Book excerpt: The U.S. Air Force is exploring adaptive basing (AB) concepts to reduce the vulnerability of U.S. forces to growing air and missile threats and to preserve critical combat capabilities in highly contested environments. These concepts are likely to stress the U.S. Air Force's global mobility capabilities. AB concepts call for force packages to operate in mobile and responsive ways to provide protection and fight from positions of advantage. Although these concepts place additional and different demands on the U.S. Air Force's global mobility capabilities, their effect on the Mobility Air Forces (MAF) had not been fully analyzed. In this report, the authors assess the impact of AB concepts on the MAF and recommend how to enable the MAF to better support operations in contested environments. The analysis considers the impact of several AB concepts on the demand for tankers, airlift, and base enablers in the Pacific area of responsibility and examines the sufficiency of current MAF forces to support AB concepts. Potential enhancements are then considered. In general, the authors find that the current MAF (tankers, airlift, and base enablers) could support a few fighter wings (two or three) operating using an AB scheme of maneuver. Significant changes must be made to support larger force packages. Potential enhancements include culture; tactics, techniques, and procedures; equipment; and new technologies.

Book excerpt: Global air mobility is an American invention. During the twentieth century, other nations developed capabilities to transport supplies and personnel by air to support deployed military forces. But only the United States mustered the resources and will to create a global transport force and aerial refueling aircraft capable of moving air and ground combat forces of all types to anywhere in the world and supporting them in continuous combat operations. Whether contemplating a bomber campaign or halting another surprise attack, American war planners have depended on transport and tanker aircraft.

Available in PDF, EPUB and Kindle. Book excerpt: This anthology discusses the converging operational issues of air base defense and counterinsurgency. It explores the diverse challenges associated with defending air assets and joint personnel in a counterinsurgency environment. The authors are primarily Air Force officers from security forces, intelligence, and the office of special investigations, but works are included from a US Air Force pilot and a Canadian air force officer. The authors examine lessons from Vietnam, Iraq, Afghanistan, and other conflicts as they relate to securing air bases and sustaining air operations in a high-threat counterinsurgency environment. The essays review the capabilities, doctrine, tactics, and training needed in base defense operations and recommend ways in which to build a strong, synchronized ground defense partnership with joint and combined forces. The authors offer recommendations on the development of combat leaders with the depth of knowledge, tactical and operational skill sets, and counterinsurgency mind set necessary to be effective in the modern asymmetric battlefield.

Book excerpt: In many potential operating environments, the U.S. Air Force faces adversaries that are increasingly capable of limiting where and how it projects combat power. Whether the environments are called anti-access/area denial environments or contested, degraded, and operationally limited (CDO) environments, they feature adversaries with larger numbers of more-precise missiles that have further reach than before and that threaten traditional U.S. air bases like never before. To persevere in CDO environments, the Air Force and regional warfighting commanders are exploring a variety of alternative force deployment and employment concepts under an umbrella initiative called adaptive basing (AB). Upon surveying the variety of concepts categorized as part of AB, the authors found that all of them-adaptive or not-can be characterized as survival strategies. Thus, AB is less about increasing the adaptiveness of aircraft and air forces than it is about extending their survivability through strategies that are both traditional and adaptive. In this report, RAND researchers review the motivations for AB, describe a footprint model used for estimating the AB implications for Agile Combat Support (ACS), estimate the ACS requirements to perform three fundamental competencies that can enable AB concepts, consider the obstacles to supporting those requirements, and discuss the implications and recommendations for the ACS community and the Air Force at large. Ultimately, it will take a more-concerted, deliberate, and organized effort to flesh out and refine AB concepts into useable warfighting tools. Some concepts might be discarded for reasons of feasibility, cost, or effectiveness, but if the threats perceived today are credible, AB ought to be tested and found wanting rather than declared to be too difficult without sufficient investigation.

Available in PDF, EPUB and Kindle. Book excerpt: The relative roles of U.S. ground and air power have shifted since the end of the Cold War. At the level of major operations and campaigns, the Air Force has proved capable of and committed to performing deep strike operations, which the Army long had believed the Air Force could not reliably accomplish. If air power can largely supplant Army systems in deep operations, the implications for both joint doctrine and service capabilities would be significant. To assess the shift of these roles, the author of this report analyzed post?Cold War conflicts in Iraq (1991), Bosnia (1995), Kosovo (1999), Afghanistan (2001), and Iraq (2003). Because joint doctrine frequently reflects a consensus view rather than a truly integrated joint perspective, the author recommends that joint doctrine-and the processes by which it is derived and promulgated-be overhauled. The author also recommends reform for the services beyond major operations and campaigns to ensure that the United States attains its strategic objectives. This revised edition includes updates and an index.

Book excerpt: Less than a decade ago, China's air force was an antiquated service equipped almost exclusively with weapons based on 1950s-era Soviet designs and operated by personnel with questionable training according to outdated employment concepts. Today, the People's Liberation Army Air Force (PLAAF) appears to be on its way to becoming a modern, highly capable air force for the 21st century. This monograph analyzes publications of the Chinese military, previously published Western analyses of China's air force, and information available in published sources about current and future capabilities of the PLAAF. It describes the concepts for employing forces that the PLAAF is likely to implement in the future, analyzes how those concepts might be realized in a conflict over Taiwan, assesses the implications of China implementing these concepts, and provides recommendations about actions that should be taken in response.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.
