Improving housing is essential to improving economic growth in Poland.In this exploration of urban and regional dynamics in Poland after the transition, Deichmann and Henderson find that the degree of urbanization and primacy remains low in Poland. The largest cities are not growing at the rate that would be expected if post-transition adjustments were operating freely. As a result, Poland is not fully realizing external economies from urban agglomeration.Internal migration decreased significantly in the 1990s, with rural-to-urban migration declining dramatically. Current population levels everywhere seem frozen at a degree of urbanization that is low by international standards. Migration levels do not respond to unemployment differentials, perhaps because Poland's continuing housing shortage deters migration. Housing construction, which was already low, fell by half in the 1990s and has only recently begun a slight recovery.A significant number of mostly young and educated temporary migrants leave Poland annually, many to find employment abroad. This may reduce pressure on the Polish labor market but also keeps dynamic actors out of the domestic labor force, reducing growth in urban businesses and industry. Employment in manufacturing and agriculture is relatively concentrated, but specialization seems to have declined in recent years, perhaps reflecting barriers to labor mobility - which could limit growth.That employment in the manufacturing sector is quite concentrated is to be expected in a formerly planned economy. But employment in the service sector is also quite concentrated. A geographic divergence of service activities is not explained by dominant growth in specialized financial and business services in the capital alone. Poland's policymakers should find a way to provide housing, thereby reducing barriers to labor mobility and growth.This paper - a joint product of Infrastructure and Environment, Development Research Group, and the Infrastructure Sector Unit, Europe and Central Asia Region - is part of a larger effort in the Bank to analyze the role of economic geography and urbanization in the development process, particularly as influenced by infrastructure investment and political decentralization. Book excerpt: There are four principal reasons for the higher than anticipated fall in industrial output in 1990 in Poland. First, the fact that industry had been oversupported during the socialist period implied that some restructuring towards services was essential and as this occurred, industrial output fell, while the services sector grew. Second, there were a spate of demand shocks as inventories were run down and production declined. Third, the implementation of tight domestic fiscal and monetary policies to stabilize prices and the exchange rate was contradictory. Fourth, the principal market for exports collapsed as many countries simultaneously entered into a period of reform. The paper concludes that from an overall perspective, the problem of domestic monopolies has not been crucial. The Government has used three types of tools to encourage restructuring: (a) fiscal and monetary tightness has reduced the flow of public funds to firms; (b) a variety of tax measures, including a corporate income tax, an excess wage tax and a dividend were used to soak up firm liquidity; and (c) there has been a fledgling competition policy, exemplified by anti-monopoly activities. However, the Government has failed to construct channels through which sufficient foreign assistance can be mobilized to support needed investments.

Book excerpt: Large regional disparities in labor market indicators exist in Central Europe and the Baltic region. Such disparities appear to be persistent over time indicating, in part, a lack of flexibility in the prevailing adjustment mechanisms. Internal labor mobility is often seen as an important instrument to reduce adjustment costs when other mechanisms fail. Drawing from a variety of data sources and utilizing a common empirical framework and estimation strategy, this study identifies patterns and statistical profiles of geographical mobility. It finds internal migration to be generalily low and highly concentrated among better-educated, young, and single workers. This suggests that migration is more likely to reinforce existing inequalities than to act as an equalizing phenomenon. By way of contrast, commuting flows have grown over time and are more responsive to regional economic differentials. The findings suggest the need for appropriate and country-tailored policy measures designed to increase the responsiveness of labor flows to market conditions.
