Book excerpt: There is a wide spectrum of potential threats to the U.S. homeland that do not involve overt attacks by states using long-range missiles or conventional military forces. Such threats include covert attacks by state actors, state use of proxies, independent terrorist and extremist attacks by foreign groups or individuals, and independent terrorist and extremist attacks by residents of the United States. These threats are currently limited in scope and frequency, but are emerging as potentially significant issues for future U.S. security. In this comprehensive work, Cordesman argues that new threats require new thinking, and offers a range of recommendations, from expanding the understanding of what constitutes a threat and bolstering Homeland defense measures, to bettering resource allocation and improving intelligence gathering and analysis. No pattern of actual attacks on U.S. territory has yet emerged that provides a clear basis for predicting how serious any given form of attack might be in the future, what means of attack might be used, or how lethal new forms of attack might be. As a result, there is a major ongoing debate over the seriousness of the threat and how the U.S. government should react. This work is an invaluable contribution to that debate.

Book excerpt: " The 2010 National Security Strategy emphasizes the importance of strengthening our security and resilience at home and building capability to respond to and recover from major chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) incidents. The National Guard has established 17 CBRNE Enhanced Response Force Packages (CERFP), which are staffed with National Guard part-time personnel, to provide life-saving capabilities in response to a CBRNE event. The teams are intended to coordinate operations with multiple response partners at the local, state, and federal levels-including Department of Defense (DOD) forces. The National Guard Bureau (NGB) is responsible for managing the CERFP program. GAO assessed (1) how well CERFPs are prepared to perform their mission and how such readiness is measured and reported; (2) how effectively CERFPs coordinate with incident response partners and how well this is evaluated; and (3) the effectiveness of the CERFPs' command and control framework. GAO reviewed program documentation, surveyed National Guard and emergency management officials from 27 states, observed training exercises, and interviewed DOD, NGB, and CERFP officials. "

Available in PDF, EPUB and Kindle. Book excerpt: The Cold War phrase “weapons of mass destruction” continues to be used despite significant changes in international political cultures, military concepts of operation, and technology advances. Today, the term “weapons of mass destruction” (WMD) is used to address many things, from grams of ricin and barrels of industrial chemicals to megaton nuclear weapons. As a direct result of the decision to refer to all nuclear, biological, and chemical (NBC) weapons as well as biological, chemical and radiological (CBR) hazards as “WMD,” we have lost the ability to accurately develop, assess, and discuss policy concerns relating to the contemporary use of unconventional weapons on the battlefield and within the homeland. This book uses a public policy framework to examine how the U.S. government, and in particular the U.S. military, should address the potential use of unconventional weapons in the 21st century. It defines the problem, identifies the policy actors and reviews policy options. It discusses past policy efforts before offering a critical review of current strategies and how WMD issues are integrated into the current military Joint Operating Concepts (deterrence, cooperative security, major combat operations, irregular warfare, stability, and homeland security), and proposes new national framework for countering WMD. The aim is to answer such questions as what does counterproliferation mean and whether the U.S. government is adequately prepared to protect U.S. citizens and its armed forces from adversaries developing unconventional weapons.

Book excerpt: Since its inception in 1994, the Center for the Study of Weapons of Mass Destruction (WMD Center) has been at the forefront of research on the implications of weapons of mass destruction for U.S. security. Originally focusing on threats to the military, the WMD Center now also applies its expertise and body of research to the challenges of homeland security. The center's mandate includes research, education, and outreach. Research focuses on understanding the security challenges posed by WMD and on fashioning effective responses thereto. The Chairman of the Joint Chiefs of Staff has designated the center as the focal point for WMD education in the joint professional military education system. Education programs, including its courses on combating WMD and consequence management, enhance awareness in the next generation of military and civilian leaders of the WMD threat as it relates to defense and homeland security policy, programs, technology, and operations. As a part of its broad outreach efforts, the WMD Center hosts annual symposia on key issues bringing together leaders and experts from the government and private sectors.

Book excerpt: “The greatest danger of another catastrophic attack in the United States will materialize if the world's most dangerous terrorists acquire the world's most dangerous weapons.” —The 9/11 Commission Report The bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism was established by the U.S. Congress to build on the work of the 9/11 Commission by assessing our nation's progress in preventing weapons of mass destruction proliferation and terrorism, and providing a roadmap to greater security with concrete recommendations for improvement. The Commission has interviewed over 200 experts inside and outside of government. They have met with counterterrorism and intelligence officials here at home and abroad who are working to stop proliferation and terrorism The Commission's report examines the government's current policies and programs, identifies gaps in our government's prevention strategy and recommends ways to close them. The threat of terrorist attacks in the United States and elsewhere is still very real. The world remians at risk There is more that can and must be done. Our security depends on it.

The first chapter is a bill that seeks to ensure the Department of Homeland Security (DHS) has the structure, authority, and tools it needs to counter the threat of weapons of mass destruction. Chapter 2 discusses the continuation of the national emergency with respect to the proliferation of weapons of mass destruction. Chapter 3 reports on the Department of Homeland Security's organisation to counter weapons of mass destruction. The danger North Korea poses to the world is more than just its rogue nuclear program and ballistic missile brinksmanship as discussed in chapter 4. Chapter 5 examines (1) DHS programs and activities to prevent and protect against domestic chemical attacks and (2) the extent to which DHS has integrated and coordinated all of its chemical defense programs and activities. Chapter 6 examines (1) information the federal government has about the procurement, distribution, use, and disposition of Agent Orange; (2) DOD and VA efforts to make information about where Agent Orange and its components were tested and stored available; and (3) challenges associated with Agent Orange testing.

Book excerpt: NOTE: NO FURTHER DISCOUNT FOR THIS PRINT PRODUCT-- OVERSTOCK SALE -- Significantly reduced list price This study addresses the ability of the U.S. Government to cope with four plausible, far-reaching weapons of mass destruction (WMD) crises, any one of which could occur today and adversely affect the foreign and national security policies of the United States for many years to come: collapse of the nonproliferation regime, in which a number of unresolved nuclear proliferation challenges threaten to unleash a sudden and destabilizing wave of proliferation a failed WMD-armed state, creating unprecedented risks that radical actors will obtain WMD and unprecedented challenges for prevention a biological terror campaign, in which terrorists employ deadly biological pathogens to strike at multiple cities a nuclear detonation in a U.S. city, delivered covertly and leaving great uncertainty about who did it, whether it will happen again, and how we should respond. Taken together, these scenarios demonstrate the complex, multifaceted nature of the WMD challenge for American decision-makers and illustrate the demands that such events could place on the entire apparatus of government, alliances, and the American people. Our findings are drawn from ongoing research conducted at the National Defense University's Center for the Study of Weapons of Mass Destruction and reflect nonpartisan perspectives and conclusions drawn from extensive interactions with scores of former and serving senior U.S. officials and nationally recognized subject matter experts. This introductory section presents findings and recommendations suitable for senior civilian and military leaders whose responsibilities include different aspects of the WMD challenge and require them to integrate their departments' activities with those of other departments and foreign governments to prevent proliferation, protect against the effects of proliferation, or respond to the consequences of WMD use. It also describes the present and evolving WMD threat, reviews first principles in combating WMD, and emphasizes the need to act decisively to meet today's challenges.
