This book was released on 2010-11-30 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the June 2010 budget, the Government set out a range of proposals aimed at curbing Housing Benefit expenditure that will be introduced between 2011 and 2013. The measures were referred to the Social Security Advisory Committee and this report outlines their recommendations and the Government's response to those recommendations. Principally these included: the removal of the five bedroom Local Housing Allowance rate so the maximum level is for a four bedroom property; the introduction of absolute caps to the Local Housing Allowance; the removal of £15 weekly Housing Benefit excess; include an additional bedroom with the size criteria where there is a proven need for overnight care that is provided by a non-resident carer; and setting Local Housing Allowance rates at the 30th percentile of rents in each Broad Rental Market Area. The Committee raised a number of concerns about the scale and impact of the changes and recommended that the Government should not go ahead with the package of amendments proposed. Among the Committee's recommendations were that the introduction of the CAP be deferred until October 2011; that initially a full Equality Impact Assessment be carried out and that a transition period be incorporated. The Government however feels that the amendments are the first steps in creating a more balanced affordable system and has decided to proceed.

Book Synopsis Universal Credit Implementation: Monitoring DWP's Performance in 1012-13 - HC 1209 by : Great Britain: Parliament: House of Commons: Work and Pensions Committee
Download or read book Universal Credit Implementation: Monitoring DWP's Performance in 1012-13 - HC 1209 written by Great Britain: Parliament: House of Commons: Work and Pensions Committee and published by The Stationery Office. This book was released on 2014-04-09 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: There remains worrying uncertainty about the new Universal Credit (UC) IT system. This includes how it will work, how much it will cost, and who will develop it. National roll-out of UC was due to begin in October 2013. But problems with IT systems meant that major changes to the implementation timetable were made in July and then again in December 2013. Currently, UC claims are still limited to 10 Pathfinder Jobcentres. New claims are not expected to be extended to the whole of Great Britain until 2016; and the bulk of existing claimants will not move over to UC until 2016-17. Only 4,280 people were claiming Universal Credit by December 2013 and the majority of these claims were of the simplest nature. By comparison, in the same month, 1.22 million people were claiming Jobseekers Allowance. The DWP is developing a new 'end-state solution' for UC IT which will eventually replace the IT system currently in use in the UC Pathfinders. This is costing £25-32 million to develop up to November 2014, with no indication of how much more it will cost in the long-term. The Government has hampered the Committee's scrutiny of UC implementation by not providing accurate, timely and detailed information. And there is a lack of detail on how support for vulnerable people being provided in partnership with local authorities, housing providers and the voluntary sector will operate. Delays to UC implementation mean that local authorities will now administer housing benefit for much longer than anticipated.

This book was released on 2010-12-22 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Work and Pensions Committee report that there is still a level of uncertainty around the impact of the proposed changes to Housing Benefit and their cumulative effect on households. The report examines the wide-ranging reforms to the Housing Benefit system proposed by the Government, and in particular for claimants in the private rented sector, in receipt of Local Housing Allowance. The Committee accepts the Government's desire to slow the sharp rise in Housing Benefit costs, particularly in the private rented sector, and thereby to influence the private rental market. However, it expresses some concerns about the availability of private rented accommodation in certain localities, which tenants are likely to be able to secure at the new Housing Benefit levels.

Book Synopsis This is Only the Beginning by : Michael Chessum
Download or read book This is Only the Beginning written by Michael Chessum and published by Bloomsbury Publishing. This book was released on 2022-10-06 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2010s were a decade of foodbanks, riots, and the rebirth of political alternatives. Looking to escape a future of rising debt, falling living standards and climate meltdown, a set of movements were born across the globe, led by students, workers and the tent cities of Occupy. A new wave of optimistic, radical young people were building mass movements outside the political bubble, rejecting the neo-liberal consensus and the enrichment of the 1%, and laying the foundations of a new left. Eight years later, Bernie Sanders was favorite to clinch the Democratic Party nomination, and Jeremy Corbyn and Momentum had taken over the Labour Party in Britain, promising 'a new kind of politics'. But as the new left poured into Labour, it was overwhelmed by older, institutional forces on both left and right. Four years after Corbyn became leader, after bitter-infighting and a Brexit-fuelled strategic crisis, it all fell apart. This is the inside story of how the left came back to life in the 2010s, from a man who found himself at the centre of events - featuring unparalleled access and a range of interviews with key left-wing figures. Influential journalist and activist Michael Chessum explains how this movement was built, why it failed, and what it needs to do now.

Book Synopsis Evaluation of Legislation by : Council of Europe
Download or read book Evaluation of Legislation written by Council of Europe and published by Council of Europe. This book was released on 2001-01-01 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: The evaluation of the effects of laws is a relatively recent development in Europe. Its growing importance is related to changes in the form of legislation, which is often targeted to achieve certain goals. In these circumstances, the proper application of legal norms alone is no longer sufficient, it is also necessary to verify whether the goals pursued are actually attained. Evaluation of legislation therefore means the assessment of the foreseeable or actual impact of laws to clarify the extent to which the actual impact is consistent with the stated objectives, to identify undesirable effects and to assess the coherency of the means used to attain the objectives. This publication reflects the contribution of the Council of Europe to two bilateral seminars organised with the authorities of Georgia (October 2000) and Ukraine (March 2001). It is organised into two sections: the issues at stake , and European experience.
