Book excerpt: This report by the Commons Select Committee on Standards and Privileges presents their observations on the recommendations of the Committee on Standards in Public Life (also known as the Wicks Committee) published in November 2002 (Cm. 5663, ISBN 0101566328). It concluded that standards of conduct in the House of Commons were generally high but also made 27 recommendations designed to improve the system of regulation, including the role and appointment of the Parliamentary Commissioner for Standards. The Select Committee on Standards and Privileges state their agreement with the vast majority of these recommendations, and where their opinion differs, alternative suggestions are made.

Book excerpt: This report reviews the implementation of the recommendations in the Committee's first and sixth report concerning the regulation of standards of conduct in the House. It concludes that although real progress has been made in enforcing high standards, one or two serious cases could have a disproportionate effect on public confidence. Many witnesses identified a lack of clarity in the regulatory arrangements, especially in relation to the Parliamentary Commissioner for Standards and the Committee on Standards and Privileges. There are 27 recommendations, including one that states that ministers who are members of the House should co-operate with any investigation, at all stages.

Available in PDF, EPUB and Kindle. Book excerpt: The Committee on Standards in Public Life spent a year looking at party political finance. The majority report believes that the only safe way to remove big money from party funding is to put a cap on donations from all sources, individuals and organisations, of £10,000 in any one year. Trade union affiliation fees could be regarded as a collection of individual donations providing the members individually opt-in to the fee. The cap would have a significant impact on the income of the major parties, and would inevitably require a compensating increase in support for parties from public funds. The public funding should depend on the number of votes secured in the previous election, at the rate of £3.00 a vote in Westminster elections and £1.50 a vote in devolved and European elections. This proposal would result in an annual support amount of some £23 million, equivalent to about 50p per elector per year. Income tax relief, similar to Gift Aid, should be available on donations of up to £1000 and on membership fees to political parties. Another main recommendation, among the 24 in the report, is that the existing limits on campaign spending in the period before an election should be cut by the order of 15 per cent. The proposals will create challenges for the Electoral Commission, and the Committee suggests the recommendations are implemented in time for the start of the next Parliament in 2015. Two members representing political parties dissented from some of the recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the future of international environmental law in a world of ever worsening environmental crises. It examines the success stories and failures of international environmental law and argues that future responses to global environmental crises will be more about good environmental governance than just more treaties and laws. Environmental governance will need to accommodate the needs and aspirations of peoples from developed and developing countries alike and will have to be based on decisions and actions by a vast range of actors and stakeholders--not just the nation-state that has traditionally dominated environmental diplomacy. This also suggests a need to be cognizant of the close links to other areas of international law, including human rights. "The Future of International Environmental Law" tackles the major environmental challenges of our times including climate change, biodiversity loss, and polluction and overfishing of the oceans. It examines what we can learn from the implementation of existing international environmental laws over the past few decades. It also considers a range of emerging issues such as the management of the environmental challenges faced by the Arctic, nanotechnology, biofuels and synthetic genomics.

Available in PDF, EPUB and Kindle. Book excerpt: Just war theory exists to stop armies and countries from using armed force without good cause. But how can we judge whether a war is just? In this original book, John W. Lango takes some distinctive approaches to the ethics of armed conflict. DT A revisionist approach that involves generalising traditional just war principles, so that they are applicable by all sorts of responsible agents to all forms of armed conflict DT A cosmopolitan approach that features the Security Council DT A preventive approach that emphasises alternatives to armed force, including negotiation, nonviolent action and peacekeeping missions DT A human rights approach that encompasses not only armed humanitarian intervention but also armed invasion, armed revolution and all other forms of armed conflict Lango shows how these can be applied to all forms of armed conflict, however large or small: from interstate wars to UN peacekeeping missions, and from civil wars counter-insurgency and counter-terrorism operations.

Book excerpt: This open access book investigates the link between income inequality and socio-economic residential segregation in 24 large urban regions in Africa, Asia, Australia, Europe, North America, and South America. It offers a unique global overview of segregation trends based on case studies by local author teams. The book shows important global trends in segregation, and proposes a Global Segregation Thesis. Rising inequalities lead to rising levels of socio-economic segregation almost everywhere in the world. Levels of inequality and segregation are higher in cities in lower income countries, but the growth in inequality and segregation is faster in cities in high-income countries. This is causing convergence of segregation trends. Professionalisation of the workforce is leading to changing residential patterns. High-income workers are moving to city centres or to attractive coastal areas and gated communities, while poverty is increasingly suburbanising. As a result, the urban geography of inequality changes faster and is more pronounced than changes in segregation levels. Rising levels of inequality and segregation pose huge challenges for the future social sustainability of cities, as cities are no longer places of opportunities for all.
