Book excerpt: In developed countries, men’s labor force participation at older ages has increased in recent years, reversing a decades-long pattern of decline. Participation rates for older women have also been rising. What explains these patterns, and the differences in them across countries? The answers to these questions are pivotal as countries face fiscal and retirement security challenges posed by longer life-spans. This eighth phase of the International Social Security project, which compares the social security and retirement experiences of twelve developed countries, documents trends in participation and employment and explores reasons for the rising participation rates of older workers. The chapters use a common template for analysis, which facilitates comparison of results across countries. Using within-country natural experiments and cross-country comparisons, the researchers study the impact of improving health and education, changes in the occupation mix, the retirement incentives of social security programs, and the emergence of women in the workplace, on labor markets. The findings suggest that social security reforms and other factors such as the movement of women into the labor force have played an important role in labor force participation trends.

This book was released on 2014-03-19 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: This consultation form a key part of a wider set of reforms announced at Budget 2014. The government is keen to ensure that individuals who want to save are supported in doing so. The nature of retirement is changing as people are living longer and their needs more varied. In this Government's view the State should not be imposing restrictions on individuals who have made tough choices to save for the future. So from next year there will be no restrictions on people's ability to draw down from their defined contribution pension pots after age 55. The tax rules will be drastically simplified to give flexible access to pension savings. Consumers will therefore also need to be well informed to make their choices and the Government will introduce a new duty on pension providers and schemes to deliver a 'guidance guarantee' by April 2015. They will also make available a £20 million development fund to get the initiative up and running

This book was released on 2011-04-28 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Lessons from the experience of using PFI can be applied to improve other forms of procurement and help Government achieve its aim of securing annual infrastructure delivery cost savings of £2 billion to £3 billion. To secure the best value for money from all types of procurement, the public sector needs to develop skills the NAO has identified. These are collecting better data to inform decision-making; ensuring projects have the right skills; establishing effective arrangements to test, challenge and, if necessary, stop projects; and using commercial awareness to obtain better deals. The case for using private finance in public procurement needs to be challenged more. Also, privately financed projects will often still be off balance-sheet which may continue to act as an incentive to use PFI. There has not been a systematic value for money evaluation of operational PFI projects by departments. So there is insufficient data to demonstrate whether the use of private finance has led to better or worse value for money than other forms of procurement. The Treasury and departments should identify alternative methods for delivering infrastructure and related facilities services to maximise value for money for government. The NAO welcomes the current plans of the Treasury and Cabinet Office to strengthen project assurance. The report highlights the need for independent challenge capable of stopping projects which do not give the prospect of value for money. This is particularly important as there is still a shortage of the skills needed to manage and oversee complex major projects.

Available in PDF, EPUB and Kindle. Book excerpt: The police service in England and Wales is facing major challenges in its financing, political oversight and reorganisation of its structures. Current economic conditions have created a wholly new environment whereby cost saving is permitting hitherto unthinkable changes in the style and means of delivery of policing services. In the context of these proposed changes Lord Stevens, formerly Commissioner of the Metropolitan Police Service was asked to chair an Independent Commission looking into the future of policing. The Commission has a wide ranging remit and the papers in this book offer up-to-date analysis of contemporary problems from the novel perspective of developing a reform agenda to assist the Commission. Bringing together contributions from both key academic thinkers and police professionals, this book discusses new policing paradigms, lays out a case for an evidence-based practice approach and draws attention to developing areas such as terrorism, public order and hate crime. Policing is too important to be left to politicians, as the health of a democracy may be judged by the relationship between the police and the public. The aim of this book is to question and present analyses of problems offer new ideas and propose realistically achievable solutions without being so timid as to preserve the status quo. It will be of interest to both academics and students in the fields of criminology and policing studies, as well as professionals in the policing service, NGOs and local authority organisations.

Book excerpt: "On 23 June 2016, the British people will make the most important decision for a generation - whether the United Kingdom (UK) should remain a member of the European Union (EU). This document provides rigorous and objective economic analysis of the long-term impact of remaining a member of the EU compared to the alternatives. The HM Treasury analysis uses a widely adopted gravity modelling approach, which distinguishes the specific effect of EU membership and the alternatives from all the other influences that determine trade and foreign direct investment (FDI). The consequences for productivity and Gross Domestic Product (GDP) are then estimated based on the most relevant external evidence on the impact of trade and HM Treasury modelling of FDI. Through a range of realistic assumptions, many of them cautious, the HM Treasury analysis produces robust estimates, which are within the range of external studies."--Executive summary.

As a result, the Green Book continues to get smaller in size and is designed to deal primarily with exceptions or issues unique to Federal government operations.
