Außerdem soll die derzeitige Verbreitung des strategischen Controllings im Mittelstand untersucht und deren Herausforderungen beleuchtet und hinterfragt werden.Diese Arbeit ist in mehrere Kapitel unterteilt. Zu Be-ginn wird auf die Begrifflichkeit des Controllings, sowie die Unterscheidung zwischen strategischem und operativem Controlling eingegangen. Weitergehend wird der Mittel-stand über seine Abgrenzungskriterien, sowie seine wirtschaftliche Bedeutung definiert, um dann im folgenden Kapitel auf die Herausforderungen des Mittelstandes eingehen zu können. Im Besonderen wird auf die gesetzlichen Vorgaben "KonTraG" und "Basel II", das Risikomanagement, die Globalisierung und die damit verbundene Anpassung des Mittelstandes, sowie die Wachstumsschwellen und deren Anpassung des Führungs- und Organisationsstandards eingegangen. Anschließend wird im Kapitel "Anforderung an das strategische Controlling im Mittelstand" die Bedeutung des strategischen Controllings erarbeitet und deren Institutionen und Prozesse beleuchtet. Im vorletzten Ab-schnitt beschäftigt sich diese Arbeit mit den Instrumenten des strategischen Controllings und deren Einsatzmöglichkeiten für mittelständische Unternehmen. Hierbei werden Frühwarnsysteme, Balanced Scorecard und die Investitionsrechnung analysiert. Abschließend wird die aktuelle Situation des strategischen Controllings im Mittelstand begutachtet, sowie eine Einschätzung für die Zukunft vorgenommen

Der Mittelstand übersieht hierbei, dass der Einsatz eines Controlling-Systems zur Existenzsicherung beiträgt. Insbesondere das strategische Controlling findet nicht genügend Beachtung. Vor allen in guten Zeiten wird im Mittelstand keine Notwendigkeit gesehen strategische Planungen durchzuführen. Dies ist aber der falsche Ansatz, denn nur wenn ein Unternehmen sich strategisch richtig positioniert, wird gewährleistet, dass das Unternehmen auch zukünftig erfolgreich bleibt. Vor dem Hintergrund fortschreitender Globalisierung „nehmen nicht nur die möglichen Handlungsalternativen massiv zu, sondern auch deren Konsequenzen“. Mit einem Controlling-System, das sich an der Unternehmensgröße, der Struktur bzw. der Organisation des Unternehmens ausrichtet, kann das Unternehmen die Herausforderungen der Globalisierung besser bewältigen. Die Geschäftsleitung sollte die Daten monatlich analysieren und auswerten um evtl. entsprechende Maßnahmen rechtzeitig veranlassen zu können. Das Controlling hinsichtlich des Kapitalbedarfs, des Risikomanagements und die grundsätzliche Ausrichtung des Unternehmensziels bedarf im Rahmen der Globalisierung einer besonderen Beachtung.

Seit den späten 80er Jahren erweitern gerade Großunternehmen ihren Handlungsspielraum vor dem Hintergrund verstärkter Globalisierung durch Zukäufe und Zusammenschlüsse mit anderen Unternehmen. Damit wird häufig das Ziel verfolgt, Marktpositionen zu halten oder auszubauen. Mittelständischen Unternehmen bieten sich nicht die gleichen Möglichkeiten angesichts begrenzter finanzieller Mittel und eingeschränkter personeller bzw. materieller Ressourcen. Dennoch war und ist unternehmerische Zusammenarbeit für den Mittelstand kein Fremdwort und angesichts der anhaltenden Virtualisierungsdebatte ist zu beobachten, daß seit geraumer Zeit der "neue Mittelstand" wieder verstärkt aufgefordert wird, sich in kooperativen und netzwerkartigen Verbindungen intelligente Chancen des Wachstums zu suchen. Der Mittelstand tut sich allerdings mit dem dahinterstehenden Management- und Organisationsprinzip grundsätzlich noch schwer, greift es doch erheblich in das Selbstverständnis mittelständischer Betriebe von Selbständigkeit, Unabhängigkeit und geringer Größe ein. Andererseits, so wird argumentiert, unterstützt nur eine partnerschaftliche Zusammenarbeit in Zukunft den Vorteil unternehmerischer Flexibilität, die bisher von den Unternehmen im Alleingang gewährleistet wurde. Ziel dieser Arbeit soll sein, die Herausforderungen des Controlling bei Kooperationen aufgrund der Ableitung von neuen Unternehmensführungsgesichtspunkten zu benennen und schwerpunktmäßig zu beleuchten. In der Literatur wird dieser Aspekt noch weitgehend außer acht gelassen und wenig problematisiert. Zum Ausgangspunkt der Betrachtungen soll die strategische Partnerschaft herangezogen werden, weil sie im Gegensatz zu strategischen Netzwerken, wie beispielsweise in der Automobilindustrie, auf fokale Führerschaft verzichtet und von zunächst zwei gleichberechtigten Partnern ausgeht. Ob eine Multiplikation partnerschaftlicher Beziehungen, die Netzwerkcharakter schafft, auch eine Vervielfachung der Herausforderungen für das Controlling bedeutet, soll bei den Betrachtungen immer mitberücksichtigt werden. Versteht man Controlling als Führung der Führung und ändert sich das Führungsverständnis in solchen Partnerschaften, dann muß sich folglich auch das Controlling selbst wandeln.
