Book excerpt: Congestion is increasing rapidly across the nation and freight traffic is expected to almost double in 20 years. In many places, decision makers cannot simply build their way out of congestion, and traditional revenue sources may not be sustainable. As the baby boom generation retires and the costs of federal entitlement programs rise, sustained, large-scale increases in federal highway grants seem unlikely. To provide the robust growth that many transportation advocates believe is required to meet the nation's mobility needs, state and local decision makers in virtually all states are seeking alternative funding approaches. Tolling (charging a fee for the use of a highway facility) provides a set of approaches that are increasingly receiving closer attention and consideration. This report examines tolling from a number of perspectives, namely: (1) the promise of tolling to enhance mobility and finance highway transportation, (2) the extent to which tolling is being used and the reasons states are using or not using this approach, (3) the challenges states face in implementing tolling, and (4) strategies that can be used to help states address tolling challenges.

Book excerpt: America¿s physical infrastructure -- incl. aviation, highway, transit, rail, water, and dam infrastructure -- is critical to the nation¿s economy and affects the daily life of virtually all Americans, but is under strain. Estimates to repair, replace, or upgrade aging infrastructure as well as expand capacity to meet increased demand top hundreds of billions of dollars, at a time when the fed. government¿s fiscal outlook is worse than many may understand. This testimony discusses: (1) challenges associated with the nation¿s surface transportation, aviation, water, and dam infrastructure, and the principles to help guide efforts to address these challenges; and (2) existing and proposed options to fund investments in the nation¿s infrastructure. The Highway Bridge Program (HBP), the primary source of fed. funding for bridges, provided over $4 billion to states in FY 2007. This study examines: (1) how the HBP addresses bridge conditions; (2) how states use HBP funds and select bridge projects for funding; (3) what data indicates about bridge conditions and the HBP¿s impact; and (4) the extent to which the HBP aligns with generally accepted principles, and fed. laws and regulations, for re-examining surface transportation programs. Book excerpt: State and local government fiscal systems have increasingly become vulnerable to economic changes. Over the past three decades, state and local deficits during economic recession have been larger and deeper each time. The impact of the Great Recession and its aftermath of feeble growth and lingering high unemployment has been dramatic both in scope and intensity. Before the crisis, long-term structural deficits were persistent for both individual governments and the entire sector as spending plans and patterns outpaced governments' revenue-generating capacity. The revenue systems of these governments eroded while the workloads and scope on the expenditure side of the state and local system budget continued to grow. This handbook evaluates the persistent problems in the fiscal systems of state and local governments and what can be done to solve them. It contains 35 chapters authored by 60 practitioners and academics who are renowned scholars in state and local finance. Each chapter provides a description of the discipline area, examines major developments in policy, practices and research, and opines on future prospects. The chapters are divided into four sections. Section I is a systematic discussion of the institutional, economic, and political framework that provides a background for understanding the structure and financial performance of the state and local sector. The chapters in Section II provide an overview of the various components of state and local revenue systems and how they reacted to the Great Recession. They analyze the diverse forms of taxes and charges in detail, prescribe remedies and alternatives, and examine the implications for future revenue performance. Chapters in Section III turn to spending, borrowing and financial management in the state and local sector. The focus is on the big six service delivery sectors: education, health care, human services, transportation, pensions, and housing. Section IV is a set of chapters that look ahead and speculate about how the state and local government sector's money-raising, spending, and service delivery structures will adjust to the new circumstances.

Book excerpt: The fed. gov¿t. is the world's largest and most complex entity, with about $3 trillion in outlays in FY 2008. Reports on high-risk areas bring focus to areas needing attention due to their greater vulnerabilities to fraud, waste, abuse, and mismanagement. These reports also identify areas needing transformation to address major economy, efficiency, or effectiveness challenges. This 2009 update presents the status of high-risk areas listed in 2007 and identifies new high-risk areas. Solutions to high-risk problems offer the potential to save billions of dollars, dramatically improve service to the public, strengthen confidence and trust in the performance and accountability of the U.S. gov¿t., and ensure the ability of gov¿t. to deliver on its promises. Book excerpt: The nation¿s economic vitality and the quality of life depend on the availability, dependability, and security of its surface transportation (ST) network of roads, railways, ports, and transit systems. For the past several decades, demand has outpaced the capacity of the ST system. Furthermore, fed. ST programs are not effectively addressing key challenges, such as congestion, or ensuring that transportation dollars are well spent. This report: (1) identifies key themes emphasized in proposals by stakeholders, incl. assoc. and research org., for restructuring and funding ST programs; and (2) discusses the extent to which various recommendations align with principles developed for evaluating proposals to restructure and fund ST programs. Available in PDF, EPUB and Kindle. Book excerpt: . . . this book is an interesting collection of papers on the topic of road congestion pricing. . . The reader should find this collection to be both interesting and informative, but also quite thought-provoking. . . The papers also provide some very useful information about projects that have not worked or have not been implemented for various reasons and lessons that can be learnt from failures to implement and failures of pricing schemes. Peter R. Stopher, International Planning Studies In February 2003, the London Congestion Charging Scheme was introduced and in 2006 a similar policy was introduced in Stockholm. In both cases automobile traffic entering the cordon declined by about 20 percent. This book evaluates these and other similar programs exploring their implications for the United States. While there is increasing interest in road pricing in the US in many individual states, the motivation is often highway financing rather than congestion relief. The contributors argue that the prospects for extensive implementation in the US remain uncertain. Nevertheless, this book illustrates that the European experience suggests political feasibility is much less of a hurdle than was once considered and that congestion pricing would have a significant impact in reducing traffic as it did in Europe. This study s value lies in the fact that it examines road pricing in the real world and not simply from a theoretical viewpoint. As a comparative study it will appeal to both policymakers and academics in transportation economics and planning, urban economics, planning and economic geography.
