Book excerpt: Urban segregation represents a central challenge for housing law and policy around the world. A large body of research has demonstrated the negative impact on life opportunities of the concentration of disadvantaged groups in isolated urban areas. Many governments are therefore making great effort to implement inclusionary housing policies. This dissertation centers the analysis on Chile, a country that has successfully provided massive access to formal housing in recent decades under an institutional logic known as an enabling markets housing policy approach. Although a quantitative success, the approach also has an important downside: the agglomeration of low-income families on the periphery of Chile's urban areas, often in isolated and segregated conditions. Addressing this problematic outcome of Chile's low-income housing policy has become central priority in the governmental agenda, but the Ministry of Housing and Urbanism (MHU) has not been able to make significant headway. Through in-depth case study research on the Chilean regime comprising more than 50 interviews conducted with key stakeholders, as well as the analysis of documentary information and administrative data, the dissertation asks why the MHU has not been able to implement an effective inclusionary housing policy. The main argument I offer is that, since the adoption of the enabling markets approach, Chile's governments have been successively trapped in a singular institutional logic for the provision of affordable housing that confines the role of the government to the stimulation of the housing market through the allocation of targeted subsidies aimed at promoting homeownership. This strategy has shown very limited success in enabling low-income households to compete with location preferences of higher-income groups. In the dissertation I also argue that this institutional logic has been maintained over the years, by administrations with different political ideologies, because of certain obstacles to effectuate radical policy changes. Prominent among the constraints has been the increasing alignment of interests between the real estate industry and the government bureaucracy, which are the two most powerful stakeholders in this social policy arena. The implementation of the subsidy-based policy regime has been very convenient for these two stakeholders. The analysis of Chile's low-income housing policy offers interesting lessons for many countries around the world that are struggling to implement laws and policies that might stimulate more inclusionary responses from housing markets. The analysis is also relevant for countries that may have urgent short-term housing needs, but that remain nonetheless interested in housing laws and policies that may avoid creating or reinforcing the kinds of segregation patterns that are very costly to change in the long run.

Book excerpt: Chile has made considerable progress in promoting access to affordable good-quality housing over the past two decades. The proportion of households that have no housing or that live in sub-standard housing has fallen from 23% in 1992 to 10% in 2011 (Ministerio Desarrollo Social 2013). Nevertheless, the incidence of poor quality housing and overcrowding is still high by international standards and residential segregation continues to be significant in Chile's urban areas. Compared to other OECD countries, Chile is also characterised by small rental housing sector, which accounts for 18% of the housing stock; on average this tenure comprises 32% of the housing stock across OECD countries (Salvi Del Pero et al. 2015 forthcoming). After highlighting some of Chile's key policy challenges in supporting access to quality and affordable housing (Chapter 1), this brief reviews two of Chile's housing policy programmes. The first is a government subsidy to promote access to homeownership among low-income households; this programme - through various modifications - has been a central component of housing policy in Chile for over two decades. Chapter 2 discusses the characteristics of the programme, its objectives and the changes introduced to it in 2011; the further changes to the programme being discussed during the preparation of this brief - are instead not part of the study. The second policy reviewed in this report is a programme that introduced for the first time a subsidy to provide support for rental costs to young low and middle income households. Chapter 3 presents the main objectives and characteristics of this programme.

As a result, Chile's middle class expanded dramatically, echoing trends seen across the Global South as neoliberalism took firm hold in the 1990s and the early 2000s. Identity Investments examines the politics and consumption practices of this vast and varied fraction of the Chilean population, seeking to better understand their value systems and the histories that informed them. Using participant observation, interviews, and photographs, Joel Stillerman develops a unique typology of the middle class, made up of activists, moderate Catholics, pragmatists, and youngsters. This typology allows him to unearth the cultural, political, and religious roots of middle-class market practices in contrast with other studies focused on social mobility and exclusionary practices. The resultant contrast in backgrounds, experiences, and perspectives of these four groups animates this book and extends an emerging body of scholarship focused on the connections between middle-class market choices and politics in the Global South, with important implications for Chile's recent explosive political changes.
