Book excerpt: In this systematic investigation of how central executives in western Canadian provinces actually function, Christopher Dunn describes the evolution of cabinet decision making from a relatively uncoordinated structure into the institutionalized (or structured) cabinet of the postwar era. Dunn investigates the factors that led to the initiation and persistence of institutionalized cabinets in the governments of T.C. Douglas in Saskatchewan, Duff Roblin and Walter Weir in Manitoba, and W.R. Bennett in British Columbia. He describes the transition from unaided central executive structures to those that are more structured, collegial, and prone to emphasize planning and coordination. He also examines how the premier's role has expanded from simply choosing cabinets to reorganizing their structure and decision-making processes. The institutionalization of provincial cabinets has had major effects on both political actors and functions in the three provinces studied. Dunn shows that cabinet structure has changed, and been changed by, power relations within the cabinet.

Book excerpt: The ALN gained widespread business, popular, and church support by promising francophones both control of a modern Quebec economy and preservation of the traditional social order. As Dirks shows, however, this support came from people with different and sometimes contradictory objectives, causing internal tensions which weakened the ALN from the outset. This weakness was compounded by poor leadership, financial difficulties, and the tactics of the other political parties in Quebec. The Quebec Liberal and Conservative Parties worked independently to undermine the ALN and any possibility of its gaining power in Quebec. Maurice Duplessis, leader of the Quebec Conservative party, skilfully exploited the ALN's weaknesses in the interests of his own party by the formation of the Union Nationale. This coalition of the ALN and the provincial Conservatives capitalized on the popularity of the ALN to win the provincial election of 1935 but ensured that power remained in the hands of what was essentially the Quebec Conservative Party. Dirks' insight into the political history of Quebec is informed by a multitude of sources. She conducted interviews with many of the leading political players of the time, including the late Paul Gouin, the original leader of the ALN. She also consulted many public and private archives, including Gouin's, and was allowed unrestricted access to Duplessis' papers for the period up to 1939, the year the ALN ceased to exist. In relating the rise and fall of the ALN to the socio-economic, ideological, and political developments which shaped Quebec during the early decades of the twentieth century, Dirks reveals its long-term impact on the operation and organization of political parties in Quebec and Canada.

Harley McGee draws on his experience with the government at senior regional and departmental levels, and on primary and secondary sources, to examine the evolution of federal regional development policies and the structures developed between 1970 and 1991 to implement them. He dispels some of the myths and challenges some of the perceptions about the manner in which regional development has been tackled by governments in Canada. He explores the federal-provincial dimensions of regional development, as well as the difficulty of reconciling the perceived dichotomy between national and regional policies. McGee argues that the 1982 move away from the DREE model of regional development was a mistake, and suggests that the predilection of governments for reorganising existing instruments of regional development policy and creating new ones has been detrimental to regional economies. Book excerpt: While the caisses, begun by Alphonse Desjardins in 1900, are usually seen as committed exclusively to noble ideas such as the betterment of the poor, Ronald Rudin takes a more realistic approach by examining the interests of those involved in its affairs. The petite bourgeoisie who founded the movement were sincere about helping the poor but, as Rudin reveals, they had their own concerns as well. They believed that the decentralized organization and local influence of the caisses would help them to re-establish the power they had wielded in an earlier age. Members of a rising middle class, however, wanted to centralize the movement and did not accept its founders' views on such matters as the role of the caisses as agents of Catholicism and nationalism. These ideological conflicts, which resulted in a major schism within the caisses populaires in 1945, foreshadowed the debates leading up to the Quiet Revolution. In Whose Interest? is not a narrowly focused institutional history. Rather, the history of the caisses is seen in the context of the evolving social structure of Quebec and clarifies our understanding of the social and economic history of the province over a period of nearly fifty years.

Book excerpt: After an introductory chapter dealing with the conduct of external relations before 1909, the book examines three distinct phases of the department's development. Although the department had modest beginnings under the first under-secretary, Sir Joseph Pope (1909-1925), it was seen by his successor, O.D. Skelton, as an important instrument for the assertion of Canadian autonomy. Skelton presided over the establishment of the first Canadian diplomatic missions abroad, and was responsible for the creation of a foreign service to staff them. With the outbreak of the war in 1939, both the responsibilities and the size of the department underwent substantial organizational change under Norman Robertson, who became under-secretary after Skelton's death in 1941. Taken together, the criteria for recruitment introduced by Skelton and the reorganization which took place under Robertson gave the department many of the features which have characterized it as a branch of the Canadian government. The further development of the institution will be examined in a second volume covering the years 1946-1968. Since the prime minister was secretary of state for External Affairs during much of the period covered by volume I, the book contributes to an understanding of the operation of the Canadian government as a whole as well as of a single department. It also examines the policy making process and therefore will be of interest to students of international relations as well as of public administration.
