When Hill began her work, the model dwelling movement had been in existence for twenty years, royal and select committees had sat to examine the problems of urban well-being, and the first of many tranches of legislation aimed at improving working class housing had been passed. From Hill's point of view these had all failed the poorest members of the working class, the unskilled labourers. She found that their landlords routinely ignored their obligations towards their tenants, and that the tenants were too ignorant and oppressed to better themselves. She tried to find new homes for her charges, but there was a severe shortage of available property, and Hill decided that her only solution was to become a landlord herself. In consequence of her diligent work and prudent management, by 1874 she had 15 housing schemes with around 3,000 tenants. Hill's system was based on closely managing not only the buildings but the tenants. She maintained close personal contact with all her tenants, and was strongly opposed to impersonal bureaucratic organizations and to governmental intervention in housing.

He trained at his father's architectural practice in Kensington where he set up a practice with his brother. Encouraged by his friend the antiquary John Britton, he pursued an interest in architectural history. He was also interested in new materials and wrote on the use of concrete (1836). He soon joined the Institute of British Architects, the Society of Antiquaries, and became a Fellow of the Royal Society. In 1844, Godwin became editor of The Builder and immediately expanded its scope and coverage beyond new works and architectural issues to include history, archaeology, arts, sanitation and social issues. He took a campaigning stance to improve the circumstances of the working classes. He wrote on slums and republished edited collections of his articles as reforming books. In addition to self-improvement, he promoted the use of public baths, wash-houses, charitable housing trusts and pavilion-styled hospitals. His works include London Shadows (1854).

Book excerpt: The Persistence of Victorian Liberalism examines the question of where to locate the ideological break between classical liberalism and the underlying principles of the modern Welfare State. While most historians of 19th century Britain argue that such a shift occurred prior to 1900, Haggard challenges the contention that classical liberalism had been so undermined by this point that the modern Welfare State was largely inevitable. He considers the public discussion of progress, poverty, charity, socialism, and social reform, and he concludes that the vast majority of the Victorian middle and upper classes remained wedded to the tenets of classical liberalism up to the close of the century. In contrast to traditional characterizations, Haggard argues that progress, individualism, and character continued to resonate within Victorian society throughout the late Victorian period. Private philanthropy grew increasingly active as a remedy to urban poverty. The London Socialist movement, the New Unionism, the Independent Labour Party, and the New Liberalism, each proponents of socialistic reforms, found themselves marginalized politically. The key to the social debates of the day was the concept of the deserving versus the undeserving poor. Although the deserving might expect some private or public aid, the undeserving were to be punished for their lack of character. Until this notion was overturned, the Welfare State would remain outside the realm of practical politics.
