Penfold et al. suit, the District Court required the Bureau of Land Management to prepare an environmental impact statement for certain watersheds that could be affected under BLM's permitting under 43 CFR 3809.1-3. BLM hired Hagler, Bailly & Company to work wtih L.A. Peterson & Associates to prepare a historical and economic analysis of placer mining in Interior Alaska for four watersheds: Birch Creek, Beaver Creek, Fortymile River, and Minto Flats. The region encompassing these watersheds is roughly equivalent to the combined area of the Circle, Fortymile, Fairbanks, and Livengood/Tolovana mining districts.
