Book excerpt: This Financial Management Code of Practice (FMCP) provides clarity around the financial governance arrangements within the police service in England and Wales, and reflects the fact that the police service has a key statutory duty to secure value for money in the use of public funds. It provides high level guidance to help ensure effective and constructive relationships in all financial matters. The FMCP sets the tone while promoting flexibility and avoiding overt prescription so that the detail of arrangements can be worked out locally. The Code applies to the discharge of functions by all Police and Crime Commissioners in England and Wales and to every Chief Constable of a police force maintained by a PCC (including, unless specifically stated, the Commissioner of the Metropolitan Police, but excluding the Commissioner of the City of London Police). Sections cover: background; context; roles and responsibilities; schemes of consent; financial regulations and standing orders on contracts; accounting; strategic and financial planning; financial management; treasury management; corporate governance; value for money; transparency, collaboration and partnerships. Effective from 1 November 2013 when it replaces the previous edition (2012, ISBN 9780108511332).

Available in PDF, EPUB and Kindle. Book excerpt: This book outlines the foundations for understanding modern policing. It is an essential introduction for all policing students and trainee police officers to the underpinning aspects of the profession, providing a clear understanding of how the police service is currently organised and how it fits into the wider criminal justice system. Students are encouraged to think critically and reflect upon core concepts such as policing by consent, police accountability, governance and professional standards, and it examines the challenges of policing an increasingly global, technical and diverse world. The Professional Policing Curriculum in Practice is a new series of books that match the requirements of the new pre-join policing qualifications. The texts reflect modern policing, are up-to-date and relevant, and grounded in practice. They reflect the challenges faced by new students, linking theory to real-life operational practice, while addressing critical thinking and other academic skills needed for degree-level study.

Available in PDF, EPUB and Kindle. Book excerpt: Although the 43 police forces in England and Wales and the Home Office are making savings in the procurement of goods and services for the forces and are implementing initiatives to improve value for money, many opportunities remain unexploited. Police forces procure a wide range of goods and services, from uniforms and police vehicles to estate and facilities management services such as cleaning, spending some £1.7 billion in 2010-11. The Department oversees the police service, and central government provides most of its funding, but individual forces have traditionally bought many goods and services independently. With central government funding being reduced by some £2 billion in real terms over the spending review period, however, the Home Office has taken a role in providing leadership and support. Some forces have set up regional or national approaches to purchase common goods and services which many other forces take advantage of. However, common specifications for many types of goods and services do not exist, which reduces scope for collaborative buying. The NAO estimates forces could save up to a third of their costs in such areas, for example by agreeing a common specification for a uniform, such as that agreed by the Prison Service. The Department, forces and Commissioners will need to work together more effectively to identify and deliver further savings, particularly given the need to minimize the impact that cost reductions have on frontline policing.

Book excerpt: This edited volume provides a contemporary overview of major issues and control strategies associated with fraud and financial crime, including prevention, public ethics, compliance mechanisms, and law enforcement in England and Wales. The UK – and in particular, England & Wales - has had a number of public strategies and plans to address fraud and financial crime, beginning (in this edited volume) with the 2008 National Fraud Strategy and now including, most recently, the 2020 Local Government Fraud and Corruption strategy, the 2019 Economic Crime Plan and National Fraud Policing Strategy, the 2018 Serious and Organised Crime Strategy, and the 2017 Anti-Corruption Plan. All, together with a number of past, existing, reconfigured and new institutions and procedures, reflect a continuing collective response to emerging issues and themes in fraud and financial crime. Frauds and Financial Crimes: Trends, Strategic Responses and Implementation Issues in England and Wales contributes insights about the continuing interplay of strategic responses, priorities and implementation in an era of budget reductions, competing local and national agendas and a continuing absence of joined-up oversight and ownership. Drawing on both academic and practitioner experts, the book seeks to explore a range of important themes, including: the gaps between strategic intentions and practice on the ground; different approaches to the same issue; labelling of crimes as ‘organised’ and/or ‘economic’; collaborative public-private and inter-agency approaches and problem ownership; the role of prevention; and the translation of experience upwards and policy downwards in development and implementation. In doing so, it seeks to inform more effective strategic responses to fraud and financial crime. The chapters in this book were originally published in the journal Public Money and Management.

This book was released on 2011-07 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Science and Technology Committee is not confident that an orderly transition can be achieved by the extremely challenging deadline for closure of the Forensic Science Service of March 2012. Extending the deadline by at least six months would allow the government to consult on and determine a wider strategy for forensic science. In making its decision to close the FSS, the government failed to give enough consideration to the impact on forensic science research and development, the capacity of private providers to absorb the FSS's 60% market share and the wider implications for the criminal justice system. These considerations appear to have been hastily overlooked in favour of the financial bottom line. The report also draws attention to the historical inadequacies in government decision-making that brought the FSS to its current financial situation. The FSS's dire financial position appears to have arisen from a complex combination of factors, principally the shrinking forensics market, driven by increasing police in-sourcing of forensic science services, and a forensic procurement framework that has driven down prices and does not adequately recognise the value of complex forensic services. In the transition to closure, transferring work from the FSS to a non-accredited police or private laboratory would be highly undesirable, posing significant and unacceptable risks to criminal justice. Proposals should be brought forward immediately to provide the Forensic Science Regulator with statutory powers to enforce compliance with quality standards.
