Book excerpt: In the UK some 11.5m people already live with a recognised disability and more than a fifth of them experience some difficulty when using transport networks. So it's essential that the Department for Transport delivers an ambitious Accessibility Action Plan. Changes made ahead of the 2012 Paralympic Games delivered access for disabled people to significantly more parts of the public transport network for the first time and highlighted the immense value of such improvements for all. Yet a year later, there is a risk that some of the momentum from London 2012 is being lost because further key accessibility improvements planned have been watered-down or abandoned. The Committee's recommendations include: imposing penalties on bus operators who claim to offer accessible routes but then fail to provide accessible buses; the phased introduction of audio-visual information systems on all buses over the next ten years; phasing out the need for disabled travellers having to book organised assistance in advance; financial incentives to encourage investment in fully accessible vehicles by taxi and private care hire vehicle operators; and a change to EU rules so that in future airlines are required to allow carers to travel free of charge when the airline judges a disabled person incapable of travelling independently. The Cabinet Office should convene a working group of ministers and officials to improve cross-government working on accessibility in order to secure the full benefits to be gained from widening disabled people's access to employment and training, healthcare and wider participation in all parts of society

The maritime sector earns £8.8 - £11.8 billion for the economy and supports 214,000 jobs. The Government's new maritime strategy poses the right questions about UK shipping but does not yet provide compelling answers on a range of key points. In particular, it is unclear how the Government plans to address the looming skills gap whereby the UK will have 5,000 fewer deck and engineering officers than the UK's maritime sector is predicted to require by 2021. The Committee recommends that the Government: make an explicit commitment to address fully a significant looming shortfall in UK trained seafarers partly through the Tonnage Tax, SMaRT funding and apprenticeships; commission an independent review of the MCA to evaluate how far a ongoing budget cuts may weaken the UK's ability to enforce compliance with international shipping regulations, undermine its status as a high-quality flag nation and shrink its influence within the International Maritime Organisation.; review the support the UK provides through its oversight of the Red Ensign Group to a number of competing registries of crown dependencies and UK overseas territories to raise the standards of the vessels which fly under the this flag; implement stronger seamanship qualifications by 2016 for the crew of all transfer vessels taking staff to and from offshore wind farm installations (and to call for voluntary compliance with these higher standards before that deadline); and support London International Shipping Week 2015 but showcase shipping around the country

Book excerpt: The Committee support the strategic case for HS2 and stand by the conclusions as set out in the Committee's report of 2011 (HCP 1185-I, ISBN 9780215038579) that HS2 is needed to provide a long-term increase in the capacity of the railway and that alternative proposals to increase capacity are not sufficient to accommodate long-term forecast demand. Connectivity, which can encourage economic activity and increase productivity, is also part of the justification for HS2, especially for the lines north of Birmingham. Also there is still a strong case for building north to south concurrently with building south to north. The Committee see HS2 as helping to promote economic growth in the UK's major city regions and contribute to a rebalancing of the economy. Local authorities and Local Enterprise Partnerships must develop economic development strategies to make the most out of HS2 and they must be supported in doing this by central Government. The report sets out 14 conclusions and recommendations.

Book excerpt: This report looks at progress on improving accessibility since 2003 and ways of improving accessibility. Problems with transport provision and the location of services can reinforce social exclusion by preventing people from accessing key local services and undermines government policies to tackle worklessness, increase participation in education, reduce crime and narrow health inequalities. Insufficient progress has been made since the 2003 Social Exclusion Unit's Making the Connections report, many findings of which are relevant today. There is evidence that accessibility is worsening, driven by tight budgets in central and local government. Accessibility statistics show travel times to key services steadily increasing over time, particularly for access to hospitals. The Department for Transport needs to focus more closely on improving accessibility as well as on supporting the economy. Existing transport funding could be better coordinated and directed to 'accessibility'-focused initiatives, which will have a swifter impact on people's well-being than large infrastructure projects. The social value of transport and accessibility needs to be explicitly considered in policy-making and in the planning system and should no longer be seen as a second-order criterion. The Committee believes it will take time for any improvements to make a noticeable difference. Their recommendations focus on improving how government operates rather than funding. Central government cannot abdicate its role in coordinating action across departmental silos and helping local authorities and service providers to share best practice. Accessibility planning, introduced by Making the Connections, has had limited success and needs to be re-energised.

Book excerpt: The White Paper, 'Delivering a sustainable railway' (Cm. 7176, ISBN 9780101717625) published on July 2007 and set the Government's general vision for the railways for the next thirty years. Network Rail's engineering overruns at New Year 2008 caused tremendous inconvenience to passengers across the country and inevitably shaped the Committee's oral evidence sessions. The Committee's investigation, along with analyses from the Office of Rail Regulation (ORR) have led them to believe that the engineering overruns are symptonatic of crucial system flaws which have to be resolved if there is to be any hope of getting a sustainable railway, as promised in the White Paper. This report covers both subjects

Book excerpt: Ticketing and concessionary travel on public transport, is the 5th report from the Transport Committee in 2007-08 session (HCP 84, ISBN 9780215514493). It examines the the aim of producing an integrated ticketing system across England, with the introduction of smartcard concessionary travel passes. The report inquires into the extent to which integrated ticketing on public transport has been achieved for all users; the issues regarding smartcards; arrangements for revenue protection (stopping fare-evasion) which will be affected by new forms of ticket; the impact of concessionary travel in England which is costing £1 billion per annum. The Committee has set out a number of recommendations, including: the Committee believes that the Government in terms of promoting integrated bus ticketing has achieved too little of practical value; it recommends that Traffic Commissioners be given powers to arbitrate where bus companies and local transport authorities disagree; that coach travel should be given greater consideration in future statements of public transport policy; it is imperative that the full range of tickets, including multi-modal options be available at all main outlets so that the Government's aim of fare simplification can be better acheived (see The Future of Rail, Cm. 6233, ISBN 9780101623322); that the Government needs to ensure suitable guidelines on differential pricing is included in decisions on rail fares and rail franchises with particular reference to smartcards; that the Government needs to articulate a clearer strategy for the development of integrated ticketing in general and smartcards in particular; that the Government should move towards a unified system of public transport revenue protection; that the Department of Transport should commission an evaluation of the benefits of the national scheme for free local bus travel and that national concessionary travel is properly funded. Available in PDF, EPUB and Kindle. Book excerpt: The future of disability in America will depend on how well the U.S. prepares for and manages the demographic, fiscal, and technological developments that will unfold during the next two to three decades. Building upon two prior studies from the Institute of Medicine (the 1991 Institute of Medicine's report Disability in America and the 1997 report Enabling America), The Future of Disability in America examines both progress and concerns about continuing barriers that limit the independence, productivity, and participation in community life of people with disabilities. This book offers a comprehensive look at a wide range of issues, including the prevalence of disability across the lifespan; disability trends the role of assistive technology; barriers posed by health care and other facilities with inaccessible buildings, equipment, and information formats; the needs of young people moving from pediatric to adult health care and of adults experiencing premature aging and secondary health problems; selected issues in health care financing (e.g., risk adjusting payments to health plans, coverage of assistive technology); and the organizing and financing of disability-related research. The Future of Disability in America is an assessment of both principles and scientific evidence for disability policies and services. This book's recommendations propose steps to eliminate barriers and strengthen the evidence base for future public and private actions to reduce the impact of disability on individuals, families, and society.

Available in PDF, EPUB and Kindle. Book excerpt: Despite improvements in the last 20 years we still have a long way to go before all of our buildings, places and spaces are easy and comfortable for all of us to use. This book puts forward a powerful case for a totally new attitude towards inclusivity and accessibility. Exploring both the social and the business cases for striving for better, this book will empower architects to have more enlightened discussions with their clients about why we should be striving for better than the bare minimum, and challenging the notion that inclusive design should be thought of reductively as simply a list of “special features” to be added to a final design, or that inclusivity is only about wheelchair access. This book will be to help make inclusive design business as usual rather than something that is added on to address legislation at the end of the development process. Accessible and engaging, this book will be an invaluable resource for students as well as practicing architects, richly illustrated with case studies showing both good and bad examples of inclusive design and celebrating inclusion.

The problems posed by taxis and private hire vehicles (PHVs) operating outside of the district in which they are licensed - the phenomenon called 'cross-border hire' - cannot be solved without new legislation. In this report the Transport Committee puts forward its recommendations for such new legislation: listen to the views of users; keep it simple; keep it local: licensing should remain a local function; permit tighter restrictions on cross border hire; increase the potential for local authorities to work together to create larger licensing districts; and develop

This is the main finding of this report into the Blue Badge Scheme, which offers parking concessions for disabled people. It comes as the Government carries out a strategic review of the scheme. The Committee found wide differences in the way the eligibility criteria are assessed by different local authorities. It wants to see more done to promote consistent good practice across the country. The Committee's conclusions include: (1) the Committee wants to see the minimum issue period for a badge reduced from three years to one, to include those with short-term or temporary disabilities. It would also like to see "smart card" technology developed so there could be even more flexibility over the issuing of badges. (2) In cases where a blue badge holder's condition is unlikely to improve they should not usually have to undergo regular three-yearly assessments, but have their badge renewed automatically. (3) the Government should consider including central London, which currently has its own regime, in the national system. (4) eligibility for a blue badge should be based on mobility in a wider sense than simply on an applicant's ability to walk. But the Government should also look to more appropriate ways of helping people with other disabilities, such as bowel disease. (5) for those who knowingly abuse the scheme the Committee want to see tougher penalties. In particular, those who use stolen badges should have their vehicles impounded. A national database should also be established to help combat fraud. (6) the Security Industry Authority should take steps to prevent vehicles displaying a valid badge from being clamped when they are parked on private land. (7) the Committee also found that Asda was the only example given of a major national company which consistently fined people who abused its disabled bays.
