"WHEN the mariner has been tossed for many days in thick weather and on an unknown sea, he naturally avails himself of the first pause in the storm, the earliest glance of the sun, to take his latitude and ascertain how far the elements have driven him from his course." Not for a few days only, nor for a few months, nor even for a few years, but for twenty, have the monetary pilots of the United States, entrusted with the care of the ship of state, been tossed about upon the waters, by the jarring winds of false financial doctrines; yet so far from availing themselves of the pauses in the storm that have occasionally given them a glimpse of the sun and light to determine their bearings and position, and discover how far they had drifted or been driven from the course of the correct principles of currency legislation, they seem bent rather on steering clear of the right path and sailing, without chart or compass, one knows not whither, except that it must be through darkness to danger and, perhaps, disaster. One such glimpse they had after the clouds of the crisis of 1893 began to clear away. Others have come to them after the successive issues of bonds during the past two years, resulting in the borrowing of $250,000,000 to maintain a reserve of $100,000,000, which is ever oozing out of the Treasury, and which cannot be kept intact so long as the Treasury-draining tubes of the legal-tender notes and Treasury notes are not stopped up or destroyed-a reserve which must be replenished periodically to insure the parity with gold of our paper money amounting to over $800,000,000, and to avert the "circulating pest"* of a depreciated medium of exchange. But neither the light after the panic nor after the ever-recurring embarrassments of the Treasury, followed by repeated and heavy loans, in a time of profound peace, has sufficed to let them see that the panic was produced and the issues of bonds rendered necessary by the fact that they had been violating, for over twenty years, every law of coinage and finance, and that the proper preventative of such panics and bond issues in the future is to ascertain how far they have been driven from the true course of monetary principles-of the principles that have guided all other great commercial nations since 1871, and that had directed the monetary legislation of the United States for nearly ninety years -the monetary principles of the Fathers of the Republic, of Robert Morris, Thomas Jefferson, and Alexander Hamilton.

Book Synopsis The Power "to Coin" Money by : Thomas Frederick Wilson
Download or read book The Power "to Coin" Money written by Thomas Frederick Wilson and published by M.E. Sharpe. This book was released on 1992 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book traces the history from colonial times to the present of the monetary powers exercised by the Congress under the Constitution. It follows the evolution of the American banking and monetary system from the perspective of specific provisions in the Constitution that authorize the government to coin money and regulate its value. The author critically examines how far the development of the contemporary money and banking system has pushed beyond the narrow powers spelled out in the Constitution. He shows how changes in congressional legislation, Supreme Court decisions on precedent-setting cases, and the evolution of central banking powers within the Federal Reserve System have expanded the scope of the federal government's monetary powers. Yet, the author views this history within the context of private limits to the authority of Congress and the Congress's distrust of lodging the central bank within the Executive branch, preferring instead to respect an independent central banking tradition. The Hamiltonian tradition, he concludes, still offers the best institutional arrangement to confront unstable markets and destabilizing political influence.

Book Synopsis A History of American Currency by : William Graham Sumner
Download or read book A History of American Currency written by William Graham Sumner and published by Cosimo, Inc.. This book was released on 2005-03-01 with total page 409 pages. Available in PDF, EPUB and Kindle. Book excerpt: A fascinating but often overlooked topic is the establishment of currency in a new nation. The process involves not only a host of unknown and complicated political factors, but also economics and the culture of the new nation. In A History of American Currency, Yale Professor William G. Sumner examines the development of the monetary system in the United States, from the colonial era through the Civil War. He noted that the earliest British settlers brought with them virtually no money; the English government wouldn't allow it, and the Puritans had little or no use for it. Gradually, the settlers traded wampumpeag with their Native American neighbors, and eventually currency was developed to pay soldiers, finance expeditions, and trade with other nations. Sumner also covers the English Bank Restriction of 1797, the Bullion Report of 1810, and the development of Austrian paper money.WILLIAM GRAHAM SUMNER was a professor of political and social science at Yale University and became known as a Social Darwinist and advocate of the laissez faire principle in economics. Besides writing a number of books on sociology, history, and economics, he was also influential in the movement to modernize the American university system.
