Available in PDF, EPUB and Kindle. Book excerpt: Throughout history, communicable diseases have devastated armies and weakened the capacity of state institutions to perform core security functions. Today, the HIV/AIDS epidemic in Africa has prompted many of the affected countries to initiate policies aimed at addressing its impact on their armed forces, police, and prisons. This volume explores the dynamics of how the security sectors of selected African states have responded to the complex and multifaceted challenges of HIV/AIDS. Current and impending African HIV/AIDS policies address a range of security-related issues: - The role of peacekeepers in the spread or control of HIV - The dilemma of public health (the need to control HIV) versus human rights (protection against mandatory medical testing) needs - The gender dimensions of HIV in the armed forces - The impact of HIV on the police and prisons The chapters in HIV/AIDS and the Security Sector in Africa are written by African practitioners, including commissioned officers who are currently serving in the armed forces, medical officers and nurses working in the military, and African policy and academic experts. While the book does not comprehensively address all aspects of the impact of HIV/AIDS on the security sector, the contributors nonetheless highlight the potentials and limits of existing policies.

Book excerpt: Documenting the first study of its kind to be conducted in the private-security and legal industries, this reference provides clarity on the current status of both industries in terms of the prevalence and incidence rates of HIV. Mitigating the impact of the AIDS epidemic on productivity, labor costs, and the supply of skills, this investigation also focuses upon the varied ways in which companies have responded to the challenges of the disease. The findings represent a first step in the continued monitoring and evaluation of the impacts of the epidemic in both sectors, and the recommendations offer a starting point for refining HIV/AIDS management strategies at a sector and company level.

Book excerpt: In the 10 years since the United Nations Security Council's first resolution on HIV/AIDS, the pandemic has had far-reaching implications for human security. In sub-Saharan Africa, the epicentre of the pandemic, the consequences have been borne disproportionately by women. Violent conflicts and insecurity throughout the region, characterised by population movements, forced migration and environmental crises, have overwhelmed the capacity of states to provide preventative measures against HIV/AIDS, care and treatment. In many areas, the related stress factors on health systems and basic service provision have pushed community and kinship networks beyond their breaking points. The plight of women is exacerbated because they are vulnerable and at high risk of HIV infection, due to increased care burdens within the household and community, sexual and gender-based violence and exploitation, as well as coercive interpersonal relationships. This volume is a welcome addition to the literature on HIV/AIDS and should serve as a useful tool for Aids activists, community health workers as well as for policy makers in the region

Available in PDF, EPUB and Kindle. Book excerpt: The political impact of HIV/AIDS varies greatly and is difficult to map. States depend on how governments choose to manage the political implications of HIV and AIDS, both those stemming from the erosions of its own capacity as well as those that originate from their changing relationship on a national and international level. Across the developing world, HIV/AIDS is slowly killing adults in their most productive years, hollowing out state structures, deepening poverty and raising profound questions that touch on the organization of all aspects of social, economic and political life. With the epidemic showing scant signs of slowing down, this innovative volume assesses how HIV/AIDS affects governance and, conversely, how governance affects the course of the epidemic. In particular, the volume: ·employs a compelling analytical and polemic framework for mapping the multiple dynamic mechanisms of governance and HIV/AIDS; ·brings together contributions from renowned international scholars from a variety of disciplines; ·draws on comprehensive and detailed perspectives of the roles of actors, institutions and structures; ·provides an incisive study of a global plague which threatens existing social, economic and human interrelations.

Available in PDF, EPUB and Kindle. Book excerpt: Sub-Saharan Africa is a region devastated by HIV/AIDS. The extent of the epidemic is only now becoming clear, as increasing numbers of people with HIV are becoming ill. In the absence of massively expanded prevention, treatment and care efforts, the AIDS death toll on the continent is set to escalate rapidly. Despite progress being achieved in localized settings, the alarming statistics reflect the continuing failure of advanced countries to mount a response that matches the scale and severity of the African HIV/AIDS crisis. Over and above the colossal personal suffering, the dire social and economic consequences for fragile nation-states are already being felt, not only in health but in education, industry, agriculture, transport, human resources and economies in general. Countries already crippled by drought, poverty, debt, forced migration and civil war must now contend with massive deterioration in child survival rates and life expectancy, the erosion of the economic family base, massive and insupportable demands on health and public services, chronic labour shortages and volatile national security. Through a critical and detailed exploration of specific case studies, this invaluable volume brings together an unparalleled array of international contributors to redefine the political and economic contours of this calamitous epidemic. It examines the impact of the shortfalls in the 'Global Fund' allocation, the slow pace of administrative processing of aid and the weaknesses of institutional responses to the crisis from African countries and their partners in the global health community. It is essential reading for all concerned with public health, epidemiology, HIV/AIDS research, globalization, development, Africa and indeed our shared future. Features include: ” Unique assessments of HIV/AIDS and its impact on democracy and governance in African states ” Wide-ranging regional and country studies by the foremost thinkers in their fields ” Multi-disciplinary contributions from areas including: Politics, Sociology, Public Health and Development Studies ” Compelling and convincing evidence, thematic in approach ” Innovative and culturally specific insights for long-term planning, care and support

Book excerpt: HIV/AIDS is a catastrophe globally but nowhere more so than in sub-Saharan Africa, which in 2008 accounted for 67 percent of cases worldwide and 91 percent of new infections. The Institute of Medicine recommends that the United States and African nations move toward a strategy of shared responsibility such that these nations are empowered to take ownership of their HIV/AIDS problem and work to solve it.

Book excerpt: HIV/AIDS is not merely a health issue; rather, it has significant implications for other threats that individuals and communities face and is itself further impacted by these other challenges. This volume explores the utility of human security approaches to AIDS in Africa and Asia. It concentrates on programs that emphasize the human aspects of fighting HIV/AIDS, develop comprehensive responses that cut across sectors and disciplines, and aim to protect and empower communities to deal with the challenges of communicable diseases. Drawing upon five case studies from projects supported by the United Nations Trust Fund for Human Security, the study analyzes the added value of human security approaches and the challenges faced by organizations attempting to implement human security projects on the ground.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about the effects of AIDS on women and food security in Côte d'Ivoire, West Africa. AIDS is more than a health problem. Rural households and women in particular have to cope with the lack of labour in agriculture which threatens their food security. For the matrilineal Agni women land ownership appears to be an unexpected burden, rather than a safeguard from poverty. Culture matters, but not in similar ways everywhere. Matrilineal or patrilineal kinship organisation, gender inequality, and norms about sexual relationships very much influence the differences in Agni and migrant women's vulnerability to AIDS. African women are often seen as victims of AIDS. This study shows that women may also use their creativity and social networks to battle and to be resilient against the effects of the illness in their everyday household activities. Using a combination of quantitative statistical data and qualitative methods, this research questions the effectiveness of mainstream AIDS policy and interventions in Côte d'Ivoire. Victimising the poor does not help. Instead, multi-sector policy intervention can mitigate the social effects of AIDS by improving household food security and by changing cultural practices through local leaders who have historical legitimacy and power.
