Book excerpt: Replacing family allowances with childcare subsidies in Russia might have a strong positive effect on women's participation in the labor force and thus could be effective in reducing poverty.Lokshin models mothers' participation in the labor force, their working hours, and household demand for childcare in Russia. The model estimates the effects of the price of childcare, mothers' wages, and household income on household behavior and well-being.The theoretical model yields several predictions. To test these, reduced-form equations of the discrete and continuous household choices are estimated jointly using the method of semi-parametric full information maximum likelihood. This method controls for the correlation of error terms across outcomes, and the correlation of error terms that can result when panel data are used.The results of this analysis indicate that the extent to which mothers participate in the labor force, and for how many hours, depends on the costs of childcare and on what level of hourly wage is available to them and to other members of the household.Lokshin's simulations show that family allowances - intended to reduce poverty - do not significantly affect the household choice of childcare arrangements.Replacing family allowances with childcare subsidies might have a strong positive effect on women's participation in the labor force and thus could be effective in reducing poverty.This paper - a product of Poverty and Human Resources, Development Research Group - is part of a larger effort in the group to understand the role of gender in the context of the household, institutions, and society. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children. The goal of their analysis is to uncover how a spectrum of gender differentials at different parts of the life cycle varies across income groups. Using the data from the 2001 Bosnia and Herzegovina Living Standards Measurement Study, the authors find strong gender-poverty interaction in the patterns of labor force participation, gender gap in earnings, individuals' school finances, and school attendance. The main source of gender inequality seems to come from differences in investments in girls' and boys' educations that increase with declines in income levels. Short-term income shocks could lead to long-term increases in gender inequality in households with school age children, unless there is ready access to credit markets. The authors also find that the magnitude of the impact of economic development on gender differences in Bosnia will depend on where the growth is concentrated. If the poor capture at least some benefits of economic growth, the gender differences in household investment in human capital of their children will decline. If, on the other hand, growth is concentrated among the richest, then important gender disparities could remain pervasive.
