It also examines how the Department for International Development works towards its humanitarian and political objectives. The Committee's report finds that the operating environment is one of conflict, with Israeli security measures inhibiting humanitarian and development work and preventing Palestinian access to services. Above all, these measures are destroying the Palestinian economy and creating widespread poverty, described as bringing about a situation termed 'de-development'. The EU should consider using economic pressure on Israel to dissuade them from blocking Palestinian trade agreements. Development assistance to the Palestinian Authority should be monitored closely to ensure its appropriate use and could be more effective if donor strategies and activities were harmonised. It may be necessary to appoint a special UN envoy to ensure effective international scrutiny of the Israeli occupation. The report concludes that the situation in the OPT is the result of a man-made disaster and therefore requires a political solution; it cannot be solved by aid alone.

Book excerpt: The ongoing violence by Palestinian and Israeli extremists does not bode well for peace negotiations for a two-state solution, but as much of the coverage surrounding recent violence has highlighted, restrictions which restrain economic development within the Occupied Palestinian Territories (OPTs) remain a key issue for the Palestinians. In particular, as the World Bank made plain in a report last year, there would be scope to raise Palestinian GDP by over 20% if Palestinian businesses were allowed to invest the part of the West Bank controlled by Israel. The conflict between Hamas and Israel and the stalling of the peace talks should not prevent the UK and other European countries from pressing Israel to end unnecessary restrictions. In particular, the Committee challenges the assertion that restrictions which curtail economic development in the OPTs are based on Israel s security needs. The UK should encourage both sides to negotiate to address the disputed issues, including Palestinian access to 3G and 4G services in the West Bank, and greater access to the West Bank aquifer, construction permits, demolitions and master plans. DFID should also support the World Bank programme for helping the Palestinian Authority with land registration. While the Committee welcomes the UK's decision to introduce labelling guidelines for products made in Israeli settlements, they call for a review to examine whether the guidelines have been implemented and to what effect. MPs also strongly support the Palestinian Market Development Programme but also call for the provision of a Sector Grant Facility and Development Impact Bonds in the OPTs

Book excerpt: In an earlier report (HC 230-I, session 2003-04, ISBN 021501510X), the Committee noted a level of economic decline unprecedented in a middle-income economy such as the West Bank and Gaza. The aim of this report is to assess what has happened since 2004 in the context of the election victory of Hamas in January 2006. With the formation of the Hamas-led government, the Government of Israel began withholding the tax and customs revenues it collects on behalf of the Palestinian Authority; and the quartet of the EU, the UN, Russia and the USA said they could not work with Hamas unless it renounced violence, recognised Israel, and adhered to previous agreements. Hamas did not, so all direct aid from the quartet ceased. This has placed the Palestinian Authority under severe fiscal pressure, and increased poverty and hardship among most Palestinians. The Committee believes the development prospects of the OPTs are being eroded largely by the actions of the Government of Israel: the expansion of settlements on occupied territory; the security barrier; the system of separate roads, road blocks and permits; restrictions on commerce and trade, particularly from Gaza. The Committee accepts Israel's need for security, but questions the proportionality of some of these measures. The international community should ensure that Israel proceeds with implementation of the Agreement on Movement and Access signed in 2005. The isolation of a democratically elected government by the international community is also questioned, as it has driven Hamas to seek funds from countries such as Iran. Overall, the situation in 2007 is worse than in 2004, and the international community is in danger of preventing the creation of a viable Palestinian state.
