Book excerpt: Excerpt from School Buildings To the Superintendents, Teachers and School Directors of Colorado: The issuance of this bulletin was suggested to me while on trips throughout the state, attending teachers' institutes and visiting schools, during the summer and fall of the past year. It is surprising how many unsightly, ill-adapted school buildings exist, which, if the money expended in their construction had been used to the best advantage, would be both sanitary and convenient. This bulletin has been prepared with special reference to the needs of schools located in rural districts and small towns, since the larger cities have, as a rule, sufficient funds at their disposal to employ competent architects to make plans for suitable buildings in which to school our children. Whether a school building contains one, ten or twenty rooms, it should be so arranged as to secure not only the greatest convenience in school work, ready means of exit in emergencies (and other conditions necessary in all public buildings), but particularly good heating and ventilating systems and lighting facilities. Unfortunately, it is rarely the case that we find school buildings satisfactory in all these features. It is especially deplorable to see new buildings being erected, sometimes at great cost, in which as little attention is paid to these important matters as was done in the old buildings. It also happens frequently that where ventilating and heating systems have been installed, the teachers and janitors, through unfamiliarity with their operation, fail to obtain the best results. Surely every child is entitled to comfortable and sanitary conditions in the school room, where he spends from five to six hours every school day, and no district should be placed in the position of forcing pupils into buildings, or surrounding them by conditions which are injurious to their physical welfare. The school is not worth more than the district pays for it, and if school premises are unattractive or repulsive, work with real spirit in it is not likely to be accomplished. It is remarkable what a great change may be brought about in the appearance of the school buildings by a little inexpensive but artistic decoration. A regrettable fact is that many of our school houses may be recognized by their interior, as well as exterior, barrenness. There is no reason why our school buildings should not be as attractive as the average homes of the pupils. The site of the building should be so selected as to provide for ample play grounds and, when possible, school gardens. The wise planning of a high-school building requires familiarity with school needs and processes, knowledge of the best approved methods of safety, lighting, sanitation, and ventilation, and ability to solve the educational, structural, and architectural problems presented by the particular building. Moreover, to secure modern facilities without undue expense, the architect must be a master of methods of space economy; and to provide for future changes and enlargements he must understand methods of securing elasticity in the plan. The development of successful secondary school plants, whether for senior, junior, or four-year comprehensive high schools, must be governed first and foremost by adaptation to local needs and educational policies. School plants, like school curriculums, are indigenous and cannot be successfully transplanted. A successful school plant in one community may prove an educational misfit and a monument to waste in another. To be sure, there are certain universal principles applicable to all school buildings, such as safety, adequate natural light, ventilation, practical economy, and impeccable architecture. At the same time the requirements for health and recreation, for citizenship, and for vocation are variable and depend far more on the needs of each school community, the ability of that community to meet the needs, and the type of organization of the various educational activities proposed than upon any set of standards. The most that a report of this kind can do is to enumerate certain conclusions that are the outcome of successful practice. A consideration of them will in no way tend to minimize the necessity for a study of local needs. As long as educational objectives change, and as long as community needs vary, just so long will the outstanding consideration in the art of school planning and construction be the successful adaptation of a school plant to the local educational program. The Bulletin is presented in two parts. Part I includes: (1) General statement; (2) What adaptation involves; (3) Elements common to all schools; (4) Architecture; (5) The component parts of the secondary school plant; (6) Interior finish and trim; (7) Equipment; and (8) Summary. It is that tendency to set the newly acquired studies off by themselves. The first illustration of this may be remembered by a visit to the old Latin and English high school of Boston. This building was planned by Mr. John D. Philbrick and marked an important step toward the introduction of science into the high schools. This transition left its mark on the.build ing. The two assembly rooms on the third' floor each capable of seating 800 persons would of course serve the purpose of a modern high school by uniting them into a single room capable of seating the whole school, but it was necessary at the time of erecting this building in 1877 to provide separate rooms for the classical and mathematical students, and those taking the English and science branches. These two classes of students were not allowed to assemble together! The relation which in some locali ties still lingers between Manual Training and Commercial branches and the rest of the school existed between the Classical and Science branches thirty years ago! Manual Training High Schools and Commercial High Schools were built in various cities, containing in their curricula varying amounts of academic work. They have all succeeded and have drawn students in great numbers, but the tendency of these schools has been to add more and more of academic work to their courses till some of them already have the full high school course of study contained in other schools preparing their pupils for all courses in college. Some, like those of Denver, Kansas City, Indianapolis and St. Louis were made complete at the start and they all became immediately popular. Evidences of this progress may be seen in the superior elegance of the modern public edifices and private residences in our cities and villages, and in the greater comfort and convenience of the later farm-houses in the country. The increase of architectural knowledge has correspondingly devel oped the taste of the country, which, in its turn, demands a greater amount of knowledge, and thus one step of improvement leads to others still farther in advance. Of all buildings, however, the last to feel this progressive impulse were school-houses, the most important of them all. In cities and large villages, where the necessity exists of erecting large and costly buildings, it is true that public attention has been turned in this direction, and there has been developed a distinctive school architecture which applies the principles of science to the wants and necessities of the school-room; but in country places generally, little attention has been given to the matter, and the principles developed in the city architecture are not applicable to the wants of the smaller district schools.
