Book excerpt: "On July 13, 2010, the White House released the National HIV/AIDS Strategy (NHAS). This ambitious plan is the nation's first-ever comprehensive coordinated HIV/AIDS roadmap with clear and measurable targets. It is also a new attempt to set clear priorities and provide leadership for all public and private stakeholders to align their efforts toward a common purpose. The goals of NHAS are to: Reduce new HIV infections; Increase access to care and improve health outcomes for people living with HIV; and Reduce HIV-related health disparities. To address the challenges of the epidemic and maximize the effectiveness of current HIV prevention methods, CDC's Division of HIV/AIDS Prevention (DHAP) pursues a High-Impact Prevention (HIP) approach. This approach uses combinations of scientifically proven, cost-effective, and scalable interventions targeted to populations in geographic areas most affected by the epidemic, and promises to greatly increase the impact of HIV prevention efforts. CDC also acknowledges that strengthening our work in HIV testing, linkage, and care will be essential to achieving the goals of the National HIV/AIDS Strategy. This guidance for HIV planning defines CDC's expectations of health departments and HIV planning groups (HPGs) in implementing HIV prevention planning. The HPG is the official HIV planning body that follows the HIV Planning Guidance to inform the development or update of the health department's Jurisdictional HIV Prevention Plan, which depicts how HIV infection will be reduced in the jurisdiction. HIV planning is a required and essential component of a comprehensive HIV prevention program, as outlined in Funding Opportunity Announcement (FOA) PS12-1201, Comprehensive HIV Prevention Programs for Health Departments (2012-2016). CDC is committed to supporting HIV planning, including significant community involvement, scientific basis of program decisions, and targeting resources to have the greatest effect on HIV acquisition and transmission."--Page 4-5.

Book excerpt: This Training Guide was developed to assist Title I HIV planning councils and Title II care consortia in ensuring that all members have the information and skills for full participation in Ryan White Comprehensive AIDS Resources Emergency (CARE) Act planning and implementation activities, with special emphasis on PLWH members . Successful implementation of the CARE Act depends upon the work of planning bodies in communities throughout the nation, and requires that members be diverse, active, and well informed. PLWH involvement in such planning bodies is both a legislative requirement and a practical necessity . The CARE Act, enacted in 1990 and reauthorized in 1996, requires planning councils and consortia to include members from affected communities, including people living with HIV/AIDS (PLWHs). The Division of HIV Services (DHS), which administers Title I and Title II of the CARE Act, believes that effective programs and services must be developed based on the input and perspectives of those for whom the services are intended. The Training Guide was initiated to address the need for orientation and training for planning body members who were people living with HIV disease . A consultant to DHS developed the initial outline. Subsequently, DHS staff and participants in the third Community Discussion Group meeting in October 1995 reviewed, revised, and expanded it. The resulting content outline became the basis for this guide, prepared by MOSAICA: The Center for Nonprofit Development and Pluralism through an interactive process with the PLWH Response Committee of DHS and with John Snow, Inc., the Ryan White Technical Assistance Contractor. Following review of the draft guide, DHS decided that a Training Guide was needed not just for PLWHs but for all planning body members. The guide therefore provides information that can be used for providing orientation and ongoing training to all planning body members , including people living with HIV disease.

Book excerpt: Infectious diseases are the leading cause of death globally, particularly among children and young adults. The spread of new pathogens and the threat of antimicrobial resistance pose particular challenges in combating these diseases. Major Infectious Diseases identifies feasible, cost-effective packages of interventions and strategies across delivery platforms to prevent and treat HIV/AIDS, other sexually transmitted infections, tuberculosis, malaria, adult febrile illness, viral hepatitis, and neglected tropical diseases. The volume emphasizes the need to effectively address emerging antimicrobial resistance, strengthen health systems, and increase access to care. The attainable goals are to reduce incidence, develop innovative approaches, and optimize existing tools in resource-constrained settings.

Book excerpt: Responding effectively to AIDS requires that program planners and implementers know your epidemic and your response. Key to planning an effective HIV prevention response is knowing who is most affected by HIV, the extent to which HIV is prevalent among the population and different subgroups, and the risk behaviors, laws, policies, and settings that may facilitate the transmission of HIV. This short publication is a handy guide to all those working in the AIDS response, and especially those working with key populations at higher risk of exposure to HIV.
