The Partnership for Higher Education in Africa commissioned case studies of higher education provision in Tanzania, Uganda, Kenya, Mozambique, Nigeria, Ghana and South Africa, as part of its effort to stimulate enlightened, equitable, and knowledge-based national development, and to provide guides to understanding. Mozambique suffers from a critical shortage of qualified professionals, as well as from acute regional disparities in wealth, development and trained human resources. Higher education is in great flux. A high priority, governmental and other sources are involved in a contested debate that provides a scenario for innovation and diversity. Book excerpt: This publication is the result of a baseline study of the state of the higher education systems in the five Portuguese speaking countries in Africa (PALOP): Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe. The project was undertaken by an African international expert in the field of higher education studies and was fully sponsored and supported by the Association for the Development of Education in Africa (ADEA). The report offers a historical overview of the development of higher education in PALOP from colonial times to the present. The main objective of this baseline study is to map the landscape and dynamics of change in the higher education systems of PALOP countries. It focuses on describing the latest developments of trends of expansion, financing, governance and policy reforms closely linked to the development of higher education systems in these countries. Furthermore, the study will facilitate an informed debate and the dissemination of knowledge on the role of higher education for development in Africa.

Book excerpt: This study brings to light the complexities and intricacies of transforming schools in the context of two conflicting and contradictory processes of transition: the transition from the colonial system of government to a totalitarian and centralised system rooted in a Socialist discourse; and the departure from a failed Socialist project en route to an unknown future dictated by a neo-liberal discourse, liberal democracy and free-market economy. It will be of interest to those concerned with the question of education reform in developing countries, particularly students, teachers and researchers. The study covers an important gap in Southern African studies in addressing the question of school reform under conditions of conflict and emergency.

Available in PDF, EPUB and Kindle. Book excerpt: "Universities and economic development in Africa presents the synthesisesand key findings of eight African countries and universities. The analysis and discussions presented in the book draw the following three main conclusions: 1. There is a lack of clarity and agreement (pact) about a development model and the role of higher education in development, at both national and institutional levels. There is, however, an increasing awareness, particularly at government level, of the importance of universities in the global context of the knowledge economy. 2. Research production at the eight African universities is not strong enough to enable them to build on their traditional undergraduate teaching roles and make a sustained contribution to development via new knowledge production. A number of universities have manageable student-staff ratios and adequately qualifi ed staff, but inadequate funds for staff to engage in research. In addition, the incentive regimes do not support knowledge production. 3. In none of the countries in the sample is there a coordinated effort between government, external stakeholders and the university to systematically strengthen the contribution that the university can make to development. While at each of the universities there are exemplary development projects that connect strongly to external stakeholders and strengthen the academic core, the challenge is how to increase the number of these projects. The project on which this report is based forms part of a larger study on Higher Education and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). HERANA is coordinated by the Centre for Higher Education Transformation in South Africa"--Back cover.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a critical review of higher education and post-conflict recovery. It provides the first systematic study with a global scope that investigates the role of higher education systems in conflict-affected contexts. The first part of the book analyses the long-standing neglect of higher education in post-conflict recovery, the impact that conflict can have on the sector, and efforts to rebuild and reform higher education systems affected by violent conflict. The second part of the book considers the positive and negative contributions that higher education can make to a range of areas of recovery including humanitarian action, forced displacement, post-conflict reconstruction, statebuilding, and peacebuilding. With its reasoned defence of the importance of higher education for post-conflict recovery, the book will appeal to researchers, university students, and humanitarian and development policy-makers and practitioners.

Higher Education Financing in East and Southern Africa explores trends in financing policies, paying particular attention to the nature and extent of public sector funding of higher education, the growth of private financing (including both household financing and the growth of private higher education institutions) and the changing mix of financing instruments that these countries are developing in response to public sector financial constraints. 'This unique collection of African-country case studies draws attention to the remaining challenges around the financing of higher education in Africa, but also identifies good practices, lessons and common themes.

Book excerpt: Using a range of international examples to compare the reality, purpose and effect of student engagement in universities across the globe, Student Engagement and Quality Assurance in Higher Education argues that teachers and students need to collaborate to improve the quality of university education and student learning. The growing trend of assessing and assuring quality in higher education is incredibly complex, as there are so many variables affecting both experiences and measures. With case studies from ten countries, covering a variety of cultural and environmental settings, this book focusses on ways of working with students to produce applicable, implementable strategies for universities the world over. Internationally applicable, this book presents ideas from a range of cultures, which can be adapted to be implemented in a variety of cultures. The reader is provided with a range of approaches where both the advantages and disadvantages are clearly presented. The ten case studies consider the macro, meso and micro levels of each approach, allowing for an exploration of the growing area of research and practice that is student–staff partnerships, showcasing ways of working with students to enhance engagement and quality, which are vital for a long-term approach. Focussing on one of the main reform topics for universities, Student Engagement and Quality Assurance in Higher Education is essential reading for educational researchers, institutional leaders and all concerned with the implementation and progression of student engagement and quality assurance in higher education.
