However, At the same time, I am sorry to inform you, that, they will fall far short of your expectations, in this particular owing to the great portion of time which has been taken up, in making the necessary repairs of the carriages, of those Pieces, that were brought from Philadelphia, to this place, many of which were in a wretched state. Writes that he is chagrined to find that a Lieutenant Fisk has resigned to avoid a Court Martial. Adds that the bearer of the letter, Lieutenant Allen, wants to resign and Lamb has permitted it, because there is no arguing with, or reasoning down a man's feelings, when want stares him in the face. Lastly, is happy that Holland has recognized America's independence, and that Captain Barney from the Havanna has arrived with a large sum of money for the public. Sends his compliments to Mrs. Knox and Samuel Shaw, and adds that the men in the Corps present their compliments to Knox. On public service written on address leaf.

Morris's priorities are first to provide the soldiers and officers with rations, second to provide clothes (which these notes were intended to do for the officers), and third to provide pay, which they are working on obtaining. Argues that an officer who paid for clothing out of his own purse may use the payment as he likes, but that the intention was to pay for clothing for the officers. Mentions the Marquis de Lafayette.

Lamb also asked General Lincoln to give Captain Stevens an order to the Financier for enough money to defray his expences, but Lincoln said he did not need to go to the Financier until the shells were cast. Also relates that Captain Patten mentioned a machine in Springfield for cutting Elevating-Screws and asks Knox to order some for the French howitzers and have them sent from there to Fishkill. Asks Knox to send his regards to Mrs. Knox and to Samuel Shaw. A note appears under the address that reads Favor'd, per Capt. Lt. Thompson, presumably denoting that Thompson delivered the letter. Suggests that a relatively strong force be left in the Hudson River Highlands if the Continental Army should move east. Advises against an attack on New York City, noting that the British have sufficient strength to successfully defend themselves. Writes, The great number of negroes and disaffected people in North and South Carolina will always render the conquest of that country comparatively easy with the more northern parts of the continent... But I cannot think it obligatory on Your Excellency to detach any troops at present from your small army; especially as you will be necessitated to garrison West Point with parts of it... Asserts that maintenance of the Hudson River posts should take precedence over other military concerns. Comments on the possible outcomes of a British attack on West Point. Writes, The enemy by being in possession of the water, have it amply in their power to distress and harass us; but it would be highly imprudent and unwise in us to divide our force so as to be incapable of making opposition in any place... I think therefore it would be rather improper at present to detach any troops because the situation of the force under Your Excellency relative to that of the enemy in New York would not permit it- Argues that the militia in North and South Carolina should turn out to assist the Continental Army.
