Mentions news about Guadalupe and Martinique. Says Admiral Gardener made an appearance there and was told that the defenders were in need of muskets, cannon, and ammunition. Notes that if the U.S. would provide the items, the amount would be deducted from the debt with France. Adds that Genet said the US could not but be sensible that france had the right to demand our guarantee of those islands, because of the connections those islands have with American commerce. Told Genet that their own arsenals were deficient and that President Washington asked him to look abroad for arms. Also informed Genet that the U.S. was concerned about Great Britain's reaction if they armed the islands. Genet said if Washington did not have the authority to do this, it would be a good enough excuse. Rejects the argument about Great Britain though, saying that George Hammond, the British minister, is not a viceroy in America. Genet predicts American shipping would be harassed by the British Navy as it travels to France. Knox told Genet that from his manner, it appears he wants this reported to Washington. Genet confirmed this. Continues on 8 June. Reports that he read this to Washington and Alexander Hamilton. Washington approved of the responses to Genet. Then told Thomas Jefferson, who also agreed with the negative responses given to Genet. Signed HK.

Says Catharine Greene and Colonel Wadsworth have written him on the subject of Master Washington's education, and he will not say much on it. Proceeds to say The Classics and modern languages as being the work of memory will probably constitute his first studies, together with learning the necessary personal exercises to form his manners. Says mathematics, geography, astronomy, and drawing should come later. Says his removal to France will honor the memory of his father. Praises the young man's character and disposition. Says his last letter to Lafayette was on 26 April. Thanks Lafayette for sending the Dutch patriot Vander Kemp to meet him. Updates him on state conventions on the ratification of the U.S. Constitution. Says Maryland was the 7th state to ratify. Says the election for the New York convention delegates has recently taken place, but that the results are not known yet. Believes it will be a balanced delegation of those for and against it. Says Were the New Constitution to have required the Unanimous assent of all the states it would never have been adopted - But as it require only nine states in the first instance, it may be in full operation, in one year from the present time. Suggests that a relatively strong force be left in the Hudson River Highlands if the Continental Army should move east. Advises against an attack on New York City, noting that the British have sufficient strength to successfully defend themselves. Discusses negotiations for peace between the U.S. and hostile Indians in the Ohio Territory. Says if the negotiations falter, it appears to be incumbent upon the United States to use decisively such degrees of their force as shall be competent, as well to the immediate protection of their exposed citizens, as to the exemplary punishment of those tribes, which, obstinately persevere in their cruel depredations upon our frontiers. Says Congress will have to examine the facts and make a decision on how to proceed. Believes that on the southwestern frontiers our own violators of the peace, and of existing treaties, should not escape with impunity, and thereby bring down upon innocent women and children, the horrors of retaliation, and involve the U.S. in an unjust war. States that the Secretary of War (Knox) will submit a report on the arsenals of the U.S., noting that large augmentations of them should be made. Says the U.S. should be prepared because of the European War, but stresses the nation should avoid getting involved. Also mentions that seaports need to be upgraded. Asserts the importance of a well organized militia to address events for which being unprepared the happiness and liberty of Societies have so frequently been overturned and ruined.
