Book excerpt: This is a study of the colonization of Pondicherry, Tamil Nadu and South India by the French during the eighteenth century, and their interactions with the Indian rulers and populations in the political, economic, social and religious spheres. French Governors based in Pondicherry since François Martin up to Dupleix never acquired any territory for France through outright conquest. They or their masters in France never had any grand plan to establish a French empire in India. Some Indian rulers were friendly with the French and the English as it served their interests. The study demonstrates that the French colonizers and missionaries would not have survived in India without the collaboration of the Indian dubashes, merchants, certain Indian rulers and military men. This collaboration was not on an equal footing, as the sepoys, merchants and dubashes were always subordinate and submissive to the Europeans. Even Ananda Ranga Poullé, the most famous of the Indian dubashes had to resort to the art of flattery to be in the good books of his ‘master’. European arrival and presence in India heralded the beginning of a cultural clash between the Europeans and Indians, in which the former had the upper hand. There was never any partnership or ‘master-bania’ relationship between the French and the Indians. Instead, the relationship had all the trappings of a ‘master-subordinate’ relationship, where the subordinate even though he might be a dubash was always at the mercy of the colonizers. The element of force, aggressivity and violence was omnipresent in European presence and expansion in India, in the political, economic and religious fields. It was not until 1962 that France fully relinquished control. Once decolonization took hold across the subcontinent, Western-led ashrams and utopian communities remained in and around the former French territory of Pondicherry—most notably the Sri Aurobindo Ashram and the Auroville experimental township, which continue to thrive and draw tourists today. Unsettling Utopia presents a new account of the history of twentieth-century French India to show how colonial projects persisted beyond formal decolonization. Through the experience of the French territories, Jessica Namakkal recasts the relationships among colonization, settlement, postcolonial sovereignty, utopianism, and liberation, considering questions of borders, exile, violence, and citizenship from the margins. She demonstrates how state-sponsored decolonization—the bureaucratic process of transferring governance from an imperial state to a postcolonial state—rarely aligned with local desires. Namakkal examines the colonial histories of the Aurobindo Ashram and Auroville, arguing that their continued success shows how decolonization paradoxically opened new spaces of settlement, perpetuating imperial power. Goubert’s Socialist Party’s strategy had always been to safeguard French India’s special identity and interests. He and his party associates and supporters turned against the French offer to hold a referendum on the question of independence and decided to join the Indian Union, because Jawaharlal Nehru provided him a better guarantee to safeguard French Indian and Pondicherry interests. It was rather a very well planned move that took all his political adversaries including the French by surprise. Goubert actually won his battle without bloodshed, by accepting to bear a certain dishonor for that among the French. The French government finally chose to set aside the constitutional provisions of Article 27 of the French Constitution, which stipulated that no cession, or exchange or addition to the territories was valid without the consent of the concerned population. Thus, they disregarded the population of French India deliberately and scuttled out of French India. Earlier, they had given away the loges to India even without consulting the parliament or the people concerned, but now they threw overboard the French constitutional provision to disengage themselves from India permanently, after obtaining some weak guarantees for their cultural presence.

The author, Colonel George Bruce Malleson, was a voluminous writer, his first work to attract attention being the famous 'Red Pamphlet', published at Calcutta in 1857, when the Sepoy Mutiny was at its height. Among his other books, the most valuable are History of the French in India (2nd ed., 1893) and The Decisive Battles of India (3rd ed., 1888). Six decades after the establishment of foreign trading companies such as the 'British East India' and the 'Dutch East India', France too entered India with a business proposal and later founded the 'French East India Company' in 1664. In 1673, the foundation of Pondicherry was laid by the French when they took over the area of Pondicherry, which was under the Sultan of Bijapur until then. The French administration started a number of ambitious projects in 1674, which aimed at transforming Pondicherry from a small village to a flourishing port town. However, the French were in constant conflict with the English and the Dutch as all three European maritime powers knew the potential of a place like Pondicherry. The Dutch managed to capture Pondicherry in 1693 and expanded its fortifications. However, in 1697, a series of agreements called the 'Treaty of Ryswick' were signed between the French and the Dutch, which made sure the French regained Pondicherry in 1699. Despite having a treaty with the British, the French continued to seek ways to expand their presence in India. Hence, they increased their business activities in Bengal, which allowed them to get closer to the Nawab of Bengal. Since the French were not confident of defeating the British by themselves, they encouraged the then Nawab of Bengal Siraj ud-Daulah to fight the British in order to capture 'Fort William' in Calcutta. This instigation by the French led to the famous 'Battle of Plassey' in the year 1757. Unfortunately, Siraj ud-Daulah and his French allies were defeated comprehensively by the British, which marked the end of Nawab's rule in Bengal and the advent of British rule in the region. France reacted by sending a general named Lally-Tollendal to drive the British out of India and to regain their lost possessions. After his arrival in 1758, Lally achieved success almost immediately as he managed to destroy 'Fort St. David' in Cuddalore district, which was under British control. However, Lally's strategic mistakes cost the French dearly as they lost their hold over South India as well. The British sieged Pondicherry in 1760, which led to the arrest and the subsequent execution of Lally. But Pondicherry was returned to the French as per a peace treaty, which was signed in the year 1763.

Book excerpt: The modem plan of Pondicherry shows a large town in gridiron plan which obviously was extended to its present form through controlled urban development. Some Indian scholars consider that the town was built according to the principles of the ancient Hindu treatises of architecture, particularly the Silpa Sastra. French historians, on the other hand, feel that the plan should be considered as an achievement of «the French mind». In fact, the Dutch plans of Pondicherry dated 1693-1694, preserved at the National Archives at The Hague, show that the orthogonal street pattern of the town is a creation of the Dutch. The plans of 1693 show that, in François Martin's settlement, the streets or lanes were following an irregular pattern, without any shape or symmetry, whereas, in the plans drafted in 1694, during the Dutch occupation, one finds the design of a large new town, with a very regular geometric layout, rectangular blocks of houses, separated by straight streets, intersecting at right angles. This great urban project of the Dutch Company was adopted by the French who systematically carried out the extensive straightening out of streets into a planned grid, during the the first half of the 18th century.
