Book excerpt: A protection scheme for consumers who have flight problems has been in operation since 1973, called Air Travel Organisers' Licensing (ATOL). However, this scheme does not cover passengers who have purchased tickets directly from scheduled airlines, including both full-service and no-frills airlines. In a previous report (HCP 454-I, session 2002-03; ISBN 0215011996), the Committee judged this practice to be discriminatory and recommended the Government give urgent consideration to this matter. Given that the Civil Aviation Authority is shortly due to present advice to the Government on reform of consumer protection arrangements, following public consultation, the Committee's report examines financial protection for air travellers, including the complexity of the current situation, options for future protection arrangements, costs, methods and timescales, and European legislation.

Book excerpt: Following on from an earlier report (HCP 806-I session 2003-04, ISBN 0215018354) published in July 2004, the Committee's report examines the Air Travel Organisers' Licensing (ATOL) scheme, which covers the return of passengers who are stranded abroad when their air carrier fails and enables refunds to be made if ticket holders have yet to travel. However, the scheme does not cover the growing number of passengers who have purchased tickets directly from scheduled airlines (including both full-service and no-frills airlines), and in 2004, over 14 million UK travellers lacked ATOL protection (up from 5.5 million in 2000). The Committee rejects the Government's argument that relying on commercial insurance, together with voluntary repatriation arrangements between airlines, gives adequate protection to passengers from the consequences of airline collapse. Instead, it urges the Government to accept the advice of the Civil Aviation Authority, the industry regulator, to set up a levy of £1 on the price of each UK international travel air ticket as being the most cost effective option.

Fundamental reform of ATOL - the consumer protection scheme for holidaymakers - is needed. The Committee calls on the Government to clarify its objectives for ATOL reform, to ensure that all passengers and holidaymakers are properly informed of the potential consequences of airline insolvency and the options available to them to obtain financial protection. MPs also recommend that: (i) The Civil Aviation Authority should work with the airlines to develop a code of practice covering information for all consumers making overseas holiday or travel bookings. This must be designed to ensure that passengers understand the risks of being stranded abroad as a result of airline insolvency and are aware of the insurance options available; (ii) The Government undertake research into consumers' views on whether, and in what ways, the ATOL scheme should be extended; (iii) The Government must distinguish between issues related to consumer protection and repatriation cover; (iv) Future reforms should be funded by the travel industry and must provide consumers with informed choices on protection options; (v) ATOL Protection Contributions should be linked to the value of the holiday booking, instead of the current flat rate of £2.50 per passenger.

Book excerpt: In this report the Transport Committee calls on the Government to implement the vision for transport - including improved traffic flows on motorways, rail electrification and high speed rail, reducing greenhouse gas emissions from transport - that has been established under the current Secretary of State, Lord Adonis. The Department has made progress in a number of important areas, both recently and over the past decade, and has also established a new sense of direction, despite a too-frequent change of ministers. The Committee reviews progress against the Government's integrated transport plan, 'Transport 2010', which was adopted in 2000. Whilst much has been achieved, the ambition to build up to 25 light rail lines has not. It calls on the Government to publish a comprehensive progress report against the targets that it set itself. It also calls for strong action on local bus services which, outside London, are still not integrated with other local transport services. Bus use outside London continues to decline, apart from a slight increase after the introduction of free bus travel for older and disabled people. The Committee calls for full implementation of the Local Transport Act which gives local authorities powers to introduce bus quality partnerships and quality contracts; and for the Traffic Commissioners to be given adequate resources to carry out punctuality monitoring.

To develop sound policy, we need a comprehensive evidence base detailing the number and nature of incidents involving mobility scooters on the UK's pavements and roads. Only by doing so, will issues such as the legal status of mobility scooters, the appropriateness of proficiency tests and the rights of users to take the vehicles on public transport be adequately addressed. The Committee's report notes that the Department for Transport has launched a consultation on many of these issues, but is concerned that after a similar review in 2005, Ministers failed to act on many of its findings. With a growing number of mobility scooter users on the UK's pavements and roads, the MPs call on the Government to take decisive action where necessary.
