Many successful outreach programs have been designed and implemented at the local level to reach the 726,000 uninsured children who may qualify for Medi-Cal and the additional 535,000 uninsured children who may qualify for Healthy Families. In the past six months, under the state's leadership, these outreach efforts have been extended to ensure successful enrollment, encourage the appropriate use of health services, and support the retention of coverage over time. This background paper examines the practices of a variety of local programs involved in Medi-Cal and Healthy Families outreach to develop a clearer picture of effective strategies. It is difficult to generalize about local outreach efforts because each project has a unique set of characteristics that has developed in response to the needs of the local community, the history of the agency, and funding sources. Broadly speaking, however, outreach projects can be grouped into three categories based on the primary site of their activities: (1) health facilities, including public and private hospitals and clinics; (2) school-based programs; and (3) community-based organizations (CBOs) such as churches, job-training sites, and cultural organizations.

Enrollment in Healthy Families will be open to children: Between the ages of 7 and 18 in families with incomes between 100 and 200 percent of the federal poverty level (FPL) ($13,330 to $26,660 for a family of three). [...] Between the ages of 2 and 6 in families with incomes between 133 and 200 percent of FPL (children ages 2 to 6 with family incomes up to 133 percent of FPL qualify for Medi-Cal as do infants with family incomes up to 200 percent of FPL). [...] In order to purchase coverage, families with incomes of up to 150 percent of the FPL enrolling in the lowest cost plan will pay $7 per child or $14 per family per month and families with incomes between 150 and 200 percent of FPL will pay $9 per child up to $27 per family per month. [...] The discounted premium will be $4 per child/$8 per family per month for families with incomes of up to 150 percent of FPL and $6 per child/$18 per family per month for families with incomes between 150 and 200 percent of FPL.
