White Supremacy and Racism answers that question with an unequivocal yes, describing a contemporary system that operates in a covert, subtle, institutional, and superficially nonracial fash on. Assessing the major perspectives that social analysts have relied on to explain race and racial relations, Bonilla-Silva labels the post-civil rights ideology as color-blind racism: a system of social arrangements that maintain white privilege at all levels. His analysis of racial politics in the United States makes a compelling argument for a new civil rights movement rooted in the race-class needs of minority masses, multiracial in character - and focused on attaining substantive rather than formal equality.

Book excerpt: The civil rights problem of the mid-twentieth century was one of the greatest challenges to the American social fabric since the Civil War. Riots in scores of cities, and serious intergroup tensions and conflicts in thousands more, underlined the seriousness of the problem. Administrative Implementation of Civil Rights examines the role, operation, and contribution of the device most often relied on by local and state governments for dealing with intergroup problems—the human- relations commission. First used in the early 1940s to deal with discrimination against blacks, this commission was later often charged with implementing the civil rights of other minority groups and of women, the elderly, the handicapped, and the poor. It is Joseph Parker Witherspoon’s thesis that the human-relations commission was not used effectively, that an agency of this type has great strengths that most local and state governments did not utilize, and that its weaknesses are susceptible of remedy and must be eliminated. He explains these weaknesses and develops proposals for correcting them. Witherspoon examines the roles of the local, state, and federal governments in solving this country’s complicated and serious civil rights problem and demonstrates that a program that carefully coordinates action by the federal government with action by local and state governments could be made to work effectively. As a part of this demonstration he proposes the enactment of a new form of comprehensive civil rights legislation at local, state, and national levels, and presents a series of four model statutes—the Alpha Model Acts—for effectuating his proposals. The approach emphasized in these statutes greatly strengthens the role of the human-relations commission as a law-enforcement agency and, in particular, focuses the operation of federal and state action upon life in the individual community. The book concludes with a group of appendices listing all state and many local commissions and agencies handling human-relations problems at that time, and summarizing the type of authority, the jurisdiction, the operating budget, and the legislative basis for each. This list will be of interest to those studying the history of civil rights and public policy in the United States.

It was first con- ceived as a collective project of the Research and Resident Scholar Program in Comparative Race Relations at Washington State University, which was established in 1994 with support from the Rockefeller Foundation. A number of the participating authors are established scholars in racial/ethnic studies, and several have published award-winning bestsellers. Others are relative newcomers to the field who were invited to join the project because they were doing important work on less well covered topics, such as relations between African Americans and Chicano/Latino Americans.

Book excerpt: First published in 1993. This volume compiles the autobiographies of the management discipline’s most distinguished laureates. Prior to this publication, the available management literature provided little insight into the personal and intellectual lives - the frustrations as well as the triumphs - of the individuals in the management discipline. Although such understanding could be conveyed in many forms, perhaps the most intimate and fascinating of these for gaining behind-the-scenes insights is the autobiography. Thus, the autobiographies in this volume, as in the five companion volumes, offer the reader not only a glimpse of the subjective determinants and personal experiences of the management discipline’s most distinguished laureates, but also a deeper understanding of what management is and what it is becoming. The various accounts reflect a diversity of approaches, interests, and experiences.

Available in PDF, EPUB and Kindle. Book excerpt: Affirmative action has been fiercely debated for more than a quarter of a century, producing much partisan literature, but little serious scholarship and almost nothing on its cultural and political origins. The Ironies of Affirmative Action is the first book-length, comprehensive, historical account of the development of affirmative action. Analyzing both the resistance from the Right and the support from the Left, Skrentny brings to light the unique moral culture that has shaped the affirmative action debate, allowing for starkly different policies for different citizens. He also shows, through an analysis of historical documents and court rulings, the complex and intriguing political circumstances which gave rise to these controversial policies. By exploring the mystery of how it took less than five years for a color-blind policy to give way to one that explicitly took race into account, Skrentny uncovers and explains surprising ironies: that affirmative action was largely created by white males and initially championed during the Nixon administration; that many civil rights leaders at first avoided advocacy of racial preferences; and that though originally a political taboo, almost no one resisted affirmative action. With its focus on the historical and cultural context of policy elites, The Ironies of Affirmative Action challenges dominant views of policymaking and politics.

It documents the experiences of black and Asian children, particularly in interaction with their white peers, and with their teachers, from both observation and interviews with parents, teachers and the children. It presents cases both inside and outside the classroom. The children’s academic progress is also examined, and the book considers the link between home and school. The concluding chapter is concerned with measures for promoting ‘good practice’ in the primary school context.
