Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades it has become widely recognized that housing issues have to be placed in a broader framework acknowledging that civil society in the form of Community Based Organizations (CBOs) and their allies are increasingly networking and emerging as strong players that cannot easily be overlooked. Some of these networks have crossed local and national boundaries and have jumped political scales. This implies that housing issues have to be looked at from new angles: they can no longer simply be addressed through localized projects, but rather at multiple scales. The current debate is largely limited to statements about the relevance of individual organizations for local housing processes and tends to overlook the innovativeness in terms of re-scaling those processes and of influencing institutional change at various levels by transcending national boundaries. There is a significant lack of a systemic understanding of such globally operating grassroots networks and how they function in the housing process. This book brings together different perspectives on multi-scalar approaches within the housing field and on grassroots’ engagement with formal agencies including local government, higher levels of government and international agencies. By moving away from romanticizing local self-initiatives, it focuses on understanding the emerging potential once local initiatives are interlinked and scaled-up to transnational networks.

Book excerpt: Enabling the City is a collaborative book that focuses on how interdisciplinary and transdisciplinary processes of knowledge production may contribute to urban transformation at a local level in the 21st century, striking a balance between enthusiastic support for such transformational potential and a cautious note regarding the persistent challenges to the ethos as well as the practice of inter and transdisciplinarity. The rich stories reflect different research and local practice cultures, exploring issues such as ageing, community, health and dementia, public space, energy, mobility cultures, heritage, housing, re-use, and renewal, as well as more universal questions about urban sustainability and climate change, and perhaps most importantly, education. Against this backdrop, aspirations for the 21st century are related to the international, national, and local agendas expressed in the Sustainable Development Goals (SDGs) and in the New Urban Agenda (NUA), raising fundamental questions of how to enable development. We highlight aspects of transformative learning and ways of knowing, critical to any collaborative and participatory process.

Available in PDF, EPUB and Kindle. Book excerpt: The book contains 17 chapters with material from 13 African countries, from Egypt to Swaziland and from Senegal to Kenya. Most of the authors are young African academics. The focus of the volume is the multitude of voluntary associations that has emerged in African cities in recent years. In many cases, they are a response to mounting poverty, failing infrastructure and services, and more generally, weak or abdicating urban governments. Some associations are new, in other cases, existing organizations are taking on new tasks. Associations may be neighbourhood-based, others may be city-wide and based on professional groupings or a shared ideology or religion. Still others have an ethnic base. Some of these organizations are engaged in both day-to-day matters of urban management and more long-term urban development. Urban associations challenge the monopoly of local and central government institutions.

Available in PDF, EPUB and Kindle. Book excerpt: This report documents discussions on urban poverty issues in the developing countries of Latin America, Africa, and Asia related to the urban poor's access to basic infrastructure services. Basic infrastructure services are services that allow the urban poor to live under conditions that facilitate their income-generating activities so they can maintain a good nutritional level and participate in the normal activities of society. Services include housing, transportation, water, sanitation, solid waste disposal, and energy for cooking and lighting. In addition to discussing ways to improve the conditions of the poor in urban areas through the provision of basic infrastructure services, the workshop also laid the groundwork for follow-up regional senior policy seminars in Latin America, Africa, and Asia. While workshop participants did not attempt to conclude with formal policy recommendations, they did develop general areas of consensus. The focus of the workshop discussions were on the following concerns: financial issues; the role of nongovernmental organizations; the role of governments; and the relationship between nongovernmental organizations and the governments.

Available in PDF, EPUB and Kindle. Book excerpt: Annotation This volume is the most recent addition to the examination of urban poverty by the Human Settlements Program at the International Institute for Environment and Development (IIED). It makes the case for redirecting support to local organizations and processes. The core of the book is case studies of innovative government organizations (in Thailand, Mexico, Philippines and Nicaragua) and community-driven processes (in India, South Africa, Pakistan and Brazil) that show new ways to address urban poverty. Each case study is prepared by specialists from these countries. They show that poverty reduction in urban areas is as much about building competent, accountable local organizations as about attempting to improve incomes. It involves strengthening and supporting the organizations formed by the poor or homeless to be able to develop their own solutions and able to negotiate better deals with the organizations delivering infrastructure, services, credit and land for housing. The understanding of urbanpoverty that the book presents goes beyond conventional, official definitions based only on income or consumption levels to include considerations of housing conditions, tenure, infrastructure and service provision, the rule of law, and civil and political rights, including 'voice' and the right to influence policy and practice on the ground. It offers powerful conclusions for national and local governments, NGOs and international agencies on how to tackle the complex and growing problem of urban poverty.

Book excerpt: Originally published in 1990, this book reveals the extent to which petty landlordism is developing not just in the African urban settlements that have sprung up but in government-sponsored low-cost housing estates. The first part of the book traces African governments' changing responses to urban growth since the 1960s. The second presents case studies of housing markets and landlord-tenant relations north and south of the Sahara. The third examines World Bank involvement, and the book ends by considering policy implications.
