case-studies explore the complexities of the tensions between stakeholders' socio-economic, commercial and environmental priorities, highlighting that priorities projected through stakeholders' power and embeddedness relations affect how local outcomes, positive and negative, materialise for farmers.

Book excerpt: Sustainability standards for tropical agriculture promise better trade and fairer labour conditions for smallholders. Recent research on labour suggests that, besides such standards, configurations of buyer-supplier relationships crucially shape economic and labour conditions. However, a static configurational approach overlooks the role of supplier and labour agency over time. Using a matched case comparison of two certified rural enterprises in Ecuador, this article shows that suppliers can leverage standards to create value from vertical relationships with buyers. However, standards do not, by themselves, directly contribute to better conditions. They do so indirectly only if suppliers manage to become competitive in an elite market, augmenting rather than dampening unequal trade conditions. This study contributes to recent theory seeking to explain uneven labour outcomes with sustainability standards in global production networks.
