Book excerpt: Over the last few decades of war and sanctions, Iraq has suffered great losses in death and damages. Harm has not been inflicted only on persons, communities, communications, institutions and land; but equal and perhaps greater damage has been the outcome of the lost development opportunities: stagnated communities, uneducated children, adolescents and youth, neglected land, accelerating mortality rates, and the construction that did not take place. The nation has also witnessed an unprecedented devastation and a near-to-complete break-down of the education system. The prevailing state-of-affairs of higher education is disheartening and presents a virtual collapse: academic staff continues to leave for fear of mounting threats and insurgency, teaching being erratic and most buildings being damaged or destroyed. The education system is currently in a stage of profound rebuilding and restructuring particularly at a time when the demand for higher education system addressing the national needs and priorities comprehensively seems to be a source of much pressure. This mounting pressure is equally evident on Iraqi institutions and centres of knowledge to produce relevant and knowledge at an unparalleled rate. The diverse demands for qualified human resources of the complex national economy with evolving global links require knowledge and skills for decision-making and for production. The current efforts of the Ministry of Higher Education and Scientific Research (MHESR) and institutions of higher learning are in the midst of accelerating change, yet they have to grapple with profound processes of decision-making addressing issues such as: relevance (curricula reforms and accreditation); quality; scientific research; teachers' and students' welfare; technical and teachers' education; academic freedom; decentralization and institutional autonomy; long-term financial sustainability; and internationalization. Simultaneously, institutions of higher learning will also have as a goal to provide learners with academic and ethical values, as well as having the commitment to educate critical citizens prepared to engage in democratic participation. Change of the Iraqi higher education structure and of research is thus seated in an extremely complex reality, in which no self-evident choices are available and where actions have multiple effects in a dynamically interdependent environment.Yet the challenges Iraq faces cannot be solved with piecemeal changes ;but strong forces that will affect Iraqi society in the near future: economic reconstruction, population change, globalization and the rapid growth in knowledge. The situation must be met by a fundamental reorientation of higher education activities under a unified perspective (new vision). Providing this "new vision" and a "strategic plan" for specific and realistic short- and medium-term choices is the aim of this paper. The vision and the strategic plan have been formulated to help guide the initiatives of the MOHESR and to provide clear priorities for an efficient use of available resources.

The Future of Iraq provides a primer on the history and political dynamics of this pivotal state divided by ethnic, religious, and political antagonisms, and provocatively argues that the least discussed future of Iraq might be the best: Managed partition. Anderson and Stansfield incisively analyze the dilemmas of American policy. They suggest that even a significant American presence will not stabilize Iraq because it is an artificial state and its people have never shared a common identity. In addition the legacy of tyrannical rule and the primacy of political violence is eroded social bonds and entrenched tribal allegiances, fallow ground for democracy. They provide the basic information and the provocative analysis crucial to informed debate and decision.

Al-Mudhaffar is one of the senior chemists (Biochemist) of Iraq. He is presently a member of the Academy of Science- - an organization employing the largest No. of scientists in Iraq, and well known for its scientific excellence. He is also member of the National Iraqi Academy of Science, and a member of the Islamic Academy of Science. Dr. Sami has also played an important role in promoting research in Iraq. In spite of enormous difficulties and numerous problems he has been largely successful in his endeavors to develop scientific traditions in the country and bringing the research level in certain areas at par with many of the advanced countries. His guidance and active participation in the promotion of scientific activities has resulted in the formation of a sound base for the growth of the scientific culture in the country. He established several specialized fields, such as clinical enzymology, hormones receptors, and Tumor Markers. He has published over 250 research papers. The book has reviewed in six chapters the reality of the higher education in Iraq in the past, and addressed the problems of present, and gave a vision to address the challenges of the future. These chapters include globalization, the brain drain, Arabization, education reform, information technology, science and technology policy, a plan for higher education in 2005-2006, philosophy of the ministry and higher education and strategy. All these issues are of interest to a wide range of decision makers in the field of higher education not only in Iraq, but also in the Arab and Muslim worlds."

Book excerpt: The U.S.-led invasion in 2003 has created opportunities for Iraq to reconnect with the international academic community, adopt some internationalization activities and establish American-style universities. Drawing on policy borrowing and educational transfer theory, this study examines how internationalization and the American-style university are rationalized, appropriated, or resisted, by various actors at national, sectoral, and institutional levels. I used a vertical case study research design with interviews as the primary method of data collection. The findings suggest that various stakeholders in Iraqi higher education have rationalized internationalization activities, such as twinning programs and international university partnerships, differently. While the Iraqi government was motivated by an economic rationale to develop urgently needed manpower to participate in the economic and social development of the post-2003 democratic Iraq, the Ministry of Higher Education and some of the universities' administrators framed the rationales around rebuilding the reputation of higher education institutions. At the institutional level, the rationales centered around finding a better alternative to the local system that seems resistant to change, bringing in financial aid, and the potential for revenue generation. The findings suggest that the primary framing used by various external and internal actors to justify adopting internationalization activities is the conceptualization of Iraq as a cradle of civilization that has collapsed, and desires help from the international community to reform its higher education institutions. The founders' rationales for establishing American-style universities in post-conflict Iraq include peace and social cohesion, reviving the history of excellence and greatness of Iraq, and revolutionizing public higher education. While the American-style university model promises an environment for cultural tolerance and unity and encourages positive social change, the findings show that the chaotic transition to democracy in Iraq has yet to provide a safe environment for the university to fully realize its social and political agendas. Lack of financial support could make these universities more isolated rather than fully engaged in shaping Iraq's new society. In the conclusion, I critique internationalization that occurs without regard for Iraq's specific contextual factors and suggests the establishment of a policy sector that could guide educational change for Iraq.

Available in PDF, EPUB and Kindle. Book excerpt: In the last decade, due to factors of ICT infrastructural and broadband maturation, rising levels of educational attainment and computer literacy, and diversification strategies, e-learning has exploded in the Middle East and North Africa (MENA) region. However, significant barriers remain in the region’s e-learning development: lack of research on outcomes and effectiveness, paucity of Arabic language learning objects, monopolies and high cost of telecommunications, cultural taboos, accreditation, censorship, and teacher training. This unique volume is the first comprehensive effort to describe the history, development, and current state of e-learning in each of the 20 MENA countries from Algeria to Yemen. Each entry is expertly written by a specialist who is acutely familiar with the state of e-learning in their respective country, and concludes with a bibliography of key reports, peer-reviewed books and articles, and web resources. E-Learning in the Middle East and North Africa (MENA) proves itself as a vital compendium for a wide readership that includes academics and students, transnational program directors, international education experts, MENA government departments, commercial vendors and investors, and ICT development and regulatory agencies involved in e-learning in the Middle East.
