His men remember him as an exceptional leader who led by example. He trained and fought alongside them, impervious to danger. Because of the high standards he set for those who became "frogmen,"thousands of American lives were saved in World War II, Korea, and Vietnam. Draper Kauffman's early established UDT traditions of perseverance, teamwork, and a lasting brotherhood of men of extraordinary courage is carried on by Navy Seals. This is his legacy to the U.S. Navy and his country.

Two nuclear weapons that the United States exploded over Japan ending World War II are not listed. These detonations were not "tests" in the sense that they were conducted to prove that the weapon would work as designed (as was the first test near Alamogordo, New Mexico on July 16, 1945), or to advance nuclear weapon design, or to determine weapons effects, or to verify weapon safety as were the more than one thousand tests that have taken place since June 30,1946. The nuclear weapon (nicknamed "Little Boy") dropped August 6,1945 from a United States Army Air Force B-29 bomber (the Enola Gay) and detonated over Hiroshima, Japan had an energy yield equivalent to that of 15,000 tons of TNT. The nuclear weapon (virtually identical to "Fat Man") exploded in a similar fashion August 9, 1945 over Nagaski, Japan had a yield of 21,000 tons of TNT. Both detonations were intended to end World War II as quickly as possible. Data on United States tests were obtained from, and verified by, the U.S. Department of Energy's three weapons laboratories -- Los Alamos National Laboratory, Los Alamos, New Mexico; Lawrence Livermore National Laboratory, Livermore, California; and Sandia National Laboratories, Albuquerque, New Mexico; and the Defense Threat Reduction Agency. Additionally, data were obtained from public announcements issued by the U.S. Atomic Energy Commission and its successors, the U.S. Energy Research and Development Administration, and the U.S. Department of Energy, respectively.

The modern navies were the first of the armed services faced with fundamental and abrupt technological change. The wooden sailing ships that had fought sea battles for nearly two centuries were, in only a few years, rendered obsolete by a veritable tidal wave of innovation. With the deployment of the revolutionary HMS Dreadnought in 1903, the new technology reached its full fruition: the gigantic sleek, steel-clad, many-gunned vessel that would rule the seas (or at least the minds of Naval commanders) for years to come. O'Connell shows how other nations raced to emulate this new prototype (much in the fashion of the nuclear arms race of later decades), usually at the expense of much more effective forms of naval force. He also demonstrates compellingly the dashed expectations for the battleship occasioned by the outbreak of war in 1914. While many anticipated a massive twentieth-century Trafalgar, in actuality dreadnoughts everywhere avoided battle, and when they did fight, the results were most often inconclusive or even irrelevant. With the Battle of Jutland in 1916--the only real naval showdown of the war--the ineffectiveness of the battleship as the pre-eminent weapon of war was made abundantly clear: the German navy scored on only 120 hits out of 3,597 heavy shells fired while the British had an even more dismal showing--100 out of 4,598, or a hit ratio of 2.17%. Yet, in spite of this display of impotence, the world's great naval yards continued to turn out the huge vessels. O'Connell observes that even after the heart of the American fleet was sunk by the Japanese at Pearl Harbor, the almost superstitious faith in the battleship insured its survival. While they have never played a decisive role in the outcome of any modern war, they have continued to be resurrected and refurbished--even equipped with cruise missles--right up to the present day. Sacred Vessels is more than the unmasking of a false idol of naval history. It is a cautionary tale about the often unacknowledged influence of human faith, culture, and tradition on the exceedingly important, costly, and suppossedly rational process of national defense. Not only is it a gripping tale well-told, it is essential reading for anyone hoping to understand the dynamics involved in the arming of nations.

Book excerpt: A young naval officer joins the Navy's belated efforts to retain special skills in bomb and mine disposal only to find his newly deployed ordnance disposal team confronted with extraordinarily hazardous situations while operating in the Marshall Islands. World War II had come to an end, sailors who had entered naval service for the duration of the war were being discharged. These citizen warriors were taking with them knowledge and critical skills hard earned during the war. One such skill was the safe handling and disposal of unexploded mines and bombs. The U.S. Navy was at risk of losing these skills and sent an ALNAV message to ships and stations requesting volunteers to enter a new Explosive Ordnance Disposal Training Program. The volunteers had hardly completed their training when situations and events demanded a disposal team be dispatched on an extended deployment. The author entered the U.S. NAVY'S V-12 Program in 1943 as an officer candidate. He received his commission as an Ensign in June 1945 and served twenty years on active duty in the U.S. Navy attaining the rank of Commander. While he served upon a battleship, aircraft carrier and two destroyers his duties ashore were strongly oriented to research, development, production and logistics of naval ordnance. He was intimately involved in the production of electric powered homing torpedoes and the modernization of a Naval Ordnance Plant. He is a recipient of the Secretary of the Navy Commendation Letter awarded, while serving on the staff of Commander Service Force Pacific, for independent study in the field of underwater sound transmission. As O-in-C of the Special Project Office, Sacramento, CA, he administered Navy contracts for the Polaris ICBM Propulsion System. The author is a BSEE graduate of the US Naval Post-Graduate School and was awarded an MS Industrial Engineering by Purdue University.
