Concurrently, comparative housing research has become more sophisticated, as research training has improved, the number of journals publishing this research has increased and researchers have become what one might call moremethodologically aware.However, despite these developments, there is no single volume book that deals with the distinct challenges that arise from comparative housing research, compared to other fields of comparative policy analysis. These challenges relate to spatial fixity of housing, its dual role as a consumption and investment good, and as the "wobbly pillar" of the welfare state, which is delivered using a complex mix of government and market supports.This volume reflects on the significant methodological strides made in the comparative housing research field during this period. The book also considers the considerable challenges that remain if comparative housing research is to match the methodological and theoretical sophistication evident in other comparative social science fields and maps a route for this journey.This book was published as a special issue of the International Journal of Housing Policy.

Homeownership, Renting and Society presents new evidence showing that this homeownership gap already existed between American and German cities around 1900. Existing explanations based on culture, government housing policy or typical socio-economic factors have difficulties in accounting for these long-term cross-country differences. Using historical case studies on Germany and the USA, the book identifies three institutional domains on the supply-side of the housing market – urban land, housing finance and construction – that set countries on different housing trajectories and subsequently established differences that were hard to reverse in later periods. Further chapters generalize the argument across other OECD (Organisation for Economic Co-operation and Development) countries and extend the explanation to cover historical differences in homeownership ideology and horizontal property institutions. This enlightening volume also puts forward path-dependence theories in housing studies, connects housing with vast urban-history and political-economy literature and offers comprehensive insights about the case of a tenant’s country which contradicts the tendency towards universal homeownership. Populations are ageing, placing an increasing burden on provision of pensions, health care and other welfare services. In many nations the imbalance between a growing, older generation, supported by a shrinking younger generation, has fuelled debates about intergenerational justice. The key argument being that political and institutional developments over the last century have been to the advantage of older generations at the expense of current younger and future generations. But this only addresses half of the story, neglecting the flows of resources, through private, family channels. One key response to the growing fiscal problem of ageing societies has been to focus responsibility on self-funding and familial support. The growth of asset values, particularly housing, which are concentrated among the elderly, underpin such strategies. But this exposes new risks as potentially extractable resources are determined by wider fluctuations in the economy, and housing markets in particular. Clearly, these cohort effects, and responses to them, play out differently in different national developmental settings, depending on long-run patterns of economic, social and demographic change. This collection address these issues and provides original insights across different international contexts. The collection focusses on financial and non-financial transfers, generational interdependencies, and the role of labour and housing markets in welfare support, set against the changing economic landscape following the Great Financial Crisis of 2007. Although institutional and national differences exist the key emerging issues are the same: the financial and welfare challenges of supporting aging in societies; inequalities in the availability of assets across individuals, families and nations; and the extent to which private asset accumulation can support families over the life course. Drawing from examples across European countries, this collection will nonetheless be relevant to researchers and policy makers in other nations addressing the complexities of providing welfare across the life course in the face of restricted financial resources.

Whatever assets European households have acquired in recent decades, real estate appears to form a significant element in wealth portfolios. Frequently, national governments have been active in promoting the shift in tenure balance. The general question pursued in this book is about the gains and losses accruing to individual households by virtue of their position as home owners. The focus, here, is on financial gains and losses. It also concerns the losses, in the form of repayment risk, related to difficulties that some households may experience in meeting housing loan repayment schedules. The immediate background to this volume is the conference 'Housing in Europe: New Challenges and Innovations in Tomorrow's Cities', held in Reykjavik, Iceland. Hosted by the Urban Studies Institute of the University of Iceland and Centre for Housing and Property Research, Bifrost School of Business, it was held under the auspices of the European Network of Housing Researchers.
