An attack on ports, waterways, and vessels could have a widespread impact on global trade and the economy. Within the Dept. of Homeland Security (DHS), component agencies have responsibility for securing the maritime environment. The Coast Guard is responsible for protecting U.S. economic and security interests in any maritime region. Customs and Border Protection is responsible for keeping terrorists and their weapons out of the U.S., securing and facilitating trade, and cargo container security. This testimony discusses DHS and its component agencies' challenges, re: (1) strengthening risk mgmt.; (2) reducing the risk of small-vessel threats; (3) implementing foreign port assessments; and (4) enhancing supply chain security. Available in PDF, EPUB and Kindle. Book excerpt: The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on U.S. homeland security. The U.S. maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at U.S. ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are particularly vulnerable to terrorist infiltration. More than 6 million marine containers enter U.S. ports each year. While the Customs Service analyses cargo information to target specific shipments for closer inspection, it physically inspects only about 2 per cent of the containers. This new book examines the security legislation, which can have significant implications for public safety, the war on terrorism, the U.S. and global economy and federal, state and local homeland security responsibilities. Contents: Introduction; Concerns for Port Security; Features of the U.S. Mariti

Book excerpt: The safety and economic security of the United States depends upon the secure use of the world's oceans. Since the attacks of September 11, 2001, the Federal government has reviewed and strengthened all of its strategies to combat the evolving threat in the War on Terrorism. Various departments have each carried out maritime security strategies which have provided an effective layer of security since 2001. In December 2004, the President directed the Secretaries of the Department of Defense and Homeland Security to lead the Federal effort to develop a comprehensive National Strategy for Maritime Security, to better integrate and synchronize the existing Department-level strategies and ensure their effective and efficient implementation. Maritime security is best achieved by blending public and private maritime security activities on a global scale into an integrated effort that addresses all maritime threats. The new National Strategy for Maritime Security aligns all Federal government maritime security programs and initiatives into a comprehensive and cohesive national effort involving appropriate Federal, State, local, and private sector entities. In addition to this Strategy, the Departments have developed eight supporting plans to address the specific threats and challenges of the maritime environment. While the plans address different aspects of maritime security, they are mutually linked and reinforce each other. The supporting plans include: National Plan to Achieve Domain Awareness; Global Maritime Intelligence Integration Plan; Interim Maritime Operational Threat Response Plan; International Outreach and Coordination Strategy; Maritime Infrastructure Recovery Plan; Maritime Transportation System Security Plan; Maritime Commerce Security Plan; Domestic Outreach Plan; Development of these plans was guided by the security principles outlined in this National Strategy for Maritime Security. These plans will be updated on a periodic basis in response to changes in the maritime threat, the world environment, and national security policies. Together, the National Strategy for Maritime Security and its eight supporting plans present a comprehensive national effort to promote global economic stability and protect legitimate activities while preventing hostile or illegal acts within the maritime domain.

Book excerpt: Securing the nation's transportation and information systems is a primary responsibility of the Department of Homeland Security (DHS). Within DHS, the Transportation Security Administration (TSA) is responsible for securing all transportation modes; U.S. Customs and Border Protection (CBP) is responsible for cargo container security; the U.S. Coast Guard is responsible for protecting the maritime environment; and the National Protection and Programs Directorate is responsible for the cybersecurity of critical infrastructure. This statement focuses on the progress and challenges DHS faces in key areas of maritime, aviation, and cybersecurity. It is based on GAO products issued from June 2004 through November 2009, as well as ongoing work on air cargo security. GAO reviewed relevant documents; interviewed cognizant agency officials; and observed operations at 12 airports, chosen by size and other factors. The results are not generalizable to all airports. GAO is not making recommendations in this statement; however, GAO has made prior recommendations to DHS to,

Available in PDF, EPUB and Kindle. Book excerpt: While there is enough literature dealing with different facets of the topic related to maritime security, this book is an effort to deal with multiple facets of the subject. Topics covered in the book include themes like multiple maritime zones as defined under UNCLOS-III and India's MZI Act of 1976 as also state's criminal jurisdiction in these zones under prevailing international norms and state practices. The author has attempted to assess the available capability of various maritime enforcement agencies like the Navy, the Coast Guard, the Customs (Marine) and the Marine Police as well as the possible role that CISF can play in basic point security of port and off-shore platforms. Last two chapters deal with developments since 2004 and steps that were taken to evolve a framework for coastal security as well as steps initiated after 2008 to strengthen cooperation among various agencies involved in that context. Attempt has been made in the last chapter to suggest ways and means to improve not only the overall structures of maritime security but also to strengthen sea governance during Phase II (2011-16) of Coastal Security Scheme.
