Of those servicemembers who receive an allowance or live in military housing, about 72 percent said that they would prefer civilian housing if the costs were the same, but only about two-thirds now live in civilian housing. Thus, if military members' housing preferences were satisfied, thousands of additional personnel would be in civilian housing instead of military housing. As the Department of Defense (DOD) increases the housing allowance during the next five years, the overall demand for civilian housing should increase, while the demand for military housing should decline. As a result, DOD should be in a better position to implement its stated policy of relying on the private sector first for housing. DOD cannot expect a substantial increase in retention solely as a result of higher housing allowances. Together, housing and housing allowances were cited by less than one percent of those surveyed as reasons for leaving the military. Overall, of those living in military housing, more were satisfied than dissatisfied. Of those living in civilian housing, a high proportion were satisfied with the homes they chose. However, 57 percent were dissatisfied with their housing allowance.

GAO discusses (1) whether DOD has implemented a standard process for determining the required military housing based on housing available in the private sector and (2) how an increase in the housing allowance is likely to affect the need for housing on military installations over the long term. Despite calls from Congress, GAO, and DOD's Inspector General, DOD has not introduced a standard process for determining military housing requirements. DOD and the services have worked to develop the framework for the process, but technical concerns, such as standards for affordable housing and commuting distance, have stalled its adoption. Increasing the housing allowance underscores the urgent need for a consistent process to determine military housing requirements because it is expected to increase demand for civilian housing and lessen the demand for military housing. From a policy standpoint, increasing the allowance better positions DOD to rely on the private sector first for housing because it removes the financial disincentive to living in civilian housing. From a management standpoint, considerable evidence suggests that it is less expensive to provide allowances for military personnel to live on the civilian market than to provide military housing. Although overall program costs are increasing significantly in the short term to cover increased allowances, DOD could save money in the longer term by encouraging more personnel to move into civilian housing.

Over the past several years, DOD has expressed concern over the poor quality of the military housing inventory and the need for renovations and improvements to bring the housing up to contemporary standards. To improve housing faster and more economically than could be achieved if only traditional military construction appropriations were used, the Congress approved DOD's request for a new initiative, known as the Military Housing Privatization initiative, that allows and encourages private sector financing, ownership, operation, and maintenance of military housing. Under the initiative, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Because it represents a new approach to improving military housing, GAO reviewed the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DOD's housing program.

Book excerpt: Pursuant to a legislative requirement, GAO reviewed: (1) the fairness of the Department of Defense's (DOD) military housing system as it pertained to dual-service couples and divorced members; and (2) previous DOD studies on housing and existing laws on basic allowances for quarters (BAQ) and the variable housing allowance (VHA). GAO found that: (1) the housing allowance system was designed when the military was small and composed mostly of single males, and those members that were married had nonemployed civilian spouses; (2) the problem has been compounded by the growth in the number of female service members, which has led to an increasing number of dual-service couples, and growth in the number of divorced service members; (3) service members in those categories believe they are unfairly treated; (4) current legislation restricts a dual-service couple from receiving BAQ when both are assigned to sea duty, even though they may live in nongovernment housing for lengthy periods when the ship is in port, or maintain that housing during short deployments; (5) other legislation prevents members who reside in government quarters and receive a housing allowance only because they pay child support from receiving a variable housing allowance and denies variable housing allowances to certain members who elect to not occupy quarters when assigned to sea duty; and (6) DOD proposals to eliminate perceived inequities for dual-service couples and divorced service members may serve to magnify perceived inequities for other groups that do not have the option to elect to not occupy government quarters.
