As commander of the 4th Arizona Cavalry, he helped recapture the Rio Grande Valley from the Union and defended Brownsville against a combined Union and Mexican force. Refusing to surrender at war's end, he fled to Mexico, where he died of a wound sustained in a drunken bar fight at age 35.

But ownership of waterfront property was hotly contested. In an 1856 dispute over land titles, a county official shot an outspoken newspaperman, prompting a group of merchants to organize the San Francisco Committee of Vigilance. The committee, which met in secret, fed biased stories to the newspapers, depicting itself as a necessary substitute for incompetent law enforcement. But its actual purpose was quite different. In Dirty Deeds, historian Nancy J. Taniguchi draws on the 1856 Committee’s minutes—long lost until she unearthed them—to present the first clear picture of its actions and motivations. San Francisco’s real estate comprised a patchwork of land grants left from the Spanish and Mexican governments—grants that had been appropriated and sold over and over. In business, large corporations came to dominate entire sectors and markets. In government, new services and agencies, especially at the city and state levels, sprang up to ameliorate a broad spectrum of social problems. In The Price of Progress, R. Rudy Higgens-Evenson offers a fresh analysis of therelationship between those two revolutions. Using previously unexploited data from the annual reports of state treasurers and comptrollers, he provides a detailed, empirical assessment of the goods and services provided to citizens, as well as the resources extracted from them, by state governments during the Gilded Age and Progressive Era.Focusing on New York, Massachusetts, California, and Kansas, but including data on 13 other states, his comparative study suggests that the "corporate state" originated in tax policies designed to finance new and innovative government services. Business and government grew together in a surprising and complex fashion. In the late nineteenth century, services such as mental health care for the needy and free elementary education for all children created new strains on the states' old property tax systems. In order to pay for newly constructed state asylums and schools, states experimented for the first time with corporate taxation as a source of revenue, linking state revenues to the profitability of industries such as railroads and utilities. To control their tax bills, big businessesintensified lobbying efforts in state legislatures, captured important positions in state tax bureaus, and sponsored a variety of government-efficiency reform organizations. The unintended result of corporate taxation—imposed to allow states to fulfill their responsibilities to their citizens—was the creation of increasingly intimate ties between politicians, bureaucrats, corporate leaders, and progressive citizens. By the 1920s, a variety of "corporate states" had proliferated across the nation, each shaped by a particular mix of taxation and public services, each offering a case study in how the business of America, as President Calvin Coolidge put it, became business.

Elected governor of California in 1910, reelected in 1914, and elevated to the United States Senate in 1916, he characteristically cut his own political path, bringing an apocalyptic intensety to the many battles he waged. Armed with a sharp wit, a talent for invective, and a capacity for self-righteousness, he invigorated the political order around him with the passion he invested in it. Stubbornly independent, he pursued his goals with a fighter's determination. For Johnson, politics was an art not of compromise but of confrontation. As he himself put it, he preferred to be a "bloc of one." Johnson began his political career as an insurgent, a progressive in the stamp of Robert La Follette and Theodore Roosevelt. As governor he thoroughly revamped California's political and social order, creating a legacy that can still be felt today. He helped shape a progressive movement on the national level as well, and was Theodore Roosevelt's running mate on the Progressive party ticket in 1912. Johnson left the governorship in 1917, midway through his second term, to enter the United States Senate, where he served until his death in 1945. Arriving on the eve of America's entry into World War I, he continued to define himself as a reformer but quickly embraced a second cause as well, becoming one of the nation's most adamant proponents of American isolationism. He opposed American entry into the League of Nations in 1919, fought persistently against U.S. entanglement abroad throughout the inter-war years, and from his deathbed voted in 1945 against American entry into the United Nations. Although today he is best remembered as a fierce and uncompromising isolationist, his accomplishments in the Senate as a progressive - such as his decade-long fight for Hoover Dam - were significant and lasting. Johnson's public career encompasses and illuminates almost all the significant political issues, both domestic and international, in American life during the first half of the twentieth century.
