Book excerpt: The emergence of fully online, hybrid and blended forms of higher education has led governments, quality assurance agencies and higher education institutions (HEIs) across the OECD to reflect on how to ensure that digital education provides learners with opportunities to reach learning and employment outcomes similar to those achieved through traditional in person instruction. Building on stakeholder engagement and comparative analysis, this report offers an assessment of Hungary’s quality assurance system for higher education and, more specifically, its strengths and weaknesses for assuring the quality of digital higher education.

The emergency transition to online teaching and learning necessitated by the coronavirus (COVID-19) pandemic has posed a serious challenge to instructional routines of higher education systems across OECD countries. The pandemic has demonstrated the ability of higher education institutions to ensure continuity in teaching and learning, but it has also revealed that much work remains to be done to ensure digital technologies are effectively used to promote quality, efficiency and equity in higher education. This report, which focuses on the digital transformation of higher education in Hungary, is a collaboration between the European Commission's Directorate-General for Structural Reform Support (DG REFORM), the Hungarian Ministry for Innovation and Technology and the OECD's Directorate for Education and Skills. Building on stakeholder engagement and comparative analysis, the report offers an assessment of the current state of digitalisation in higher education in Hungary, identifies policy recommendations to strengthen the current policy framework supporting digitalisation, and provides suggestions to help Hungarian authorities and stakeholders develop a monitoring framework and indicators to measure the digitalisation of the higher education system.

The number of young people with a higher education qualification is expected to surpass 300 million in OECD and G20 countries by 2030. Higher education systems are faced with challenges that include expanding access, containing costs, and ensuring the quality and relevance of provision. The project on benchmarking higher education system performance provides a comprehensive and empirically rich review of the higher education landscape across OECD countries, taking stock of how well they are performing in meeting their education, research and engagement responsibilities.

Book excerpt: This book explores the dynamic intersections where cultures, languages and spaces converge, shaping identities and creating new forms of expression. The authors attempt to unravel the complexity of narrative and imaginative spaces by examining cultural identities in global contexts. The essays on literary representations consider abstract border crossings through rewriting and reappropriation in various genres, while also looking at immigrant fiction, post-Anthropocene narratives and hybrid spaces through a postcolonial lens. The essays on history and politics critically examine identity conflicts in the United States, while the contributions on applied linguistics and language pedagogy offer insights into online teaching experiences during COVID-19, sociocultural aspects of language use and the formation of bilingual identities. Employing innovative methods in reinterpreting literary works, political narratives and different types of discourse, past and present, this collection contributes to ongoing scholarly dialogues on the multifaceted challenges associated with identity construction through border crossings.

Examining the impacts in higher education through experience-based knowledge and a conceptual framework, this book: • provides a detailed analysis of how transformative agency can be identified, enacted, and cultivated, • offers up-to-date cases and a future-orientated perspective on technology and knowledge work, • addresses fundamental assumptions about how teacher education has needed to and needs to continue to develop, • explores issues of epistemology and ethics when facing increasingly ‘intelligent' technologies, and • argues for transformative agency to place a firm focus on human interests. Essential reading for teachers in higher education and educational researchers with an interest in how technologies impact learning and teaching, Digital Agency in Higher Education uses cutting-edge research to bridge the gap between theoretical perspectives and practices.

Book excerpt: This book explores quality assessment and enhancement in higher education in Africa to illustrate the need to develop quality practices in measuring effective education and continually search for permanent improvement. The book demonstrates that technological and socio-economic trends, innovations, and inventions of the twenty-first century demand that additional attention be placed upon education for national, regional, and international development. Since conventions for quality assessment and enhancement need to be defined and systematic structures constructed to develop quality practices, the book shows how quality in higher education within Africa has been established and advanced to provide a framework for monitoring, auditing, and reviewing assessment and enhancement. Though the book considers African complexities and diversity, it incorporates global trends and utilises an international focus that enables readers to devise appropriate strategies for developing and enhancing quality and standards in higher education in both continental Africa and beyond. Illustrating why quality assessment and enhancement should be embraced in all aspects including inputs, processes, outputs and outcomes in educational settings globally, this book will be of interest to policymakers and scholars in the fields of Higher Education, Quality and Global Studies, African Education, African Studies and Management and Administration, Leadership and Professional Development Studies.

Book excerpt: This open access book presents the major outcomes of the fourth edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 4) which was held in January 2020 and which has already established itself as a landmark in the European higher education environment. The conference is part of the official calendar of the European Higher Education Area (EHEA) for events that promote and sustain the development of EHEA. The conference provides a unique forum for dialogue between researchers, experts and policy makers in the field of higher education, all of which is documented in this proceedings volume. The book focuses on the following five sub-themes: - Furthering the Internationalization of Higher Education: Particular - Challenges in the EHEA - Access and Success for Every Learner in Higher Education - Advancing Learning and Teaching in the EHEA: Innovation and Links With Research - The Future of the EHEA - Principles, Challenges and Ways Forward - Bologna Process in the Global Higher Education Arena. Going Digital? While acknowledging the efforts and achievements so far at EHEA level, the Paris Ministerial Communiqué highlights the need to intensify crossdisciplinary and cross-border cooperation. One of the ways to achieve this objective is to develop more efficient peer-learning activities, involving policymakers and other stakeholders from as many member states as possible for which this book provides a platform. It acknowledges the importance of a continued dialogue between researchers and decisionmakers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2020. European Higher Education Area (EHEA) priorities for 2020 onwards. European Higher Education Area: Challenges for a New Decade marks 21 years of Bologna Process and 10 years of EHEA and brings together an unique collection of contributions that not only reflect on all that has been achieved in these years, but more importantly, shape directions for the future.
