Aerospace Defense Command's (NORAD) and the DoD air sovereignty alert (ASA) operations. Air attacks are still a threat to the U.S. and its people. To address this threat, NORAD and DoD have fully fueled, fully armed aircraft and trained personnel on alert 24 hours a day, 365 days a year, at 18 ASA sites across the U.S. This testimony discusses whether: (1) NORAD conducts risk assessments to determine the appropriate operational requirements; (2) the Air Force has implemented ASA operations as a steady-state mission, which would require programming funding; and (3) the Air Force has developed a plan to address the recapitalization challenges to sustaining ASA operations for the future. Book excerpt: "This testimony discusses GAO's recently issued report on the North American Aerospace Defense Command's (NORAD) and the Department of Defense's (DOD) air sovereignty alert (ASA) operations. According to the National Strategy for Aviation Security, issued in March 2007, and officials from U.S. intelligence agencies with whom we met, air attacks are still a threat to the United States and its people. To address this threat, NORAD and DOD have fully fueled, fully armed aircraft and trained personnel on alert 24 hours a day, 365 days a year, at 18 ASA sites across the United States. Of the 18 sites, 16 are maintained by Air National Guard (ANG) units and 2 are maintained by active duty Air Force units. If warranted, NORAD can increase personnel, aircraft, and the number of ASA sites based on changes in threat conditions. The Air Force provides NORAD with personnel and equipment, including F-15 and F-16 aircraft, for these operations. ASA units are tasked to conduct and train for both expeditionary missions (e.g., military operations in Iraq) and ASA operations. This testimony will discuss whether (1) NORAD routinely conducts risk assessments to determine the appropriate operational requirements; (2) the Air Force has implemented ASA operations as a steady-state mission, which would require programming funding and measuring readiness, in accordance with NORAD, DOD, and Air Force guidance; and (3) the Air Force has developed a plan to address the recapitalization challenges to sustaining ASA operations for the future."--Highlights.

GAO recommends that DOD conduct routine risk assessments, implement ASA as a steady-state mission, and develop plans to address future challenges.

Book excerpt: " In the 11 years since September 11, 2001, the U.S. government has put forth extensive efforts to protect the nation's aviation sector and airspace. These efforts include air sovereignty alert (ASA) operations, for which the Air Force provides personnel and fully fueled, fully armed aircraft sitting on constant alert at 18 sites across the United States. In 2009, GAO found shortcomings in the Department of Defense's (DOD) management of ASA operations, leading to a number of GAO recommendations. For this report, GAO examined the extent to which (1) the Air Force has implemented GAO's 2009 recommendations, (2) DOD has implemented a risk-based management approach for ASA operations, and (3) the Air Force has accurately identified expenditures for ASA operations. To do so, GAO analyzed relevant strategies, planning documents, guidance, and expenditure data; and interviewed North American Aerospace Defense Command ( "

Congress may wish to consider requiring the Air Force to fully implement GAO's 2009 recommendations. In addition, GAO recommends that DOD improve its risk management of ASA operations and improve the Air Force's ability to accurately identify ASA expenditures. DOD fully or partially agreed with all of GAO's recommendations.

This book is a passionate call for citizen action to uphold the rule of law when government does not. Arguing that post-9/11 legislation and foreign policy severed the executive branch from the will of the people, Elaine Scarry in Rule of Law, Misrule of Men offers a fierce defense of the people's role as guarantor of our democracy. She begins with the groundswell of local resistance to the 2001 Patriot Act, when hundreds of towns, cities, and counties passed resolutions refusing compliance with the information-gathering the act demanded, showing that citizens can take action against laws that undermine the rights of citizens and noncitizens alike. Scarry, once described in the New York Times Sunday Magazine as “known for her unflinching investigations of war, torture, and pain,” then turns to the conduct of the Iraqi occupation, arguing that the Bush administration led the country onto treacherous moral terrain, violating the Geneva Conventions and the armed forces' own most fundamental standards. She warns of the damage done to democracy when military personnel must choose between their own codes of warfare and the illegal orders of their civilian superiors. If our military leaders uphold the rule of law when civilian leaders do not, might we come to prefer them? Finally, reviewing what we know now about the Bush administration's crimes, Scarry insists that prosecution—whether local, national, or international—is essential to restoring the rule of law, and she shows how a brave town in Vermont has taken up the challenge. Throughout the book, Scarry finds hope in moments where citizens withheld their consent to grievous crimes, finding creative ways to stand by their patriotism.

Book excerpt: The Navy plans to spend about $28 billion to buy 55 Littoral Combat Ships (LCS) and at least 64 interchangeable mission packages to perform one of three missions ¿ mine countermeasures, antisubmarine warfare, and surface warfare ¿ in waters close to shore. The Navy has been developing two different LCS seaframes and plans to select one for production in 2010. Due to the small 78-person crew size ¿ 40 core crew, 23 for aviation detachment, and typically 15 for mission packages ¿ the Navy is developing new concepts for personnel, training, and maintenance. This report assessed the extent to which DoD has: (1) estimated LCS long-term operating and support costs; and (2) developed plans to operate and support LCS. Illustrations.
