Book excerpt: Through seven London case studies of communities opposing social housing demolition and/or proposing community-led plans, Community-Led Regeneration offers a toolkit of planning mechanisms and other strategies that residents and planners working with communities can use to resist demolition and propose community-led schemes. The case studies are Walterton and Elgins Community Homes, West Ken and Gibbs Green Community Homes, Cressingham Gardens Community, Greater Carpenters Neighbourhood Forum, Focus E15, People’s Empowerment Alliance for Custom House (PEACH), and Alexandra and Ainsworth Estates. Together, these case studies represent a broad overview of groups that formed as a reaction to proposed demolitions of residents' housing, and groups that formed as a way to manage residents' homes and public space better. Drawing from the case studies, the toolkit includes the use of formal planning instruments, as well as other strategies such as sustained campaigning and activism, forms of citizen-led design, and alternative proposals for the management and ownership of housing by communities themselves. Community-Led Regeneration targets a diverse audience: from planning professionals and scholars working with communities, to housing activists and residents resisting the demolition of their neighbourhoods and proposing their own plans.

Today, the Housing First model is being implemented in hundreds of communities across the United States, Canada and Europe. Book excerpt: Improved housing conditions can save lives, prevent disease, increase quality of life, reduce poverty, and help mitigate climate change. Housing is becoming increasingly important to health in light of urban growth, ageing populations and climate change. The WHO Housing and health guidelines bring together the most recent evidence to provide practical recommendations to reduce the health burden due to unsafe and substandard housing. Based on newly commissioned systematic reviews, the guidelines provide recommendations relevant to inadequate living space (crowding), low and high indoor temperatures, injury hazards in the home, and accessibility of housing for people with functional impairments. In addition, the guidelines identify and summarize existing WHO guidelines and recommendations related to housing, with respect to water quality, air quality, neighbourhood noise, asbestos, lead, tobacco smoke and radon. The guidelines take a comprehensive, intersectoral perspective on the issue of housing and health and highlight co-benefits of interventions addressing several risk factors at the same time. The WHO Housing and health guidelines aim at informing housing policies and regulations at the national, regional and local level and are further relevant in the daily activities of implementing actors who are directly involved in the construction, maintenance and demolition of housing in ways that influence human health and safety. The guidelines therefore emphasize the importance of collaboration between the health and other sectors and joint efforts across all government levels to promote healthy housing. The guidelines' implementation at country-level will in particular contribute to the achievement of the Sustainable Development Goals on health (SDG 3) and sustainable cities (SDG 11). WHO will support Member States in adapting the guidelines to national contexts and priorities to ensure safe and healthy housing for all.

Book excerpt: Poverty Law, Policy, and Practice is organized around an overview and history of federal policies, significant poverty law cases, and major government antipoverty programs—welfare, housing, health, legal aid, etc.--which map onto important theoretical, doctrinal, policy, and practice questions. The book includes academic debates about the nature and causes of poverty as well as various texts that help illuminate the struggles faced by poor people. Throughout, it contains reading selections highlighting different perspectives on whether poverty is primarily caused by individual actions, structural constraints, or a mix of both. Readers will come away from the book with both a sense of the legal and policy challenges that confront antipoverty efforts, and with an understanding of the trade-offs inherent in different government approaches to dealing with poverty. New to the Second Edition: Updated coverage of the Affordable Care Act (Obamacare) Updated coverage of criminalization of poverty and efforts to decriminalize poverty Additional content for every chapter, with an emphasis on new cases, data, and sources Professors and students will benefit from: Three beginning chapters of general background on poverty numbers (data), social welfare (policy) and constitutional law (doctrine), followed by substantive chapters that can be selected based on professor interest, which makes the book easy to use even for 2-credit classes Emerging topics at the intersection of criminal law and poverty, markets and poverty, and human rights and poverty, in addition to traditional poverty law topics An author team with a combined experience of more than 100 years of teaching and practicing poverty law Highlights throughout the text to the racial and gendered history and nature of poverty in America An emphasis on presenting the most important topics accessibly, with careful editing and selection of excerpts to make the most of student and professor time A mix in every chapter of theory, program details, advocacy strategies, and the experiences of poor people

Book excerpt: From Los Angeles to Boston and Chicago to Miami, US cities are struggling to address the twin crises of high housing costs and household instability. Debates over the appropriate course of action have been defined by two poles: building more housing or enacting stronger tenant protections. These options are often treated as mutually exclusive, with support for one implying opposition to the other. Shane Phillips believes that effectively tackling the housing crisis requires that cities support both tenant protections and housing abundance. He offers readers more than 50 policy recommendations, beginning with a set of principles and general recommendations that should apply to all housing policy. The remaining recommendations are organized by what he calls the Three S’s of Supply, Stability, and Subsidy. Phillips makes a moral and economic case for why each is essential and recommendations for making them work together. There is no single solution to the housing crisis—it will require a comprehensive approach backed by strong, diverse coalitions. The Affordable City is an essential tool for professionals and advocates working to improve affordability and increase community resilience through local action.
