Book excerpt: A practical guide to the Council of Europe Recommendation CM/Rec(2019)4 to raise awareness and improve the knowledge and capacities of relevant professionals in supporting young refugees and migrants in their transition to adulthood. Being among the most vulnerable, many young refugees experience violence, exploitation and trauma, as well as continued risk of violation of their human rights and fundamental freedoms. When they reach the age of 18, they are no longer under the protection of the United Nations Convention on the Rights of the Child. This means that, from this point, young refugees may no longer have the protection and access to rights and opportunities previously held as children, and they can face an abrupt and dramatic change in the possibility of accessing services and support across many sectors. The rights of young refugees in transition to adulthood has been a priority of the Council of Europe over many years. In 2019, the Committee of Ministers adopted Recommendation CM/Rec(2019)4 on Supporting Young Refugees in Transition to Adulthood, recommending that member states’ governments ensure that additional temporary support is available to young refugees after the age of 18 to enable them to access their rights. The Recommendation also acknowledges the important role played by youth work and non-formal education / learning in supporting the inclusion of young refugees, and in developing competences for active citizenship and democratic participation. The Council of Europe prepared this Guide to further promote and support the implementation of the Recommendation. The Guide should inspire young refugees, youth workers, policymakers, researchers and other relevant actors to familiarise themselves with, apply and support the implementation of the Recommendation in their own contexts and communities. The Guide simplififies the language of the Recommendation in order to assist various actors and stakeholders in developing a better and clearer understanding of the proposals and policy measures. A range of promising practices are likewise incorporated to exemplify how the Recommendation is being put into practice.

The conference is the largest scholarly gathering on migration with a global scope. Human mobility, economics, work, employment, integration, insecurity, diversity and minorities, as well as spatial patterns, culture, arts and legal and political aspects appear to be key areas in the current migration debates and research. Throughout the program of the Migration Conference you will find various key thematic areas covered in 598 presentations by 767 contributors coming from all around the world, from Australia to Canada, China to Colombia, Brazil to Korea, and South Africa to Norway. We are proud to bring together experts from universities, independent research organisations, governments, NGOs and the media. We are also proud to bring you opportunities to meet with some of the leading scholars in the field. This year invited speakers include Fiona B. Adamson, Markus Kotzur, Philip L. Martin, Karsten Paerregaard, Ferruccio Pastore, Martin Ruhs, Jeffrey H. Cohen, and Carlos Vargas Silva. Although the main language of the conference is English, this year we will have linguistic diversity as usual and there will be presentations in French, Italian, Spanish and Turkish. Chapters examine discourses, policies and programs of integration in the three receiving societies, studying how these are experienced by migrant and refugee families as they seek to realize the hopes and ambitions for a better life that led them to leave their country of origin. The three Scandinavian countries have had parallel histories as welfare societies receiving increasing numbers of migrants and refugees after World War II, and yet they have reacted in dissimilar ways to the presence of foreigners, with Denmark developing tough immigration policies and nationalist integration requirements, Sweden asserting itself as a relatively open country with an official multicultural policy, and Norway taking a middle position. The book analyses the impact of these differences and similarities on immigrants, refugees and their descendants across three intersecting themes: integration as a welfare state project; integration as political discourse and practice; and integration as immigrants’ and refugees’ quest for improvement and belonging. Book excerpt: Human service professionals deal with a wide range of problems, from child abuse, parenting issues, and elderly care, to addictions, mental illness, sexual assault, unemployment, and criminality. These must be constructed as problems for professionals to appropriately respond to them. Human service provision starts from there. But in the everyday experience of service providers and users alike, there is a parallel world of ordinary troubles that remains professionally undefined but real, even when troubles are turned into problems. This book brings into view the relationship between these worlds as it bears on the process of clientization—the transformation of people and troubles into clients and problems. Rather than taking the process for granted as many critics do, the book examines the instability of the process on several fronts and highlights its surprising local complexity. Foregrounding everyday life, the leading idea is that the transformation of troubles into problems is not straightforward and that problems are continually subject to alternative understandings. This poses new what, how, and where questions. What are ordinary troubles and how do they relate to the construction, maintenance, or undoing of serviceable problems?
