Book excerpt: This document describes and analyzes the behavior of household savings and its determinants. It takes into account a long run analysis for the period 1950-2004 based on national accounts data and a short run analysis at a microeconomic level, using the information from the quality of life surveys realized in 1997 and 2003. Based on an analysis of co-integration, we found a long term relationship among the rate of household savings, the Gross Internal Product (GIP) per capita, the direct taxes and a measurement of financial deepening. At microeconomic level, the analysis provides the household saving rates grouped by different socioeconomic characteristics of the households and different definitions of saving related to investment in human capital and the purchase of durables goods. In addition, we present life time profiles of consumption, income and saving from a synthetic cohort technique constructed to overcome the lack of longitudinal information. The results show that the income as much as the consumption registers a behavior of the inverted U, suggesting that in the Colombian case there is no evidence that the Life-Cycle hypothesis should be validated. Finally, differences in comparing information of the household savings at an aggregate level with the obtained from the surveys may be caused by methodology reasons and for changes in the distribution of income and expenditure registered between 1997 and 2003.

Book excerpt: This paper studies the main determinants of the sharp decline in Colombia’s private saving rate which accompanied the steep deterioration of the country’s external current account deficit in the 1990s. The paper rejects current arguments pointing to a consumption boom and corporate behavior as the main causes of the decline. It concludes that: private consumption, explained mainly by permanent income, has only increased moderately in the 1990s; household behavior—not corporate behavior—determines private saving; and tax increases do not entirely explain the fall of private saving. Thus, reliance on external saving could be reduced by increasing public saving.

The sharp drop in private savings in the 1990s in Colombia can be attributed to a decline in private disposable income and, to a lesser extent, to growth in consumption. The permanent decline in private disposable income in Colombia between 1950 and 1990 is closely linked to tax increases. This trend was accentuated in the early 1990s by a reduction in corporations' gross operating surplus. Contrary to the usual hypothesis, López shows that in the 1990s private consumption had a relatively minor effect on national savings. He highlights two findings: * Private consumption's recent behavior can hardly be called a boom. It declined throughout the second half of the 1980s before finally showing an upturn in 1992 equivalent to 2 percent of gross national product. * Consumption of durable goods after trade reform cannot be blamed for the decline in private savings. In fact, savings began falling in 1988 and, until 1993, trade reform did not cause a stock adjustment of durable goods. This paper - a product of the Macroeconomics and Growth Division, Policy Research Department - is part of a larger effort in the department to assess the determinants of saving.

The authors test the hypothesis that households, when confronted with exogenous violence, reduce their investment and, moreover, shift it from fixed to mobile assets, which would be safer in the case of displacement, and choose the opposite strategy under higher common delinquency associated with property crimes. Empirical evidence from a rich Colombian micro-data set strongly supports the hypothesis. The results shed new light on the economic impact of violence. The immediate reduction in capital stock might be much less severe than more permanent damage via the savings function. This has implications for the appropriate political answer to chronic violence in Colombia as well as in other areas of chronic conflict.

It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. Contributors to this volume investigate ways to improve aggregate and sectoral saving and investment estimates and analyze microdata from recent household wealth surveys. They provide analyses of National Income and Product Account (NIPA) and Flow-of-Funds measures and of saving and survey-based wealth estimates.
