Download or read book Highway infrastructure FHWA's model for estimating highway needs has been modified for statelevel planning. written by and published by DIANE Publishing. This book was released on 2001 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal and state governments have played a vital role in the nation economy by facilitating the movement of people and goods through significant investments in highways. At the federal level, the Department of Transportation (DOT) Federal Highway Administration (FHWA) uses a computer model known as the Highway Economic Requirements System (HERS) to estimate the future investment required to maintain and improve the nation highways. DOT reports the results of this analysis to the Congress on a biennial basis. However, state governments make a large number of highway infrastructure investment decisions. States currently use a variety of analytic tools to make these decisions. Interest in using HERS at the state level has grown. Two states Indiana and Oregon are already using customized versions of the model, and in December 2000, FHWA began a pilot project to test its state-level version of HERS, called HERS-ST, with interested states.

Available in PDF, EPUB and Kindle. Book excerpt: There are many reasons to be concerned with estimating the frequency and social costs of highway accidents, but most reasons are motivated by a desire to minimize these costs to the extent feasible. Competition for scarce resources is a practical necessity, and society seeks to apply those resources where they will do the most good. With highway crashes, given the high costs of mis-prediction in fatalities and injuries, sound information for prioritizing projects with limited funds is essential.

Download or read book America's Challenge for Highway Transportation in the 21st Century written by United States. Federal Highway Administration and published by . This book was released on 1988 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Federal Highway Administration (FHWA) conducted an assessment of broad issues and trends that will shape the future of highway transportation in the United States. This report draws on the findings of 19 working papers prepared during 1987 and 1988, and presents options for meeting the most critical of the Nation's future needs. The report contains an Executive Summary, giving an overview of the report, and seven chapters. Chapter I examines the importance of highway transportation in meeting the Nation's economic and societal needs, discusses national objectives for the highway program and the Federal role in achieving those objectives, and describes past and present governmental roles and responsibilities in the construction and administration of highways. Chapters II and III examine demographic, economic, energy, and technological trends that will affect the future demand for highway transportation. Chapter IV analyzes factors influencing future passenger and freight travel demand, and Chapter V relates the travel demand factors described in earlier chapters to future capital investment requirements for highways. Chapter VI describes program alternatives for meeting future highway requirements and looks at regulatory and other nonconstruction requirements that relate to the operation of highways and the administration of the Federal-aid highway program. Chapter VII examines trends in highway finance and discusses future highway revenue requirements.

Download or read book Highway Economic Requirements System (HERS) written by Lee Biernbaum and published by . This book was released on 2008 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report presents a crash prediction model which takes into consideration the "combined effects of [a] roadway's geometric features and traffic levels," as opposed to the current Highway Economic Requirements System (HERS} model which only considers traffic levels (p. 29). The report begins with an overview of crash prediction, including crash causes (driver, vehicle, and roadway characteristics) and modeling strategies. It describes the current HERS model, reviews existing highway and crash data sources, and reviews research on the effects of roadway geometry. Finally, it presents an improved model for predicting crashes on urban two-lane streets.
