Book excerpt: On 20 March 2013 the House agreed changes to Standing Orders Nos. 144 and 152D that require the Members Estimate Committee to agree the Estimate for the House of Commons Members before it is laid by HM Treasury, and require the Finance and Services Committee to prepare that Estimate with the assistance of the Accounting Officer (the Clerk of the House). For the benefit of the House, this report summarises the evidence that has been considered by the Committee and sets out its provisional advice to the Commission and the Members Estimate Committee on the 2014/15 Estimates for Administration and Members respectively. This is the second year that the Committee has published such a report. On 8 November 2012 the House of Commons debated a motion to endorse the draft Administration Estimate for 2013/14, and it is the intention of the Committee to seek an opportunity for a similar debate this year

Book excerpt: The Government's commitment to increasing access to published research findings and its desire to achieve full open access are welcomed in this report from the Business, Innovation and Skills Committee. However, whilst Gold open access - where authors publish their articles in an open access journal that provides free immediate open access to all of its articles on the publisher's website - is a desirable ultimate goal, focusing on it during the transition to a fully open access world is a mistake. The Government and Research Council UK should reconsider their preference for Gold open access during the five year transition period, and give due regard to the evidence of the vital role that Green open access and repositories have to play as the UK moves towards full open access. (Authors opting for Green open access publish in any subscription journal, and then make their peer-reviewed final draft freely accessible online by self-archiving or depositing the article in a repository (either institutional or disciplinary) upon acceptance for publication.) Other recommendations include: promotion of standardisation and compliance across subject and institutional repositories; mitigation against the impact on universities of paying Article Processing Charges out of their own reserves; introduce a reduced VAT rate for e-journals; non-disclosure clauses should not be used in publishing contracts that include the use of public funds; BIS must review its consultation processes to ensure that lessons are learned from the lack of involvement of businesses, particularly SMEs, in the formation of open access policy

Book excerpt: The report Tackling Corporate Tax Avoidance In A Global Economy: Is A New Approach Needed? (HL 48) examines the problem of the avoidance of corporation tax by multinational companies. The UK faces a serious problem of avoidance of corporation tax, due in part to the complexity of the tax regime in the UK, but mainly because the international tax system gives multinational companies opportunities to shift profits between countries in ways that reduce their liabilities in the UK. This damages the economy and undermines trust in the tax system. The Committee supports the case for fundamental reform of the international corporate tax framework being pursued in the OECD, but it not clear that the reforms will be effective or whether they can be achieved within the proposed two year timescale. The present system can encourage multinational companies to take on excessive debt in the UK, including by borrowing money from an overseas subsidiary, to reduce

Available in PDF, EPUB and Kindle. Book excerpt: Educational Reciprocity and Adaptability challenges the common belief that adapting to new educational settings is the responsibility of international students alone. The book argues that reciprocal responses are required by students and stakeholders alike for an efficient and equitable accommodation of international students in educational settings. Considering how international students negotiate academic challenges and social tensions, it presents both theoretical frameworks and practical tools to work around the tension regarding ethical academic practices. Crucially exploring these issues across a range of geographical and institutional contexts, and therefore offering critical insights into significant developments in international education across the world, the much-needed research in this edited collection explores: institutional educational policies regarding international students and stakeholders; institutional practices and how they are received; educational adaptability and responses from different stakeholders; the experiences of international students and institutions in negotiating academic and social tensions. This important contribution to research on the experiences of international students in different geographical and educational contexts is of great interest to academics, researchers and postgraduate students in the fields of international education, comparative education, sociology of education, youth studies, intercultural studies, migration studies and TESOL.

This book was released on 2013-11-18 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the Games, the same political impetus and agreed deadlines no longer exist and many aspects of legacy are in danger of faltering, whilst some have fallen by the wayside. There is confusion on the timeframes and targets involved in delivery and a lack of clear ownership of legacy as a whole. The committee recommends that a minister be given overall responsibility for the Olympic legacy, enabling greater co-ordination across Whitehall departments. It also believes the Mayor of London should be given control over further development of east London and the Olympic Park in Stratford. There is also a warning over the geographic disparity in the economic benefits stemming from the Games. While London and the south-east of England benefited with nearly 15,000 additional jobs, just seven were created in the North East. London 2012 may have promised to "inspire a generation" but the committee says it found "little evidence [of a] step change" in sports participation levels across the UK. UK Sport, the body that invests approximately £100m in high-performance athletes and teams each year and decides funding levels for Olympic and Paralympic sports, is also criticised. The committee believes not enough is being done by UK Sport to help both team and emerging sports. The 'no compromise' approach of UK Sport has delivered medals for Team GB and has clearly improved top-end importance. This approach, however, has an inherent bias against team sports, and fails to help emerging sports, some of which, such as handball and volleyball, generated real enthusiasm at London 2012.

This book was released on 2014-03-28 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: While strong Armed Forces remain the bedrock in safeguarding national interests new kinds of power projection are now required, both to make the use of force ('hard power') more effective and in some instances to replace it with the deployment of what has been labelled 'soft power'. Soft power involves getting what a country wants by influencing other countries to want the same thing, through attraction, persuasion and co-option. The information and digital revolution has transformed international relations and foreign policy, meaning that the UK must win over new and wider audiences to its point of view. The UK must change the way it interacts with other nations and communities, and is well-equipped to do so. Soft power methods of exercising international influence must now be combined with older approaches in order to secure and promote the UK's interests and purposes. To ensure that the exercise of soft power takes its place at the core of government policy-making, the Committee calls for the creation of a new strategic unit at the heart of Government. Its purpose would be to assist the Prime Minister in ensuring all Departments understand the importance of soft power and of upholding the UK's reputation, and in swiftly counteracting any potentially damaging policies or messages. While investing in soft power takes time to produce results, the Committee makes a number of recommendations including that BBC World Service's budget is not reduced any further in real terms and that the British Council is properly resourced to encourage the UK's creative industries

Available in PDF, EPUB and Kindle. Book excerpt: This volume deals with the very novel issue of cyber laundering. The book investigates the problem of cyber laundering legally and sets out why it is of a grave legal concern locally and internationally. The book looks at the current state of laws and how they do not fully come to grips with the problem. As a growing practice in these modern times, and manifesting through technological innovations, cyber laundering is the birth child of money laundering and cybercrime. It concerns how the internet is used for 'washing' illicit proceeds of crime. In addition to exploring the meaning and ambits of the problem with concrete real-life examples, more importantly, a substantial part of the work innovates ways in which the dilemma can be curbed legally. This volume delves into a very grey area of law, daring a yet unthreaded territory and scouring undiscovered paths where money laundering, cybercrime, information technology and international law converge. In addition to unearthing such complexity, the hallmark of this book is in the innovative solutions and dynamic remedies it postulates.

Book excerpt: This report concludes that the Government's communications strategy on tuition fees could have been more effectively realised. It urges the government to "reconsider funding widening participation in higher education through a programme similar to the 'pupil premium'." The committee also concluded that "focusing financial support on providing money for living costs to students while they are studying would be a more effective means of support than fee-waivers and would be more consistent with the message that students should not be dissuaded from applying to university because of the cost." and recommends that the National Scholarship Programme be refocused accordingly. Furthermore reforms are not yet complete with a number of consultation exercises currently out for responses, including early repayment penalties for loans, the future of student number controls, loans for students studying at alternative providers, "off quota" students and a new regulatory framework for new and alternative providers. The detail to be required in the Key Information Sets has yet to be finalised. There will also need to be changes to both OFFA and HEFCE to reflect their changing responsibilities in higher education. The committee highlights the fact that the new fee regime is to start at the beginning of the next academic year and there is concern that the necessary coherent package of reforms be delivered to that timetable. The report also stresses that the reforms should be implemented as a package and not in a piecemeal way

Available in PDF, EPUB and Kindle. Book excerpt: This study represents the first systematic attempt to explore the functioning of the policing and criminal justice system in post-devolution Wales. Its particular relevance is underscored by the revelation that Wales has the highest imprisonment rate in western Europe. Drawing on official data as well as extensive interviews with senior figures, this book represents the first systematic exploration of the operation of the justice system in Wales across the jagged edge of devolved and non-devolved functions. There remains little understanding of how the justice system operates in the anomalous circumstances of post-devolution Wales This book aims to fill this gap in understanding and concludes with an assessment of the proposals of the Commission on Justice in Wales for reform.
