Describes a dinner the Cincinnati are throwing the following week. Mentions that little Isaac (likely Isaac Winslow, Jr.) recently returned from the Eastward (likely the Waldo patent lands) and is very happy with the job Captain Thomas Vose is doing as their agent. Comments that the recent appointment of Colonel [Alexander] Hamilton as Secretary of the Treasury pleases everyone in the Boston area and declares that Hamilton is a man of great ambition. Congratulates Knox on his reappointment to his old office. Adds that he may be in New York the following month, and sends his love to Mrs. Knox and their family.

Forwards a copy of the memorial that was drafted for Knox to peruse, he is instructed not to say a word of it to anyone. Says if he dislikes or would like an amendment to any part of the report to let him know. Believes the memorial is the only way to satisfy the officers. It is their intention for General [Benjamin] Lincoln to sign the memorial on behalf of the officers.
