This book was released on 2007-11-08 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for Transport has approved expenditure of over £11 billion between 1998 and 2021 for the development of new and existing trunk roads and motorways by the Highways Agency, and just under £1.7 billion on major road schemes proposed and developed by local authorities in five year Local Transport Plans. Following on from a NAO report on this topic (HCP 321, session 2006-07; ISBN 9780102944600) published in March 2007, the Committee's report examines the steps taken by the Department for Transport and the Highways Agency to improve value for money and oversight of the roads programme and contracting methods and project management capability. By September 2006, the Agency's 36 completed schemes in the Targeted Programme of Improvement cost 40 per cent more than estimated initially, and for schemes still to be completed, latest forecasts indicate that final costs could be 27 per cent more than original estimates. The main causes for costs exceeding estimates are increases in construction costs, higher than forecast land prices and compensation to landowners, inflation and changes in the scope of the project. The report finds that the DfT has not been rigorous enough in its oversight of the Agency's delivery of major road schemes, allowing it too much latitude on delivery and cost plans, and has failed to monitor in-year expenditure against progress and delivery milestones. The Agency is overly reliant on consultants for project management expertise and needs to develop its in-house capability.

Book excerpt: The Driver and Vehicle Operator (DVO) Group is part of the Department for Transport and is made up of four agencies: the Driving Standards Agency, the Driver and Vehicle Licensing Agency (DVLA), the Vehicle Certification Agency (VCA) and the Vehicle and Operator Services Agency (VOSA). It was established in 2003 to promote closer collaboration between the agencies and to develop modernised co-ordinated services in order to deliver improved customer services and value for money. The Highways Agency is an executive agency of the Department for Transport and is responsible for operating, maintaining and improving the strategic road network in England. Issues considered in the Committee's report include how the agencies contribute to departmental objectives and policy, issues of accountability and transparency, agency funding and accounts, shared systems and co-ordination.

Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1990s, federal transportation laws have slowly started to level the playing field between highway and alternative transportation strategies, as well as between older and newer communities. The Intermodal Surface Transportation Efficiency Act of 1991 and the Transportation Equity Act for the 21st Century made substantial changes in transportation practices. These laws devolved greater responsibility for planning and implementation to urban development organizations and introduced more flexibility in the spending of federal highway and transit funds. They also created a series of special programs to carry out important national objectives, and they tightened the linkages between transportation spending and issues such as metropolitan air quality. Taking the High Road examines the most pressing transportation challenges facing American cities, suburbs, and metropolitan areas. The authors focus on the central issues in the ongoing debate and deliberations about the nation's transportation policy. They go beyond the federal debate, however, to lay out an agenda for reform that responds directly to those responsible for putting these policies into practice—leaders at the state, metropolitan, and local levels. This book presents public officials with options for reform. Hoping to build upon the progress and momentum of earlier transportation laws, it ensures a better understanding of the problems and provides policymakers, journalists, and the public with a comprehensive guide to the numerous issues that must be addressed. Topics include • A wide-ranging policy framework that addresses the reauthorization debate • An examination of transportation finance and how it affects cities and suburbs • An analysis of metropolitan decisionmaking in transportation • The challenges of transportation access for working families and the elderly • The problems of increasing traffic congestion and the lack of adequate alternatives Contributors include Scot

The volume brings together acknowledged and emerging scholars of the industry including Thomas Corsi (University of Maryland), Chelsea White III (Georgia Tech), Starr McMullen (Oregon State University), Will Mitchell (Duke University), Jeff Liker (University of Michigan), Francine LaFontaine (University of Michigan), Kristen Monaco (California State University at Long Beach) and Michael Conyngham (International Brotherhood of Teamsters) to address issues including technological change, third party logistics, lean trucking, driver safety and health, homeland security and the consolidation of trucking services. Each chapter provides an overview of industry issues and a discussion of current research.

This book was released on 2004 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over 3,500 people are killed on our roads each year, with a further 33,000 seriously injured. The Committee's report focuses on the role of traffic law in making our roads and communities safer, and on the role of the police and other agencies in roads policing. Issues discussed include the adequacy of traffic offences and penalties; whether the police and other enforcement agencies have the right priorities; the needs of pedestrians and cyclists; policy options to deal with dangerous drivers before they cause harm; the impact of uninsured, unlicensed and banned drivers on traffic enforcement; and the effects of administrative changes (such as the transfer of network management duties from the police to the Highways Agency) on road safety and effective law enforcement. Findings of the Committee include the need for a radical overhaul of the way serious traffic offences are dealt with, by the police, the Crown Prosecution Service and the courts system, as well as in public attitudes towards poor driving standards. The Committee praises the work undertaken by the Department for Transport to prioritise road safety issues, and calls on the Home Office to act urgently to establish an appropriate legal framework for dealing with road offenders and ensuring our roads are properly policed.
