Book excerpt: Early Childhood Development in Tonga offers a comprehensive assessment of early child development across Tonga using the Tongan Early Human Capability Index instrument. The data has information on more than 6,600 children, ages three to five, living across 36 inhabited islands, and reported for 129 communities. On the basis of population figures from the Tongan census data collection provided by the Tonga Department of Statistics, 81 percent of three- to five-year-olds participated in the Tongan Early Human Capability Index. The report details the development of the instrument used to collect the child development data to ensure cultural validity and local relevance, while still capturing the fundamental aspects of child development that are consistent across countries and cultures. As well as the development of the instrument, other countries will also be interested in learning about h the method of data collection across a country with remote and isolated islands using an innovative partnership between health and education. Using existing systems and community governance structures, the data was not only collected but also disseminated back to communities to raise awareness and prompt community and government mobilization to support early child development. The process of developing and implementing the Tongan Early Human Capability Index across Tonga helped build national and district capacity, and is encouraging the establishment of community-based supports for children. Researchers, policy makers, and practitioners as well as advocates for the development and enhancement of systems to monitor early child development worldwide will find this publication highly significant.

Universal health care and education are essential in supporting a strong and healthy development of Tuvalu's citizens. Access to quality health care services and the opportunity to participate in quality Early Childhood Care and Education (ECCE) provides children with the foundation they need to be ready to learn at school. The Government of Tuvalu has invested heavily in health and education, health care is free for all citizens and education is free for those aged 3-18 years. As such, encouragingly the country exhibits few disparities in access to health and education services, including that for children. For example, boys and girls have equitable access to pre-primary education, and policy mandates that ECCE centers cater to the needs of children with special needs. The Pacific Early Age Readiness and Learning (PEARL) program funding by the Global Partnership for Education (GPE), implementing by the World Bank, provides technical assistance and analytical work to improve the participating country's evidence-base on school readiness and early grade literacy to inform short and medium-term policy agendas, including baseline survey on school readiness and early grade reading levels and piloting interventions. Herein, this brief presents data regarding the status of children's early health and development, as well as their participation in preschool and their learning environments at home. At a country level, this evidence will help to inform intervention strategies and policy planning in early childhood to strengthen the ECCE system with the goal of ensuring thatall children in Tuvalu reach their developmental potential.

This report is part of a series of reports prepared by the World Bank using the Systems Approach for Better Education Results (SABER)-ECD framework and includes analysis of early learning, health, nutrition and social and child protection policies and interventions in the Kingdom of Tonga and regional and international comparisons. Tonga is a lower-middle-income country with a population of 104,509, of which approximately 13 percent are below the age of 5. SABER-ECD collects, analyzes and disseminates comprehensive information on ECD policies around the world. In each participating country, extensive multi-sectoral information is collected on ECD policies and programs through a desk review of available government documents, data and literature, and interviews with a range of ECD stakeholders, including government officials, service providers, civil society, development partners and scholars. The SABER-ECD framework presents a holistic and integrated assessment of how the overall policy environment in a country affects young children's development. SABER-ECD identifies three core policy goals that countries should address to ensure optimal ECD outcomes: establishing an enabling environment, implementing widely and monitoring and assuring quality. Improving ECD requires an integrated approach to address all three goals.

Book excerpt: This thesis is a small scale qualitative research that explores the experiences, views and narratives of Tongan families who have a child with a disability within an Early Childhood Education (ECE) setting in Aotearoa New Zealand. The purpose of this study is to build on existing literature and research, albeit small, and provide insight into the cultural frameworks, values and principles that underpin the anga faka-Tonga – Tongan culture. This research is the first of its kind with reference to Tongan families and children with a disability within an ECE setting in Aotearoa New Zealand, in particular akoteu – Tongan ECE centres. The conceptual framework that underpins this research incorporates Pasifika methodologies. The kakala model is used to describe the processes of research, including the selection of participants, data collection and analysis. The notions of mālie and māfana are employed. These were deemed to be culturally appropriate for this research and its participants. The findings identified the importance of anga faka-Tonga, its values, and the Christian faith for families, and their appreciation for the incorporation of these at their child’s akoteu. The findings also highlighted the need for teachers to be culturally responsive, and provide a learning environment that fosters children’s development. Of particular interest was the ways in which families within this study expressed their perceptions of children as a tāpuaki mei he ‘Otua – a blessing from God. It is envisaged that this study will contribute to the existing research and literature on families’ experiences within the ECE setting, with particular emphasis on Tongan families who have a child with a disability. It is anticipated that this study will provide strategies for how to work more effectively with Tongan families and their children. It is hoped that through this study, ideas may arise to further research within this area.

The interventions explored here-in Solomon Islands and Tonga-were implemented via a four-year collaboration which adopted a design-based research approach to bringing about sustainable improvements in teacher and student learning, and in the delivery and evaluation of educational aid. This approach demanded that learning from the context of practice should be determining of both content and process; that all involved in the interventions should see themselves as learners. Essential to the trusting and respectful relationships required for this approach was the program's acknowledgement of relationality as central to indigenous Oceanic societies, and of education as a relational activity. Relationality and Learning in Oceania: Contextualizing Education for Development addresses debates current in both comparative education and international aid. Argued strongly is that relational research-practice approaches (south-south, south-north) which center the importance of context and culture, and the significance of indigenous epistemologies, are required to strengthen education within the post-colonial relational space of Oceania, and to inform the various agencies and actors involved in 'education for development' in Oceania and globally. Maintained is that the development of education structures and processes within the contexts explored through the chapters comprising this volume, continues to be a negotiation between the complexity of historically developed local 'traditions' and understandings and the 'global' imperatives shaped by dominant development discourses"--
