Book excerpt: This report provides the first detailed assessment of housing association allocations policies for over 10 years. Since 1992, when the last national study of this kind was published, the sector has changed out of all recognition. In particular, stock transfer has not only expanded, but also altered the character of this segment of the housing market in a fundamental way. Carried out in 2001-02, and funded by the Housing Corporation, the research focuses on the largest 250 'general needs' RSLs in England, nearly half of which are now transfer associations. It looks at the way that policies and practices on nominations and lettings are evolving in response to changing housing markets, legal and regulatory developments, and new thinking on social policy more broadly.

Available in PDF, EPUB and Kindle. Book excerpt: What are the major housing problems in contemporary Britain, and how effective are the policies designed to tackle them? Since the second edition of Understanding Housing Policy was published in 2011, political and financial circumstances have transformed the answers to these questions. In this fully updated third edition, Brian Lund both explores how these policies developed and were implemented under the UK Coalition Government and looks ahead to the possible revisions under the new Conservative Government. Integrating the previous edition with new discussions of such subjects as the austerity agenda following the credit crunch, the impact of the Coalition Government's housing policies, and new policy ideas, Lund offers keen insight into the pervasive impact of need, demand, and supply as applied to the housing market and austerity policies.

Book excerpt: Drawing on a unique archive spanning the lifetime of twenty council estate projects in the UK and using hundreds of resident voices, this book reveals the secrets of council housing’s failures and successes, and the reasons for them. Bringing to light the complex variety of the lived experiences of residents, it shows how estate pathways were predetermined by factors such as location, design and date, as well as by their local and national social, economic and political contexts. The book highlights what can be learned from some of the successes of less successful housing projects and provides lessons for building sustainable communities in the twenty-first century.

Book excerpt: The causes of homelessness are disputed by both Right and Left. But, few would argue that life on the streets is anything other than dangerous and debilitating. Unemployment, deinstitutionalisation, abuse in the home are among the stories the homeless tell. Voluntary organisations point to the failure of emergency shelters and food banks, the cut-backs in social programmes and the severe shortage of affordable housing. On the international scale, the changing global system has placed new demands on the economies of Europe and north America which have impacted on resources, employment and even political will. This book is the first comprehensive international study of homelessness. The author argues that the category of the homeless must itself be broadened, to encompass those chronically without shelter to those in immediate risk of dispossession, if homelessness is to be tackled effectively (before and after it happens) by public policy, voluntary organisations and the individuals themselves.

Book excerpt: Help the Aged funded this major study because of concerns that older people living in private rented housing were vulnerable to abuse and harassment by landlords. Drawing upon detailed research with older people, professionals and landlords in six different localities, the report provides the first major study of this important issue. The report concludes with a series of recommendations to central and local government. These include the need for changes in such areas as the overall regulation of the sector, the rights of older tenants and in the housing benefit system. The recommendations also cover the need for better training for professionals about abuse and harassment, improved age related records and the need for improved funding for advice and advocacy services. This study will be essential reading for a wide range of practitioners and academics whose interests and responsibilities span older people and their reliance upon the housing and welfare systems.

Book excerpt: An innovative and timely guide to housing law that integrates the disciplines of law and public policy so that readers see how the subject fits together – both the letter of the law and the way it is practised. The innovative three-part structure covers all the topics of a typical Housing Law module and it is written in a clear and conversational style, with a wide range of source material to show how the law is created, interpreted and used in real life. Students are expertly guided through the complexities of housing law by a leading academic who has taught the subject for more than 20 years. Where relevant, chapters end with a section on 'the future' that discusses proposed changes to the law and the impact of those changes. It also discusses the conceptual issues raised by the Human Rights Act.

This book was released on 2010-02-03 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The effect of this proposed LCO would be to devolve wide-ranging legislative competence for social housing policy to the National Assembly for Wales. The terms of the proposed Order include the provision of social housing, provision by local authorities of caravan sites for use by gypsies and travellers, measures to tackle homelessness, and council tax payable in respect of dwellings that are not the main residence of an individual. The current proposal is a revision of an earlier, much narrower, affordable housing LCO laid before Parliament in 2008, which was criticised because the terms of the LCO went much wider than the policy purposes described to us by the Minister in her evidence. The Committee believes that there is indeed a demand in Wales for comprehensive social housing legislation for Wales, to include the regulation of social housing providers and reform of tenure law. It concludes that the current Order is a logical extension of the current devolution settlement and, with minor technical changes outlined in this Report, is content that it should proceed. The Committee reiterates its continuing concerns about the naming of LCOs. There is now a number of draft or proposed Orders with similar titles. The recommendation is that LCOs should be given a simple title which conveys the actual subject of the Order to the general reader.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.
