I hope that nothing will interfere to prevent an impartial discharge of this publick duty. The language of the Constitution on this subject is imperative. Each State shall appoint, in such manner as the Legislature thereof may direct, a number of Electors. This form of expression was necessary; for it is obvious, that if the States should neglect to appoint Electors, the National Government would be at an end. In addition to this, the Constitution has required, that the members of the State Legislatures, and all executive officers shall be bound by oath or affirmation to support the Constitution. We have taken this oath and have also sworn impartially to perform all the duties incumbent on us as members of the State Government. Should this duty be neglect-i ed, the people of this state would, on this important oc casion, lose their political consequence, and be deprived of the rights of citizens.
